    OROP LIKELY TO BE FURTHER DELAYED

    Dear Friends,
    Further to my mail below, to which I have not received a response so far, I spoke to the COAS on telephone a while ago and enquired about the question I had raised in the trailing mail  
    The Chief said that everything is on track and the three Chiefs have been meeting the bureaucrats to ensure that the DGL issued in Apr 14 is adhered to and the definition of OROP is in no way diluted. In fact the pension of OR is being enhanced over and above those mentioned in the DGL by about Rs 60 pm. He said the recommendations are with the FM and his clearance will take some time. So be prepared for some delay in announcement due to MoF's detailed vetting, which the Chiefs had accepted provided the principle/definition of OROP is not tampered with.
    As regards the arrears the Chief said that period and mode of payment has to be decided by MoF keeping in mind their financial ability. You may remember that we had suggested that due to financial crunch the govt may the arrears in installments. On a suggestion received from a Coursemate that people over 80 yrs should not be made to wait for installments as they may arrive posthumously(!), he said that this was mentioned but he will reemphasise this requirement.
    The COAS confirmed that I could convey the above to the environment.

    1. Sir, as mentioned above thst pension of OR enhanced over and above to DGL by about Rs 60 pm seems to be confusive. Plz clarify or what is correct. Thanks

    2. Go back to scams of commonwealth games and release of purse strings when hidden agendas are met to loot the exchequer . Nothing changes even when crude oil is available at half the price and food prices still sky rocket. They are instrumental in compromising the credibility of the PM by considering his statements on OROP as unworthy of implementation. But let there be another international event and see how thousand of crores are released at a drop of a hat. Classic case of deception continues....

    3. I take the liberty of repeating what I have said elsewhere. Right now, there is an emergent situation of Floods in J&K,and as usual Defence Services have been called in, and they have got into action without wasting a single second. Our (present)Govt,which attaches great importance to good Governance and speedy delivery, should use this operation as a sensitization exercise for Bureaucracy by sending contingents from Min of Defence,Min of Finance, Min of Law etc(DESW, CGDA should be compulsory) to the field of action-- not as Observers, but to physically work alongside the men in uniform and live with them. They will then understand what is meant by OUTSIDE THE NORMAL CALL OF DUTY and QUICK ACTION. to bring a happy smile on the faces of suffering people. This MAY change their Mindset towards Quick action on OROP, sorting out anomalies in pay/pension, welfare measures, and also in having a re-look at never-ending litigations to which these soldiers / ESMs have been subjected to for decades.Who will bell the cat, and take it forward. When will we see a day when we can raise a slogan like JAI BUREAUCRACY along with JAI HIND & JAI JAWAN.

    4. Thabks Sir, for ur latest update of OROP. What about Hony Naib Sub Pension as Naib Sub as bureucrats did not implements to all. Only few are benefited who went to court, what kind of logic is this. Pl go through in it too and let me/others to know. Again thanks

    5. After all that has been going on --------Unexplained delays in OROP, Decades-long delays in Rank-Pay case, Anomalies in Pay / Pension, Long list of untenable Litigation, Twisting Supreme Court Verdicts, Non-implementation of SC verdicts / cabinet decisions and what not !!!!! All these compel me to believe that this Govt (committed to REFORMS) needs to REFORM the BUREAUCRACY first, before it can REFORM anything else.

    6. there is no delay or an committee, review committee set up when the MP/MLA ( KARNATAKA) decide to increase there salary and other perks, however when it comes for the justified increase in case of the armed force there are delays and more delays.

    7. As earlier, the pension policy was such that the serviceman will get the pension of one rank above on completion of 24 years of service and above. Now for last month I received 5k less under OROP proposed policy. I don't know how much this OROP benfitted to us.
