    BRIEFING OF IESM MEETING WITH DM ON OROP

    Dear Members
    IESM delegation of five members met RM Sh Manohar Parrikar today at 1400 h. The salient points of the issues discussed in the meeting are given below and are attached. I am sure this will satisfy most of the queries of veterans arising out of budget speech given on 28 Feb 15. This is now clear that one needs to be optimistic and OROP will be out soon. However hold your celebrations till Notification of OROP is out as there is many a slip between the cup and the lip. 
    Meeting of IESM Delegation with RM Sh Manohar Parrikar on 2 Mar 2015
    IESM contacted Sh Manohar Parrikar Raksha Mantri at the end of the budget presented on 28 Feb 15 and communicated to him that ESM in general are disappointed because OROP has not been mentioned in the budget speech of Finance Minister and allocation of funds for OROP has not been announced. RM explained on telephone that OROP has been approved in two budgets and hence it is considered approved and therefore there was no need to mention in the budget speech. He was kind enough to invite the IESM delegation at 1400h on 2 March 15 to clear any doubts if we had any.
    Following five members of IESM met Sh Manohar Parrikar RM at 1400h on Monday 2 March 2015.

    6. Major DP Singh was also invited by RM for discussion on disability pension issue.
    RM made everyone comfortable in the beginning itself that OROP for Armed Forces and Ex-servicemen is NDA Government’s commitment and he has worked out the expenditure for the OROP. He advised that there was no need to cover this issue in budget presented by NDA Government on 28 Feb 15  as it already stands approved by Parliament as part of budget for financial year 14-15. He confirmed that he had discussed the issue with officers of MOD and ironed out all issues of OROP. He also confirmed that OROP is genuine demand of Armed Forces and must be met in full; hence there is no difference in thinking of Armed Forces and MOD. Accordingly file has been prepared and is in process for approval from Ministry of Finance. After approval of the file from Finance Minister, it will be put up for approval of CCPA (Cabinet Committee for Political Affairs). RM has confirmed that MOD has recommended giving OROP for X group and Y group separately. He also confirmed that all ranks including widows have been included in the OROP. He further confirmed that he is attempting to meet the date line for issuance of Government letter (OROP Notification) given by him on 1 Feb 15 meeting with IESM delegation.
    There was no doubt left in our minds after such a clear statement by RM and IESM delegation was convinced that OROP is now in safe hands will see the day light soon. General Satbir Singh thanked him and told him that it is first time that the demands of ESM are being given proper consideration and attention. IESM delegation then discussed following issues with RM.
    1. Increase in Widow’s pension w.e.f 24 Sep 12; General Satbir Singh informed him that widow’s pension was not increased in 2012 when pension for all ranks was increased as per recommendations of 6 CPC. Widows must be given that increase in pension. RM expressed concerned on this issue and asked the delegation to give him the note for his consideration.
    2. Major’s Pension Retired pre 1996; It was brought to RM’s attention that MOD is not paying Lt Col pension to Major rank officers who retired pre 1996 on completion of 21 years of service. Major Thomas of pre 1996 retirement had gone won the case in AFT and had been paid enhanced pension. It should be applicable for all Majors who had retired pre 1996 and had completed 21 years of service. RM asked for a detailed note on the issue for his consideration.
    3. Major’s Pension who had retired on completion of 20 yrs but with less than 21 yrs of service; RM was informed that there will be only few hundred Majors who will fall in that category and MOD must consider giving them Lt Col Pension with Major’s grade pay as a special case. RM demanded a paper on this issue also for his consideration.
    IESM will be sending the detailed paper on above issues to RM at the earliest.
    IESM delegation was encouraged with the response and encouragement given by RM. One can now say that OROP is in safe hands will soon be approved.

      Since last one I seen that only meeting and meeting but no result, It is very shameful to Ministry of Defence and Services Headquarters, for simple thing they take more than one year and could not take concrete decision on OROP then how they will decided for serious cases I do not know. I hope Officers are more benefited with OROP(Officers Recreation On Pension) some peanuts will get to Below Officer ranks. No Officers are interested to see the welfare of their own Jawans/JCOs , and not thinking about How they are surviving with very limited salary and Pension since Officers are retiring after the age of 54 years but Below Officer Ranks are retiring the age between 33 and 50 yrs at maximum level with crucial situation such Higher education of Child, Construction of House and other important events which could not be avoided in normal human life.

    3. guys these parasites(leaders of iesm) has been bribed n thats why thy are working as govt's agent..read this above statement 2 3 times again....thr's nothing mentioned abt exact date of orop n still thy wrote that thr's nothin to worry about..and also they are tryin to fool us regardin ARREARS..as thy r now sayin that all ranks except widows got their pensions increased from 24 sept 2012 which is not actually the case...

    6. It's really heartening to note that the delegates met Defence Minister was without any pbor. As well known, officers do not have any group. Likewise, pbors on pension, should not have any group. This will badly affect the economy of pbors and also defeat the very purpose of orop as recommended by Keshiari Committee and Servic Headquarters. Hope they will atleast listen to the directive of Hon'ble Supreme Court in respect of implementation of orop in true sense. Any deviation in this regard may invite further litigation.

    7. Sir, this means Officer Rank One Pension not OROP for JCOs/OR. In the last pay commission it was suggested that 20% more salary/pension should be fixed than civilian employee, but no benefit was granted to OR besides Officers.

      It was requested that the methodology that was prepared and showing on the voice of the ex-servicemen is a false agenda . Is the commission/committee men those are appointed to settle the OROP equal than the pension of today one is drawing accordingly to his length/rank of service in the particular group or the contradiction of group as shown in the chart of VOICE OF THE EX_SERVICEMEN has been eradicated . Now it is surprise that which type of hindrance have to face in front of the committee / commission . is they are preparing their own TA/DA to fill up their pockets, in fact to solving the issue of OROP from the year of since 1997. If not than what is the haste coming in front of them to solve this issue .
      Kindly order it for the equal right one's accordingly .

        Fundamental Law of the Equality is settle hear a conflict between our rights of old and new pensioners . In view we can say equalize the pension in any way according our rank and length of service etc. To think over on the view subjected to the year 1985 whatever that was ? It is the duties of the governance of the Govt; according to the need of the government . We have never refused to serve more as per the agenda of the civil/ public governmental services.

      officers are gaining more in OROP, what about PBOR we are downtroddens why RM says we have taken all views of stake holders no single representation from other rank category. please have the views of other ranks or halt it. actually other rank fight the war. unit can run without officers but not without other ranks. mr manohar parikar please consider. do not take the version of IESM officers community as gospel truth, you are going to commit sin

      1. our service officers are father of MOD babujis. they will look after only their welfare. while making probable pension chart from service HQ babujis why can't make the group x and y differentiated one because they wanted to enjoy the group x pension.shame on our part.

      There is a big foul play by iesm officers panel. There should be no group in pbor as exists in Case of officers. There is no meaning of prop if the group pattern is followed. We can not believe on iesm officers. Now we should do something for our welfare.

    13. Dear MBC Sir, Whenever this IESM meeting to DM why only Group of Officer is representing and meeting with DM. This creat some doubt in our mind.Our IESM in future should ensure this, that whenever they are meeting with RM our PBOR representation must be ensured.

    14. Even latest judgement of SC, This is a pending issue since 2008 and government should take action for implementation of OROP within 3 months at any cost. But see the mockery. It was the judgment of SC in 2008 but still government is not following the judgement instruction. It is not only surprising thing but also matter of anxious.

    15. X & Y group seperate OROP has confirmed the idiom ANDHA BANTE REVARI MURH MURH APNE KO DE. Is there any representative of PBOR. In officers category there is no any group. The officers are getting technical pay or Non practice Pay. Pension should be equal to PBOR also without considering X/Y group separately. As per defination of ONE RANK ONE PENSION means the pension should be equal for same rank and length of service. Now the separate pension for X/Y Group is not understood.

Sorry it must be there. otherwise no one will be willing to join in x group. why should they? sitting underneath the ceiling fan and getting group x pay . do you thing they die in hot sun and make the aircraft ready. there will be definitely more aircrafts will be crashed in near future that is sure.

    18. Dear Sir, I am still not clear about OROP. Can you illustrate with one example? Is it total service rendered or the service held in the particular rank? How the weight-age in rank is calculated due to the lack of promotional avenues like SGTs and JWOs retired much before 2006??

      1. please refer most important pcdapension.nic.in circular no.471(Post 2006 retires) for a example 21 years of group x sgt pension is calculated as 18290/66x29 i.e. 8037/- what we get now.(Refer circular no.501)

Dear Sir, Can you illustrate with one example the actual OROP means......... whether it is total length of service rendered or the service held in the particular rank? for example:-in the case of SGTs/JWOs where personnel served in the particular rank even 18 years or beyond due to lack of promotional avenues...............

    21. Govt has recommended OROP for group X &Y separately is not understood. I think delegate of retired officers is pursuing the matter for the welfare of officers only. They are not sensitive about life of
      PBOR. If something is possible then also the OR/JCO will be given a very small out of this . Hony Lt
      granted after retirement should also be considered
      in the OROP otherwise this is to just befool the jco.

    24. widows pension only not increased wef 24 Sep 12. Who will represent them? As a matter of fact, in any increase of pension, first and foremost widows' should be done.

      1. Dear Sir, you are absolutely right & this time as per Supreme Court's order everyone inclusive of Veer Naarees will get their dues w.e.f 01/01/2006. Moreover in this OROP, it also seems to be considered.

    26. Giving separate orop to x & y group is against the existing verbatim of orop and the DGL prepared by the service hq. This division can not be termed orop. This indeed ogop only.

      Now I realise that OROP is not going to implement but Seventh Pay Commission will implement within one year. Please forget OROP? Raksha Manthri is making fools to entire Ex Serviceman. One thing I wish to say that Mr Modi is a sweet and polished person , he is an agent for Corporates. Mr Modi is saying something but in practical he is doing other thing. Very bad and shameful. I feel ashamed of an Indian

Separate groups like X &Y is a welcoming step for making OROP as some persons are entering to Services basing on their qualifications to X Group followed with under going a very very precious and a long period of training. Particularly the X group in IAF, who are equated with the qualification of B Tech can at at no point of time be equal to the trades men of Army & Navy.Moreover in IAF the tradesmen's job is performed by the NC(E)s
