    WHO IS THE REAL CULPRIT


    Anyone from elite class ( Defence Officers) may clarify as they are abusing Babus and Netas for wrong doings everywhere like in OROP ,PAY, PROMTION Etc.
    1. Who proposed separate MSP for Officers, Nurses and Jawans?
    2. Who proposed MSP for Nurses more than a Subedar Major?
    3. Who proposed Second Lieutenant rank be scraped but never bothered for Sepoy rank to bscraped ?
    4. Who proposed reduction in time scale for Capt, Major and Lt Col and increase in time for Havildar / Sgt/ Petty Officer?.
    5. Who proposed that minimum time for JWO in IAF b 19 years in selection and brought Lt Col in Time bar to 13 years. In both cases, min time was 17 for selection grade. Lt Col pay increases on promotion from Major by 32000 to 35,000 in 13 years time bar while for Sgt 13 year time bar 1800 only and for selection grade JWO it increase by 3800 . DA @ 119 % Ref.
    6. Who proposed that promotion from Sgt and above will be based on ACR / Merit and for Officer 4 Promotion Time bar?
    7. Who Brought Lt Col to pay band 4 and Not brought Havildar to PB 2 . As per 6 CPC report, PB 4 was given to Maj Gen and above.
    8. Who made policy to Kick more than 70 % Sepoys after 17 years of Army service without single promotion and keep Officers in service up to 55 yrs ?.
    9. Who justified that your car will become scrap within 4 years and you be allowed to buy again through CSD but a jawans car will not get a scratch for life time.
    10. I can list many more but I hope the above mentioned points are enough to tell you that stop fooling us on the name of Babus. I'm sure 90% Officers sitting in AC Office at HQs are real culprits behind all the discrimination and injustice for above said points.

No defence officers shall represent plight of jawans to the administrative ministry. their absolute aim is to attain the status of IAS or above by further victimising the real fighting group. what was the compensation given to jawans while sanctioning free ration to officers without affecting the balance sheet ?! so it is the right time the serving jawans should ask for the accepted pay revision and veterans the pension formula.

      the delhi high court has given a judgement to debar the officers from getting preferential treatment. ECHS is registered under cooperative societies act whereby all are member regardless of rank status, but officers enjoy undue advantage

A Sgt of IAF whether he served in Gp I or Gp IV should be treated equally AFTER RETIREMENT. The Govt. may pay more to Gp I Sgt in some other form. Hope the higher ups would understand this.

    25. So nice issues. Officers are real culprits for all things regarding JCOs/OR. Children of officers being commissioned in the Army is also a great issue as they are not performing good and treat JCOs/OR as slaves. Many children/relatives of officers are even physically unfit when they are commissioned after training.

    26. That the view is a bitter truth, arouse dormant but inherent feelings of policy-making commanders of afs in respective services HQs. This tantamounts to peculiar Indn commanders contrary to erstwhile British commanders mindset to keep the jawans under their boots. However, I came across many loveale and respectable officers
      got their careers truncated by ACR manipulations for their jawan friendly course. Jawans will perennially remain jawans only.Jantar Mantar and other combined protests will never alter jawans plight.It will b wise for jawans to fight out for their demands from a common platform entirely of their own instead of hanging on commanders' shoulder.
      DL-33 is done on MGP, contrary to notional maximum which historically is the jawans pension. Did not services HQs know this at all? If they didn't

      1. DL 33 is the most important judgement i.r.o JCO/OR to whom last rank held pension is denied for not holding the rank for ten months which dispensed with in 6 cpc. Sir , can you imagine being held the rank lesser period some make you junior. Thanks to SC judgement.Maximum notional pension is a patch work , cannot be resolved permanently. DL 33 will ensure parity to pre & post 2006 thus establish OROP in a meaningful way.

    30. Rank of Lt Col (Selection) in Navy & Air Force abolished from 2004. But as per Art 310 of Indian Constitution the officers retired ass Lt Col (Selection) retired prior to 2004 contnue to remain as Lt Col (Selection).as per orders on OROP OROP of of a pensioner has to fixed at par with the same rank retired in 2013. But the rank Lt Col (Selection) lhaving abolished no OROP has been laid down for Lt Col(Selection). In the absence of this rank retired during 2013 the Babus have suo motu demoted all Lt Co(Selection) pensioners to their lower rank of Lt Col (Time scale)and given something in the guise of OROP. This irregular, irrational and unlawful atrocity.

      I am presenting some more points

      (a) the profit of Unit CSD 90% goes to officers' mess 7% goes to JCOs, remaining pittance is for Other rank mess

      (b) When any celebration in army officers mess, they demand mutton in advance from other rank mess and enjoy the celebration in the sense officers take away our food

      (c) in canteen they are allotted 14 bottles JCos 6 bottles and OR only 4 bottles it should be rationalised to 6 to all rank

      (d) allotment car only once for other ranks in service and after service only once in retirement life

      (e) monetary ceiling purchase of grocery items 15000 for officers 10000 for JCOs and other ranks 5500

      (f) cunningly they put 2500 in liquor allotment column, later on they have quoted some letter for the allotment

      (g) ECHS has been registered under cooperative association act thereby every member is to treated equally, no preferential treatment for officers there is one delhi high court order

      (h) even in canteen officers do not stand in queue, with their kith and kin they may enter into the canteen

    34. I have read this article carefully along with comments. As per opinion of JCOs/OR who are 10/85 percent of total strength of Armed Forces. In every unit 1 to 3, IAS/IPS/IFS officers should be posted to look after their welfare and organize Unions/Associations to cater for their welfare, working hours, Overtime Allowances and limited hours of duty on border posts to run this country efficiently. There should be One Platoon in each Unit commanded by these officers to carry dead bodies to NOK for cremation and deliver compensation cheuqes to bereaved family. The Army, Air Force/Navy officers so spared can be posted to Home/Defence/Finance/Foreign/other ministries. Thene these JCOs/OR can be happy who have failed qualify in SSB selections/civil services exams. I myself served for 19 years 228 days in ranks upto Hav and then 19 years & 191 days as Commissioned Officer and got selected in sixth attempt in facing SSB.

        You are lucky as become an Officer of Indian Armed Forces but most of them has tried and not become Officer cadre due to some reasons but I wish to say that in Defence Forces maximum Officers are selfish and sadistic for harassing their own subordinate in any nature, One my example while in service I faced lot of mental Harassment especially from three Bastard Defence Officers namely DSB Singh,( his number not yet received or remembered by me ) Commander Janardhanan Ajit Kumar(02796 T) from Kollam Kerala , Commander Jaswinder Singh (03504 N) from Punjab married to Manju Singh

      3. Selection in SSB doesn't have criteria of scholar but it shows your mean mentallity. APJ Abdul Kalam also got not selected in SSB but famed as scholar think of only. All bloody rubish people who by any means got selcted in SSB and could become Officer in Defence they feel that they have achieved something spececial and they are the person who could aim the aerow in the target. kindly come out of well and see the world, don't become the frog limited to well. Now the days have come that if some body does wrong on the name on discipline simply kick them and show their ways.

      In the capacity of NCO and officer you served in the army. we are not jealous of officers and their pay and allowances plus standard of life.
      how many genuine points of other rank have been raised in the pay commission, three chiefs highlighted their own plight forgetting the slogan first country second the men who serves under you and third your own comfort and life comes, which officers follow this commandments.

      officers deserve more pay and allowances because before being selected they have undergone so many tests of aptitude as such they should be given all infrastructure to command the army

      I joined as a cook and retired as a cipher havildar it is my achievement and I am very happy in life.

      no body is superior or inferior as far as their responsibility concerned. as an officer you served and enhanced the remuneration.

      when a sweeper performs his karthv as a sweeper he is greater compared to others who fail to perform his duties sincerely.

    40. There should be one separate queue in CSD canteen for Senior citizen veterans. I have seen old and aged veterans standing in the long queue hours together tired and exasperated waiting and when officer's queue remains empty. Are they also not paying money for their items unlike the officers. In fact, after retirement, no preferential treatment whats ever must be given to anyone..I would say even pension benefits also to be rationalised.. There should be only slight difference in the pay of jawans and officers. we, Indians expect Jawans should also lead a descent living and to look after his kith and kins like others..Let us implement this vision .. Equality and social justice to all.. Jai Hind..

    43. This shows low thinking of personnel in forces. Comparing with officers has it have happened anywhere in the world. Even can anyone compare standard of civilian officers and lower staff if not how can one compare it in defence force. The traits, qualities, qualification, and standard of officers, may they be civilians and / or defence forces and defence personnel or civilian staff if their standard has to be different that how their pay and allowances can be the same.
      The present day jawans do not know that before eighties, jawans used to become lance naiks after 20 years where as today you see many of them become havaldars and even JCOs before 15 years. Do you think, it is the govt which has done on its own? No, it is the officers did all this for their men.
      Even for OROP, it is mostly the officers who have been struggling for the last43 years, and still doing it. The officers, especially the Cos in defence forces always remains much more concern about their jawans, their welfare, and carrier. This better you ask infantry soldiers. Mostly disgruntled lot is in services who have least job and keep comparing with officers. If such persons were so intelligent, why they became soldiers, rather, they should have become IAS officers or military officers. Very very poor thing, I am sorry to say so.

        nowhere we demand equal pay at par with officers, we are subordinate as such what we deserve, if it is given we are very happy
        will u please quote how many officers retire as second lieutenant whereas PBOR retire as a sepoy or upto havildar.

        promotion policies are enumerated by the government as such they evolve a system not because of officers, it is systematic progress to keep jawan promotional opportunities to keep us at par with other category,
        what we submit why do not the government adopt the similar promotional policy for all.

        we are not comparing our pay and allowances as officers compare their hardship allowances and demand the same perks as IAS and IPS officers receive

        there is no question of intelligent or unintelligent, our basic requirements are to be fulfilled

        what you coin other ranks are fools they are illiterate and untouchables, they should not ask any right everything should be routed through officers

        in the OROP protest ex army and their kith and kin took part,
        as you say it is not mostly officers, but jawans and their families

      2. In continuation of my earlier comments. 25% 0f commissioned officers are from ranks through Army Cadet College entry, PC(SL)RO, SCO and other post graduated entries. Entry to ACC was 2 years minimum service including training period, which was changed to 5 years. I fought to get this reversed to 2 years again. I gone to SSB twice for this entry, twice for SSC after doing Intermediate and got through in second chance for PC(SL)RO when I was doing my MBA to leave army. Therefore, JCOs/OR are raising hue & cry against their own officers and they are doing to their own generation only. It is due to the reason, they failed to qualify in written tests, SSB interviews or recommendations in their ACRs. Now, since their creticising is due to their inefficiencies and frustrations. They are at liberty and nothing can be done in their retired life.Officers are also Senior Citizens and why should they stand in JCOs/OR ques in CSD(I)/ECHS.It is the responsibility of attending staff/Doctor to see who is much more in critical condition and attend to him as per his health condition. High Court of Delhi judgement cannot be made applicable all over India viz in other State High Courts jurisdictions. Only H'ble Supreme Court orders can be implemented in all States. My dear, I have my younger brothers, in ranks, who left Navy as Petty Officer (Hav) and two cousins as Nb Sub (ACP-1) with 26 years service in EME. Respect your seniors and get respect in turn. Officer is granted commission due to 13 OLQ checked/tested in SSB, otherwise body of flesh & bones is equally with every one. PM is also having same body and feel cold, heat, tiredness etc. Every human being can not be PM,IAS,IPS, IFS, AF officers. Please be happy by grace of GOD and life will go on like this.

      still we are not against officers and we demand our legitimate rights from the government, under article 12 and 14 all are equal. ECHS is registered under cooperative association act thereby every one is member irrespective status or rank

      there is one delhi court judgement in this regard, in the association law it is envisaged above 75 in case of male and above 70 in case of female would be treated first, in the event of any serious case comes that should be attended. you have gone elaborating the type of commission and its entry procedure, thank you for giving knowledge to other ranks as we are having shallow knowledge

      be content what you have been endowed with, do your duty as stipulated in the order of society you occupy the position.

      one major of 80 years old nobody helped him he is hard hearing and very senile, we helped him to get his additional pension

    46. It is good to see expression on some issues from diverse persons.welcome sign .there is scope to think and analyse rationally ,realstically ,logically and practically.
      Do follow this approach without abuses and deregatory/ dirty expressions.
      It will be good and do good for fauj ,fauji ,everybody ,and the Nation.
      Rational people can see truth ,legitimate and falsehood.
      On some pts-
      * At entry levels ,there are stipulations of Qualifications,,tests of all types,periodical exams/tests,.....etc.
      * After entry level there are adequate opportunities , chances ,and avenues open for competent & skilled to go to higher levels.
      *Even a sepoy can become chief and even PM.but cannot jump Q .Q is part of life.In fact lot of NCO's & JCO's children are Generals .Leaders ,commanders at all levels from sec,pl ,coy ,bn...are organised.that is how Armys around the world are organised and existing.
      * One eats some slices of bread other eats puris of big size -no limits.all on taste ,habits and nutritional needs
      *Infantry soldiers and soldiering is more real.I have not heard of these soldiers of such ibid deregatory expressions about the officers who also rough out their life and die like.....
      *Some ill informed ,less knowledged ,easy & lazy living types are amplifying imaginary problems & issues.*
      Rectification and resolutions of some issues are welcome based on rationality ,legitimate

      *Yes ,There are some wrongs done by very few .they are dealt resolutely.
      * Ultimately good would prevail.If ,component of good diminishes ,naturally bad /evil increase & flourish.

    49. I think the points raised are all valid.When there is a time scale promotion upto WG Cdr/Lt Col, why not the same is applied for PBOR to become JWO/Nb Subedar on time scale.
      Secondly, the OROP was initially intended for PBOR. Later on the Officers are included in that. Because of that the Govt made it One Rank Five Pension instead of One Rank One Pension, Due to huge financial burden. As you all see that there are 2/3 thousand increase in in Pension for a PBOR, where as for a officer it is more than double the amount, they were getting before with lakhs of rupees as arrears. It is because of that main purpose of OROP failed.

In broader sense if you think it is duty of government to give sufficient money in the hands of there servantsas per qualification and the responsibility held to get higher purchasing power to individual for good standard of living and thus prosperity of individuals and in turn of country. In airforce technician are recruited on higher merits for x group. In medical terms they perform duties from aya to specialists for given maintenance and sang rectification tasks technical officers involment is negligible. Now when presentation during pay commission comes they say we do all duties they are subordinates in maentaince actvities. during 5 pay commission when artificer equivalent to pitty officer working on avation in navy was placed in 5200 pay scale. People in airforce made hu and cry for at par fitment but lastly fitted in 5000 diploma scale.they have paid price after that.Best talent is recruited in aviation stream.highly trained professional leave services for good prospects in other streams of enggnierng in civil at the age 40s where engg of same age are on managers posts.avation has very little scope outside It is difficult for individual to acomodate in other streams. In airforce You pay him just 1400 as technical allowance get all duties done on highly sophisticated aircraft costing precious to country.one time pay of corporal was equivalent to inspector of police outside such decoration happened over years.at least govt should not do HR trading with people.get one squadron higherd for maintenance to HAL the bill will be at least 10 times of what you pay to them today.what message and individual will give to next generation when an individual is not able to purchase one flat in metro cities after giving his valuable age to country voluntarily.think twice
