    DISCRIMINATION IN MSP FOR LOWER RANKS

    Respected Sirs,
    We on behalf of veterans from all over India wish to thank you for implementing OROP even though partially for the time being and hope that the anomalies will be taken care off soon. At the same time we wish to bring to your kind attention regarding the serious grievances of not only veterans but also serving soldiers whom we met recently while they were on leave.
    The soldiers informed us that through social media they came to know; there is a proposal to increase of Military Service Pay to JCOs equal to MNS and ORs will be paid half of the amount only. Their curiosity in sharing the news & disappointment were beyond any expression. They have openly expressed their discontentment towards the attitude of their higher bosses in denying justice to PBOR on two main issues. Hard living area allowance and Military Service Pay DISPARITY which they expressed as INJUSTICE when all are serving for the same country & belongs to the same country. The above two major issues beyond any doubts have psychologically affected the morale of JCOs and ORs.  Denial to all was better than reduction of morale of a large section. It was a British Raj policy to grant few additional coins to bosses to suppress the large section in an establishment. In the course of their selfish motive, our top bosses have forgotten the pledge they have taken “I will look after the interest of all those are placed below me above my own interest”
    Sirs, you have been to their places and seen the conditions of soldiers mainly ORs who are more exposed to risk due to adverse climatic conditions, insurgency, terrorist operations &  enemy fire.  A soldier is doing duty in the open whether it is plus 50 degree or minus 50 degree climate while his boss is controlling from shelter. Our soldiers have proved their efficiency and valor all the times in repulsing the enemy attack on our boarders & engaging the Pak terrorists which your good self also has openly appreciated many times through Media and in public meetings.
    But with above mentioned apathy towards the lower Ranks which constitute the large section of the Armed forces, we along with them feel as a great Injustice done not only to the serving soldiers but also to those who have undergone these situations while in service.
     Respected sirs, we wish to openly request to kindly look into this serious matter because the serving soldier cannot raise their voice since they are trained to be disciplined. But do not forget the fact that they also have families to be looked after like their bosses and one can dedicate with full concentration only when he feels that his family is safe in the hands of nation if life is to be sacrificed for defending the nation. The above two major issues have psychologically affected the morale of JCOs and Ors of the Armed forces.
    Hence I request your honor that Military Service Pay and Hard Living area allowance may be paid equal to all the personnel irrespective of Ranks due to the very principle that bullet fired by enemy & adverse climate do not differentiate between men and officers. All are affected equally and not according to the pay they receive.
    We do hope that your good office will interfere in this matter and give  Justice to all soldiers including officers, JCO’S & OR’S.

      True nothing but True.Refering the British colonial is what is happening in the Armed Forces. I feel we haven't taught the difference between Discipline and obedience.
      I hope someone somewhere will come to change the current attitude of Armed Force so that our dreams comes true.

      1. The obedience inculcated is discipline. Armed Forces without discipline is no force in order.

      Same fixed amt.but pobr are paid in two slab is jco and or.it is to be demanded in single slab.if govt is implementing slab system while removing disparity in d p.

All Officers/JCOs/OR and equivalent are human being and face equal difficulties while in field area, deserts, hills, snow bound areas and while in ships/sub marines and air crafts etc. Their basic starting pay should be equally/proportionately fixed for military service. Increase in pay should be annual increments, appointment pay viz Section/Platoon/Company/Sub Unit/Unit/Battalion/Brigade/Division/Corps/Command/Army Commanders. In addition Cadres/Courses/Examinations/Graded staff/training establishments appointments/Half yearly/Quarterly BPETs passed and Pay fixed for passing each examination/test. Those who are unable to pass these conditions, should be given 1 to 3 chances and adequate time/period and there after discharged from service before completion of 15 years service and without pension. They should also maintain medical category "A"/"B"/SHAPE ONE till 20 years qualifying service for pension. Uniform condition of 20 to 25 years qualifying service/ minimum 45 to 50 years age should be applicable to all ranks for pension. This will make the military forces fighting fit in all conditions and personnel with less educational qualifications and lower IQ in lower/middle/higher ranks have no unwanted comments/representations comments/representations. Civilian medical/surgical and other specialists up to 30 to 50% inducted in Medical Corps and similarly military doctors posted to Civil Govt Hospitals for 3 to 5 years tenure. These are not exhausted comments but will show everyone their correct place/position based on his physical and mental state before commenting on seniors and officers.

        Defence forces...most corrupted and filled with low IQ officers.The condition wil morel detoriate in future.Better abolish SSB and get selection through UPSC.

Let this disability or less ability due to ones poor health or physical weakness or unfit or less fit condition due to excessive eating and no physical activity or exercise or excessive drinking or due to some injury caused/ sustained beyond duty be debarred from eligibility of dp to one and all including civilian employees such as def accts ,mod ,ias,gp A ,...etc.
      Let this revised eligibility dp be same for all employees of all grades and kinds.

    8. Has anyone noted that MSP FOR NON COMBATANTS OF INDIAN AIRFORCE IS FROM 1000 TO 3600 WHEREAS FOR REAL COMBATANTS ie OR RANKS IS FROM 2000 TO 5200 . MULTIPLICATION FACTOR FOR NC(E) IT IS 3.6 WHEREAS FOR OR RANKS IT IS ONLY 2.57. OR RANKS SHOULD GET 7200 AS MSP.

    9. This situation created by higher authirity after 1986 but earlier it was not like that ORs must be taken care atleast for allowances. Angraj ki fauj still alive and being treated very much differences between officers and ORs which is required to be discontinued for safe India and all Indians motivation to join for India safe.

      Yes, this appointment exists for technicians of indian air force like 'key Orderly', orderly officer who don't have any business with 'orderly' but to check soldiers on duty. Another one orderly Sgt.

Due to the scarcity of "adequately illiterate" boys, the recruitment officers are compelled to induct well educated boys...And the boys start asking what is army rule and what is the definition of discipline.. a very uncomfortable situation for the guys who survived merely on the strength of brass shoulders and that peculiar English proficiency!

    18. After a lots of development in the country but still a lots of discrimination between Officers & PBOR which should be abolish because in the front of enemy territories or in forward base duty is performed by PBOR only.So pls look in this matter

    20. As far as my knowledge is concern, officers' were slightly paid higher in earlier days as they took the whole responsibilities and the pbor were only to follow their orders. Even told that pbor should not use self brain but to follow what ordered by his superior. But now a days the slight difference in pay hasbeen increase many fold. at the other hand pbor is responsible for each and every job. I can't define for what purpose the officers are paid this much high scale. Rather govt. should recruit people with a professional degree so that the salary will be worth and at the same time the derence system of India will be strong and technically sound.

    21. Discriminatory treatment of armed forces as compared to the civil servants vis their status and parity has come into the fore in recent times. The opinions expressed by veterans from sepoys to top most officers are clear pointer to the growing resentments prevailing among the armed forces cadre be it among officers or ORs.
      Because these opinions come from retired personnel the views expressed must not be considered unimportant nor irrelevant. Due to fear of disciplinary action the serving personnel may not dare indulge in free expression of resentment. Once serving people start doing it the situation may take a turn to an entirely different and very serious proportion.
      Hon RM in the meeting of 24 oct expressed his serious concern about the adjectives used against the bureaucracy by ESM community. Hon.RM is right to some extend. Very strong terminology was used by some veterans to describe the bureaucracy. Such derogatory expletives emanated from the frustration undergone due to the apathy shown by the bureaucracy towards their genuine grievances. and It is time now for Mantrijee to make an objective assessment of the actual position. His assessment about these matters, so far, most likely, has been from the inputs from the bureaucracy in his ministry. It is not known if he has consulted Service Chiefs on the contentious issues concerning defence forces.To find a lasting solution he has to take into confidence all stake holders including different ESM organisations along with serving personnel and minimise the dependence on biased bureaucratic advice. No doubt that in order to run the ministry the RM has to abide by the advice given by the Babus working under him; but while dealing with matters concerning serving personnel and veterans the views of the affected must take priority.
      Eroded morale of armed forces will result not in glory but in ignominy
