    DL-33 ON MGP BASIS ISSUED FOR PBOR ON RANK & GROUP WISE


    METHOD OF CALCULATION

    1)In case of JCOs & ORs the figures shown in three Circulars ie 547, 430 and 501 are important Data to be taken in to account for arrears calculation. There will thus be three differences payable corresponding to periods as under :-
           (A)   Difference payable between MPinPB and figures in 547 from 01 Jan 2006 to 30 June 2009.
           (B)   Difference payable between MPinPB and figures of circulat 430 from 01 Jul 2009 to 23 Sep 2012. 
          (C)  Difference payable between MPinPB and figures of Circular 501 from 24 Sep 2012 to 30 Jun 2014.
    2). Note down these figures where ever  they are less than the MPinPB. However in case they are higher than the MPinPB these are not to be taken into account and the difference be taken as Zero.
    3).   Multiply the above  differences in A,B,C with Multiplication factors as under to get the arrears payable for the period with applicable DA:-  
           (a)  01 Jan 2006 to 30 Jun 2009   =   46.02.
           (b)  01 Jul  2009 to 23 Sep 2012.  =   57.62
           (c)  24 Sep 2012 to 30 Jun 2014.  =   39.76

    4).  The sum total of a+b+c will be your likely Arrears.

      1. As per the minimum guaranteed pension applicable for ex defence personnel rank means Rank last held as this was clarified at note of Anx-III of Ministry of Defence letter No. ..... of MOD letter No. 17(4)/2008(1)/D(Pen/Pol) dated 11.11.2008.

    4. We are all interested in DL 33 yrs arrears, which is really a welcome gesture. But what about disability pension in the 7 CPC. Have they increased or cheating the disabled pensioners keeping in view that they are less in numbers and will not go for appeal. J Rajadurai

    5. All should know that as per circular No. 501 pension should be 50% of the maximum of the fitment table of the rank. Two questions replied by the Hon'ble Delhi High Court and upheld by the Hon'ble Apex Court i.e. (1) Payment should applicable w.e.f. 01.01.2016 and not from 24.09.2012 and (2) What ever given by the higher authority should not be diluted or reduced. it was also held that pro-rata cut as per length of service should not be applied.

      I am giving a example of pension of Seargent of Gp X (DIP) retired pre-2006 as per Circular No 501 with further amendments

      Maximum in the fitment Table w.e.f. 01.01,2006 : 18290
      Pension of pre 2006 Sgt (DIP) = 50% of 18290 = 9145.

      But as per cricular no. 547 only 6107 was given.

      This the case with every one. Ex Sgt (DIP) is entitled for Basic Pension of Rs. 9145/- w.e.f. 01.01.2006 and not Rs. 7750/- which is less than even 7760 given w.e.f. 24.09.2012.

      Please consider the same or contact me for further explanation. This fact I communicated to the higher one and some changes were made.

    11. PCDA has not issued circular re. DL33 affecting defence pensioners. When the OM was issued by DP&PW on 6 Apr 16 as regards defence civilian retirees PCDA was so prompt that they did not wait for even 48 hrs and dashed out OM on 8 Apr to PDAs to pay the revised pension.
      The OM concerning defence personnel was issued on 30 sep 16. No circular or OM to PDA appear to be forthcoming even after 5days.
      Everyone says that nation is proud of its AF on the other hand those who are responsible to protect the interest of the defence veterans do not care.
      Neglect by bureaucrats is inversely proportional to the intensity accolades by politicians. The more AF is praised the more the insult heaped on them.
      Will this attitude never be reversed?

      1. We was under waited for DL-33 and 7th CPC same Order has issued by MoD. Why are you worry ' some should wait for issuing of circular by PCDA-P in few days 'and New pay scale and Both order arrears would be pay in this month before Diwali for conduction of Festival.

        Yes' We can think for future' Who point should be raised for Debate and write in blog. In my view some' we should have patience. No doubts' I want points raised'Which has shown by you Regarding C-149 Circular has issued been within 48 hours' But in this concerns ' There was no any disputed matter and was not More Fin burden to Govt. And in same according to strength of Employee there was Much' much more diffrence in both. So that the budgut has Approved in drection of Finmin Dept' Govt of India' So that reason was delyed for issues of Order by MoD.

        Iam following your posts here as well in other blogs too which I feel correct.
        Now my doubt is that the present circular says it is the minimum guaranteed pension that one should get.They cannot bunch all people with service between 15 to 20 years or so with same pension.The tables with 3℅ increase per one year from total service of 15 years onwards may be considered to avoid future legal issues.This is just my opinion.Hence the delay in preparation of tables I feel.

      3. Shri G.Upadhyaya ji ! It is not understood when the D/L 33 Yrs. order has been issued by MOD DESW then why PCDA circular is being delayed for no reaons now there is no budget involved. It is only the apathy of concerned dealing official insensitive to defence ex-servicemen.

      If some one is getting more his pension will not be reduced

    13. As one ibid comment expressed after analysis that -Sgt pen instead of being at 50% of Max of pay in PB say 9145, it is some fig of 7750 - not even 7760.
      That is it- after holdup & delay of 6 mts,after prompt implementation ( simply 2 days )to civ employees of same GOi .look at that bahana of complex calculations and workout to the holdup by mod babus.can anybody see those complexity in these simple tables issued by DESW - DO AWAIT for circulars & tables by CGDA,def accts.Wait and see.
      It is simply shoo mantar - jadoo mantar - -jantar mantar.
      On critical study and analysis mily pensions are at about 30% lower than equivalent civil employees of mahan BHARAT.
      Intellectuals and knowledged can study figures of -
      * min & Max of pay in PB
      * Pen at 50% of these figs with and without weightage factor - that was adopted to mily after 3 cpc in 1973 to compensate for reduced pensions from some 70% to 50%.
      Now civil service gets pen at 50 % of pay at above min or max of pay in pb ;whereas mily gets simply 50% at min of pay in pb.That is JADOO MANTAR AND SHOO MANTAR.Wait and see what is in Jantar mantar!
      NB-- ibid fig and % stated are open for correction & modification by more knowledged veterans and analysts ,.but the basis of analysis is fact and truth.

These days ,Ranks up to some levels are linked & related to length of service in years ,with revisions and MACP factored.Therefore ,Ranks of retirees of past and present Ranks are to be synchronised /equated ;to eliminate anomalies and differences for same length of service in some cases of sep,Nk ,Hav...etc.
      This has to be derived beyond printed tables by PCDA -from MOD &Govt.

    23. Where is it mentioned in the notification that min.of the fitment is the pension? What a rubbish it is to understand, translate and calculating based on a value of limit which is nothing but an indicator.I am aghast to know about the English knowledge of the people from top to bottom.
      There were 3 methods given to arrive the pension amount
      1.Consolidation method
      2.Multiplication the existing pension by 1.86
      3.50% of average of last 10 months emoluments.
      Out of the three methods of calculated amounts,whichever is beneficial to the pensioner that is the pension. AND further it says such calculated pension should never be lesser than 50% if the sum of the pay in the fitment table.The min of the fitment table perse is not the pension.I request any person who has understood otherwise in this blog can come up openly and make counter statement to mine.
