I
am writing you after seeing the impasse over 7 CPC between services and
our infamous bureaucracy, though we still have bureaucrats like Ms.
Damyanthi contrary to public perception.
I
was quite confused whether to stand with your direction to Chiefs for
implementing 7 CPC or to stand with my White Uniform, which don up in my
golden age (19yrs to 34 yrs), for saying no to 7 CPC due to following
reasons:
1.
Your directions to chiefs was against the interest of services as
degradation of services has reached at breaking point now. So I can not
stand with it.
2.
The anomalies raised by Service Chiefs contained no element for
Jawans, especially ORs as it seems that ORs are the richest cyclist who
still goes to office using a second hand bicycle. If you want to see
it, just have a morning walk in & around of Gopinath area in Delhi
Cantt. To especially mention here that I too had a second bicycle for
going to Naval Dockyard from Navy Nagar in Mumbai.I could not afford a
Bajaj Chetak even.
So
we collectively decided to denounce both directives. I would request
you to ask question from Service Chief - as if there are no anomalies in
JCO / ORs status and perks ? And if they say no, then you straight
shoot next question- Did you ask ?
When
draft of recommendation for pay commission was being prepared in SHQ,
we have submitted the anomalies of JCO / ORs but they did not lend their
ears on any of them. No JCO / ORs are spoken with and their
representation is zero in all communication related to them.
Below is opinion of JCO / ORs for your consideration for current impasse:
a)
There should be no MSP for ranks above Lt-Colonel and its equivalent in
navy and air force. This is so because ranks from Sepoy to Lt-Colonel
are actual person who faces military hardship on ground.
b) MNS does not qualify for earning MSP as they neither have truncated carrier nor they face any threat or military hardship
c) MSP should be equal for all as hardship is equal for all as the principle say "equal pay for equal work"
d)
NFU, if accepted, should be made applicable to all rank and files of
the defence forces otherwise no to all. If given only to selected class,
it will further strain the relationship between officers and Jawans.

Sir,
your intervention is required urgently on this Delinking of 33 yrs
order because it has been six month and not yet finalized. Even OROP
chart preparation did not take this much time. As DoPPW has clarified
that PBORs should be paid on notional maximum, kindly issue the
direction accordingly so there is no play inserted in the circular. As
festive season and marriage season is coming up, people are waiting for
the circular. Many has their daughter's marriage or son marriage in
coming month. So We all urge to you to issue necessary direction in this
regard on top priority. It will be of much beneficial to JCO / ORs

ReplyDeletesir both of us are sailing in the same boat, your representation is replica of so many jawans, so far we have been kept under shackles now we are free to fight for our genuine demands. why the minister is listening to the three chiefs version alone, he should not take it gospel truth and it is not the representation of whole community of in service and ex army personnel

ReplyDeleteDemand resolutions forthwith .no cmm of babus and retd judges for years and decades without any outcome as seen in the past..only neta and soldier to sit across table and resolve.issue directions and orders for foththwith implementation to mf,(48 hrs) mod ,def accts.
Seek forthwith orders forDL33 ,since delayed for 6 months.D'ont opt for judicial route which means years and decades.by then most of us are dead.
Judiciary is not perfect ,they are also human only .no gods.Also don't expect judiciary to do administrative/ executive work /responsibility.
Stake holders should decide .neta and soldier.one to one .no middlemen/brokers.
Constitution provisions are adequate.
Watch for evasion,dramas,no circus or Tamasha of shedding crocodile tears.be clear and firm on legitimate issues.

ReplyDeleteMost of the projections send from lower level are not even seen by the ministerr because of busy schedule and another RTI verification needed for confirmation.

Mr.Santosh Kumar Singh ,Ex-Petty Officer (IN): Dear Santosh it is the prime duty of our record offices,prepare new PPOs,put up the claims to PCDA,get them audited by PCDA and then with fresh corr PPOs, PCDA will release the order to banks for payment.

ReplyDeleteAll though Modi Govt. is released the 7th pay commission early but it is big dilemma.we don't even know when we will get revised pension.The service chief has playing drama with lower level people.what concern we have to stop pension.he is thinking about his subordinate people not a mass fellow.The Modi & chief are quite after URI Attack because no officer is died.All chukkas are making fool to us.See and learn Russia discontinue the POK exercise.SOme officer make the exserman welfare for them.But most of of the people are not understand.
ReplyDeleteIt really hurts the pbors veterans when one looks into the past and realises the Chetwode Motto openly defied by senior military echelons and they never raised the issues for pbors when they demanded for themselves.To cite few glaring issues deliberately ignored and discriminated are as follow
ReplyDelete1.AVSC committee wanted only offrs young and recommended promotion to Lt col rank in 13 yrs time scale why not a nb sub promotion in 13 yrs
2.when FMA ,gallantry awards are paid equally from sep to general why not MSP paid to soldiery was not demanded equally for all
3. All offrs are paid uniform pay scales across three services except extra compensation NPA to AMC/RVC why not uniform pay scales to pbors except extra compensation to technical trades like technical offers
4.Due to lower pay scale pbors got peanuts in in diluted orop and offrs were the actual beneficiary
5 no offr retire less than payband 4 but more than 90% of pbor are recruited in payband 1 and are discharged in payband 1 itself.what a shame!! To fuel the fire offrs demand NFU ???
Where as all civilian LDC retire in minimum in pay band three on superannuation. Poor pbors donnt deserve NFU ??? They are treated like bonded labours
6. All committee reprentations and proposals given by service hqs are headed by only offrs not a single pbor ever included to have a say
7.The colonial mindset of offrs never allowed pbors to represent them while service and now those senior generals writing big blogs when they are meted out the same treatment by mod beaurocrats as they had been doing to the pbors
7 offrs got rank pay why it was not demanded for pbors
It is a simple logic to understand the peter was robbed to pay Paul.offrs always got benefit at cost pbors and even now by raising the demand of msp to jco their evil design can be seen
Now the pbors are educated and informed they have to unite and strengthen themselves to undo the injustice done to them
I assume that grant of msp to mns is a planned conspiracy. In army mil nursing asst and nurses are doing the same job then why this cpmmission and huge burden on defence estimates
