    VETERANS BEGIN FAST UNTO DEATH AT JANTAR MANTAR

    Dear Veterans,
    Today on 25 Aug being the 72st day of Hunger strike at Jantar mantar.About 31 veterans from Sangrur (Punjab) & 2 from UP total 33 veterans were on Hunger strike.All veterans  from Punjab are AFVAI members.At 10.30 hrs.Doctors declared all the three FUD  veterans  medically fit but at 1600 hrs condition of Hav  Ashok Chauhan & Hav Major Singh deteriorated & doctors declared them not in good health.The doctors advised to shift  both the veterans to hospital but they did not agree.After prolonged effort  we managed to  shift Hav Ashok Chauhan to hospital  however Hav Major Singh refused to be shifted to Hospital.Nobody called veterans for meeting& whatever floating in air is roumour.

    The government’s efforts to break the deadlock over the demand for implementation of the One Rank-One Pension (OROP) scheme saw another failure on Thursday night. During a meeting with Army Chief General Dalbir Singh, the ex-servicemen’s representatives walked out over disagreement regarding the proposed annual hike in pension and the date of implementation of the revised pensions. The veterans also threatened to intensify their agitation. Some of them have already rejected the government’s invitation for celebrations marking 50 years of the 1965 war, which begin Friday. On receiving a message from Army Chief General Dalbir Singh, Maj Gen (retd) Satbir Singh and Lt Gen (retd) Balbir Singh reached South Block at about 7 pm… They waited for Nripendra Misra, principal secretary, PMO, but he was busy. The meeting was attended by a joint secretary in the PMO… The disagreement persisted over the annual hike. The government has been offering an increase every five years, while we are demanding three per cent hike every year. The government has agreed to our demand of considering 2013-14 as base year for the proposed revision in pension,” said Colonel (retd) Anil Kaul, spokesperson of United Front of Ex Servicemen. Meanwhile, two other veterans were admitted to the hospital Thursday after their health condition deteriorated due to the hunger strike.

    4. Drawing the ExServiceMen on indefinite fast unto death strike is bit too much for this government. Everybody in the top claim that the OROP issue is in the last leg of its implementation. Why then they fail to give a firm date for implementation? If things are stretched too far, a reaction to these events will be reflected in the Serving Service personnel, which will be unpalatable to the Nation and the image of the Armed Forces. The three Chiefs must impress upon the government for remedial measures before an open revolt is seen by them. Will wisdom prevail on them and the PM/DM/FM before it is too late?

    5. It is is too serious a matter,not just for Mr.Modi or BJP, but for the entire Country.. Modi /Jaitley/Parrikar Combo, the intelligent trio, should go quite out of the way to sort out this matter on a war footing. Any more dilly-dallying will not be in the interest of the Nation. ESM leaders should also step in to see this Fast -unto- Death is not allowed to escalate further.

      Let us hope the Modi Govt, PM, DM and FM are serious about our struggle. and we appeal to our ESM Ministers Gen.VK.sing and Col.Rathore to come forward to resign the post.

    16. On Independence day Mr Modi back stabbed the ExServiceMen dishonourably forcing their agitation to a next level of protest. The indefinite hunger strike by the ExServiceMen is the ultimate humiliation that can happen to the free India. In another a month or so the GOI is going to celebrate the victory '65 IndoPak war Golden Jubilee with the participant veterans on hunger strike unto death. “History does not repeat itself,” it is famously said, “but fools repeat history.” Philosopher-poet George Santayana put it slightly differently when he wrote— “Those who cannot remember the past are condemned to repeat it.” Accountability from the Armed Forces is being demanded by our political masters and bureaucracy – but are those who are demanding accountability have ever been accountable to people – having betrayed their trust in innumerable instances and now in respect of OROP? To quote What Chanakya said to Chandragupta on an occasion will be pertinent here, he said, "While the citizenry of the State contributes to see that the State prospers and flourishes, the soldier guarantees it continues to EXIST as a State! To this man, O Rajadhiraja, you owe a debt: please, therefore, see to it, on your own, that the soldier continuously gets his dues in every form and respect, be they his needs or his wants, for he is not likely to ask for them himself.” Then he gave his king this blunt warning: “The day the soldier has to demand his dues will be a sad day for Magadha for then, on that day, you will have lost all moral sanction to be King!”








      Serving soldiers coming on leave must have seen their parents who are veterans and their anguish. They will carry the stories of the neglect back to their units. Can the generals and the bureaucrats estimate the damage they are causing to the morale of these serving soldiers who in turn will be veterans tomorrow? Earlier the better to come to reality in implementation of the OROP. The past history of the discontentment in certain regiments on issues concerning certain community must not be forgotten. We in the Armed Forces are proud to learn from history to avoid similar mistakes, let us be practical in not antagonising the serving soldier.

In the Sukhvinder Singh's case regarding his disability pension, the Supreme Court has pulled up the Army for fighting against giving veterans a slight raise in disability pension. “So what? The government can have at least this much of budget for its soldiers who are dying for the people of this country every day. What is the point of having these memorials and placards saluting our defence personnel if you litigate against the disabled soldiers till the Supreme Court. You should pay them,” said the Supreme Court bench. Please mark the rebuke of the Supreme Court, a similar warning awaits Mr Modi and his ministers/bureaucrats.

    18. I think we should not blame the Mr Parikar he is trying his best to clear OROP. There was talked that mr Parikar told if OROP is not approved has will regined. There is talked that one minster between Defence Minister and PM is only hurdle in OROP who is not allowing go through OROP. I their should a rule that Minster should from the Lok Sabha who are elected by the people of India. Who enter in Parliament by party vote should not be minister. Since they are rejected by people of India.

    27. Our former Chiefs are not mere veterans, they are the living strength of the Nation for decades since independence with an exception of one in the BJP crowd insensitive of OROP. They won all the wars for our Mother Land since independence with integrity and innovation with impoverished never complaining men, and the war machines not equaling to the US provided enemy, that too with no faltering at any juncture. Many governments fell down since, many leaders of the past both good and bad were forgotten. But these few General Officers took the Chetwode Motto to heart and behaved like real Gentlemen of the Armed Forces, a rarity which is never experienced by the common man in India. We praise them and their leadership even as veterans for they want our welfare first to theirs. No where in the civil service you will find and feel this comradeship under the disguise of strict discipline. None in civil shirts can understand this sacred relationship than an Armed Forces veteran/serving personnel. Any word of command in support of the Servicemen and the veterans will be taken seriously and act immediately, for we act with velour not for the time bound replaceable party in power/government but to our Mother Land and we were born and exist sna inspire the future MEN for our Mother Land. The Forces/Service's discipline is 350 years old imbibed in our genes that cannot be erased by mere talk or deed of neglect. We are born to win and we will.

    28. I think today is the 65th day of the relay hunger strike by the veterans. Our respected PM,FM and DM all are playing foul game. First,they were telling that OROP will be implemented when the modalities are finalized. Now they find out new technical/arthemitical problem. Govt has taken long 18 months with flimsy reasons.How fast is Govt fuctioneries ACTION.The nations super security personnel are found suspected for security lapse and harrased by untrustee policy personnel for which incident none of the Ministers,MPs and political big guns expressed their feelings so far.

    34. Sir, this is the requirements of the day for the Services. Salt satyagraha did away with our slavary, now the 43 year fight for OROP is the stepping stone to our sacred service recognition before the corrupt and egoist bureaucracy. I will not be here to achieve the lost ground and see the fruits of killing the devil, but all I want is my elder brothers dream of a dignified soldier continue to serve our Mother Land as we did in the past. It all started with this OROP concept by our elders in early 70s and are no more. Common man doesn't understand the implication, but from the Armed Forces alone where the TEAM INDIA have to evolve not from the dreamy speeches like Garibi Hatao, or Make in India which we have been hearing since ages. Discipline, dedication, integrity, and honesty imbibed from the honest leaders of yore always wins in life and not mere words of previous day's dream.

    35. SC gives Centre 6 more weeks to implement OROP. Jul 10. 2015.

      This may be the final opportunity for the government to ward off initiation of a possible contempt proceeding over its failure to comply with the seven-year-old judgment. The Supreme Court has given the Centre six more weeks to comply with its 2008 judgment ordering the implementation of the One Rank-One Pension (OROP) principle for retired armed forces personnel.
      On Wednesday, a bench led by Justice T S Thakur posted the matter after six weeks on a request made by Additional Solicitor General Pinky Anand, who asked for some more time to enable the government to do the needful.

      This may be the final opportunity for the government to ward off initiation of a possible contempt proceeding over its failure to comply with the seven-year-old judgment.

      On February 16, the court had reminded the NDA government of its promise to implement OROP in the run-up to the 2014 Lok Sabha elections. “This was part of your manifesto for the Lok Sabha elections. You must keep your word,” the bench had observed while hearing a contempt petition, filed by retired Major General S P S Vains.

      Vains has dragged the Defence Ministry to the court, demanding immediate implementation of the OROP scheme.

      While posting the matter after three months, the bench had in February said: “We make it clear that no further time will be granted for the purpose of implementation of the impugned judgment.” However, on Wednesday, the bench accorded yet another opportunity to the government after the ASG said modalities of the implementation of the OROP were being devised. The court will hear the case next on August 24.

Let us give them all support towards getting genuine and also promised and passed by our Parliament. We speak so much behind, why not to express. We are in millions. Please do write your supporting words. If we show out togetherness and Unity, we may reach nearer to our goal. Please follow Sri Chandrasekhar Rao, Chief Minister of Telangana. Irresp[ective of the parties, he could bring all the parties together to fight for Telangana. He fought along wth others tirelessly and could maintain the Unity till he achieved seperate Telangana. We are lacking the unity.We should learn from him.Our unified strength is not known to others.I request every Veteran to support in a way which ever way he wants to support.Our unity is the need of the hour. Our senior Gererals are there. They can lead us better. On the long-standing demand from ex-serviceman for One-Rank, One-Pension, the Prime Minister reiterated on the Independence Day that the demand had been accepted by the Government "in-principle." He said the modalities were being worked out with stakeholders, and he was hopeful of a positive outcome. The PM may be speaking to veterans sometime in the last week of Aug 2015. We hope he will settle with them to honour the definition of the OROP and implement it in full and not dilute it. May God prevail on him and his advisors.

    39. In the UK The Armed Forces Pay Review Body in 2013 had advised that as well as a 1 per cent rise in basic pay, military personnel should get a 0.5 per cent increase in their “X-factor” pay. That is the element meant to compensate personnel for the unique rigours of military life and is intended to mean that servicemen are paid about 14 per cent more than civilians in comparable posts. The extra 0.5 per cent is expected to cost about £40 million and the Defence Secretary, told MPs that he could not find the money in his department’s budget, which is being cut by more than 8 per cent over four years. But after an intervention from the PM, David Cameron, Mr Osborne is understood to have agreed to fund the pay rise for the Armed Forces. The rise was worth £90 a year to a private soldier on £18,000, and £200 to a captain. The delay in confirming the pay rise has raised doubts about whether the extra money will reach the Armed Forces in their April salaries. That means the rise may have to be backdated and paid to troops later this year. Advice from independent pay review bodies is often regarded as a non-partisan issue. This is how the PM should dictate the Defence Secretary.

      1. We are hopefull from the final pillar of our democracy, the SC on Aug/24. We are soldiers (retired/dischrged/serving makes no diffrece) and will fight for a right cause till last breath. If a "Javan" & "kishan" giveup their prime duty, the country and citizens will become a history in the world. Leadership of ESM is in the right hands and if called upon we all from diffrent parts of India will reach JM FORTHWITH (R)FORTHWITH.     41. I wonder how the Govt can be oblivious about the adverse and undesirable impact the procrastination in implementing OROP will have on the serving soldiers. They are perhaps unaware that the soldiers and officers on the LOC and IB are kith and kin –sons, g/sons/ nephews etc- of the veterans agitating in Jantar Mantar. More than the power of the weapon they handle it is morale of the force which win the war. Surely, the cabinet and the bureaucracy are not oblivious of the volatility of the situation.
      Nowhere in the world the ex-soldiers are made to go on fast unto death for achieving what is legitimately their right.
      Every successive govt since 1973 has been prevaricating implementation on flimsy grounds. ESMs have pinned their hopes on the promise of the PM; that too, now, turned into illusion.
      The PM may have been serious about announcing the decision on 15 Aug but torpedoed by unknown powers. Who is the villain in the drama? That is the moot question deserving an answer. If Gen(R) VP Malik is to be believed the announcement was in the offing but scuttled by that unknown power.
      Is it some political pressure, jealous bureaucrats, his own cabinet colleague ? Whoever it is, if PM desires it can be identified in the matter of seconds and action taken by him. To say the least the entire ex-soldiers’ community is disappointed.
      The fast has gone on for almost a week now. God forbid, nothing happens to the veterans. If the Govt does not wake up now it will be too late to do any repair work for the damages already inflicted because you are sitting on casket filled with explosives

    42. Smart, instinctive, powerful, confident leaders, who are also great communicators, do not fritter away their energies and goodwill in issues as important as the OROP. It concerns the future security of an officer or a jawan and their families in the Armed Forces. Napoleon Bonaparte was ascribed to have said, “the army moves on its stomach," and you can't win wars without building real Armed Forces to follow you. A successful Armed Force is one that is well provisioned and well fed, and presumably, well paid.
      The common public opinion is that the veterans retiring early are re-employable. There were many studies and reports on continuation of the services of a soldier after retirement in the civil services seamlessly. Utilising this human resource, which is primarily disciplined with inculcated integrity and honesty will be an asset to the Nation. Successive governments failed to utilise this man power as per the recommended norm. Had they addressed this issue with an open mind, this OROP issue might not have come as a bolt from the blue.
      The NFU enjoyed by the civil services is a burden on the exchequer, but none notices it as common man is ignorant of it and the government doesn't advertise it. Subsidies given to capture the vote bank are mere waste as it doesn't reach the needy but enjoyed by the economically creamy lot in our country. To curb financial waste, there are various ways and means but it will be gross injustice to the Nation by delaying/denying OROP to the soldier.
      Our learned finance ministry bureaucrats are of the opinion that OROP of 8300 crore cannot be paid because of "resource crunch." But in reality the revenue foregone in the FY 2014-15 is to the tune of Rs 5.89 lakh crore, nearly seven thousand times the OROP; the Public Sector Banks have been "re-capitalised" to the extent of 20000 crore, again two and half times the amount required for OROP. Considering that 90% of the proposed package are old ones already sanctioned, the current liability of the promise made on the electoral platform by Modi is 12500 crore, one and half times of the OROP. Where is the resource crunch?
      Promises made for implementation of OROP was a desperate and failed election ploy of UPA-II, and again the shallow bravado of the present NDA Government. Now it is time to pay up.

    45. This day, on the 24 Aug 2015; the GOI have to give the completion report on implementation of the OROP to the Supreme Court. The extension asked by the Attorney General for 6 weeks for the government to decide on this genuine and honourable pension is over and his final Action Taken Report will be out today. Now we consider the Supreme Court will give its final decision on the OROP and will emerge as our last saviour. God save our souls with crossing this last ditch in our struggle.

He knows it well that the ESMs have the most justified demand to get the OROP for long and also knows well the Babus have always been wrong , cunning and scheming to have manipulated to deny this to them thru the willing politicians.       What is 'Contempt'?

      Few days back some one made a comment that Army men hold civilians in 'contempt'...

      A soldier clarifies and explains the true connotation of contempt.

      Here is a piece of reasoned rebuttal for the above and trust all will agree with the logic behind these facts and figures.

      Every one is a civilian before he joins the Army and is destined to become one again once he hangs his uniform...but in between he goes under a metamorphosis which tunes him to act and behave differently....he undergoes a tough training regimen and acquires a unshakable belief in his own and his organisations capability......Some call it attitude, even arrogance but we call it Pride and it should not be mistaken for contempt......

      Now let us examine what contempt is.

      - Contempt is when due to a third rate Defence Minister who interfered so much with the Army that it had to suffer 62 humiliation.

      - Contempt is that immediately after a resounding victory of 71...Forces were rewarded with a cut of 20% in pensions.

      - Contempt is that widows, disabled soldiers and veterans have to go into prolonged litigation to get their dues.

      - Contempt is when 90 year old soldier has to sit on dharna to get OROP....his wait of 40 years is still some more way to go.

      - Contempt is when a Kargil Martyr father is asked to pay bribes to get the petrol pump promised to him.

      - Contempt is when we don't have a war memorial to pay our respects to our fallen.

      - Contempt is when we send our soldiers to war with critical deficiencies.

      - Contempt is when CAG points out that we have only 20 days worth of ammunition.

      - Contempt is when we are told that we have lavish life style when people don't have first idea of what we go through on the borders.

      List is endless....but the forces carry on regardless because the covenant of loyalty and sacrifice binds us to our flag...

      Of late civilians and Politicians alike have made pretty shallow comments about Armed Forces......

      To slight a soldier is easy....but to protect the country is difficult .........hope they have a size good enough to fill his shoes....

      For I suspect that the day is not far when he will say..............Enough, now no more.

      Dear Mr Modi ,

      How did you lose the plot so thoroughly today? How did you not honour your promise to valiant soldiers that you had made! You are saying the kissan is as important as the jawan! In which world? Today's? Where national security is a huge issue! Have you spent a week at the border of Poonch? Did you learn nothing in your visit to Israel? Didn't you see the price of national security there? Where every citizen has to serve in the Army for 2 years?
      Do you not see the terrorist rat, steadily scratching and pushing his way inside India? He comes armed with fanatism. And he's out on a hunt. Who protects me then? The kissan? Or you, Modiji? Your size 56 chest is blocking those bullets? Or is it the soldier - soldiers like Vikram Batra and yogendra Yadav, Anuj Nayyar, just to name the tip of the iceberg! Men whose heroic exploits read like thrillers and one is left wondering. WHAT could inspire men to such bravery? WHAT!!
      They are shot. They fight with bullets in them. Their right arm is shot off- they fight with their left. Their legs are shot- they crawl and fight. They fight with ammunition and when they run out, they fight with the tripod stands!! They hold their post to the last man. But they don't leave. They fight to their last breath, refusing to think of their old parents and young wives and new born children.
      And you - you, Sir, are trying to put a price to this commitment, this sense of honour! This idealism. Is this tea being sold?? Is this a business transaction? Sir. Take a bullet for your countrymen. I promise you we will raise that money. Put a price to your taking ONE bullet. Name it.
      The soldier performs a unique service. He does a job that is unique. And he does that job quietly. Without fanfare. Without much recompense. You have shamed us all when you began bargaining with our brave soldiers.
      I'm ashamed. I would like to pay my debt to the soldier and you stand in my way. I'm enraged. Who are you, Sir? To stop me from thanking my protector? I will give him my annual tax. I choose to give it to him. You tax me and we all know where that money goes! Give me the choice then. Of paying my taxes to the Indian Army directly if you have this weak a will.
      I hope you are offered cosmic justice one day. The way Bal Thackeray was. When he attacked " outsiders " and accused them of "taking away "from Mumbai. And then came along an Armyman. Unnikrishnan from South India. And he gave up his life, saving Mumbaikars from terrorists , showcasing what outsiders give back to Mumbai ! I hope, Sir, that very same cosmic justice visits you soon.
      Leadership is not about fine words and grand promises.
      It is about inspiration, keeping ones word. It's about honour too.

      I had not thought that I would be this ashamed and this helpless one day. As I sit in silence and see aged war heroes being shoved and pushed by police. And avert my eyes in shame! I curse this political will and thought that kills all idealism and all sense of honour in everyone around! That generates such despair about the future.

      Let MODI come to ex army people and surrender to them and state what is wrong in implementing the pre poll promises whether it is paucity fund or some one in your ministry like arun jaitley who puts all sorts of inhibitions to scuttle the implementation of OROP. be transparent and outspoken, in your whole life you should not give any promises that you can not fulfill it. we the ex army people are generous enough to accept the decision, but in your ministry all should adopt austere measure, they should forfeit their salary all princely life that they are enjoying at the cost of taxpayers money. what about you we heard your coat cost 10 lac rupees very shameful we are ready to forego our pension for the sake of our country in return what you and your kitchen government are going to do for the sake of country

    57. OROP – A ball game no one knows whose court the ball is in.
      For the past two days there have been many high level meetings in connection with OROP.
      ESM’s reps met the NSA at his residence where COAS was also present. This followed the next day with the meetings at HM’s where the above mentioned along with Mr. Ram Madhav of RSS.
      The channels went on and on incessantly declaring that OROP will be declared on the eve of 50th anniversary of 1965 war with Pakistan which falls on 28 Aug.
      This raised the hopes and blood pressure of veterans in equal proportion. Many saw a narrow silver ray
      Of OROP SUN In the eastern horizon which raised hope . But by 10 pm 25 Aug, one channel , NDTV, again scrolled that the” OROP talks with Govt inconclusive. Veterans reject Govt plan” sufficient to shoot up the mercury level in the sphygmomanometer fastened to the arms of veterans.
      Hectic discussions went on till late into the night but the hurdle remained where it was. The Govt was unrelenting so were the Ex-Service men on the core issues of definition, base year, date of implementation and annual increase of 3%. Govt wants to implement from 2015 with 2011 as Base year. This was against as agreed and approved by two parliaments and ESM rightly rejected it.
      When 1.25 lakh cror can be so easily sanctioned from the platform of public rally what adverse effect a couple of thousand cror saved by way of cutting short the date of implementation of OROP will have on the economic health of the country?
      ESM have given an ultimatum which expires today.
      To add insult to injury Ors up to the rank of Hav have risen in revolt demanding that they be heard before a decision is announced. Balls come from different courts. God knows whose court the ball is in now!!
      Parleys are planned for today, too. Will it be fruitful or wasteful?

    58. It is too sad that Mr modi is not not listening to veteran. Does he want to see the similar things in Delhi as it happened in gujrat created by hardic patel. Don't test our patients . delay on OROP may demoralize the serving soliers also. One can understand what all can go wrong in the army units if jawans are demoralize by seeing their veteran father's humiliation at jantar mantar.
      Don't blame the army if something goes drastically wrong.
      I hope good sense prevail on Mr modi and take the decision at the earliest in favour on OROP

    59. The slender hope that OROP will be announced on Aug 28 now stands razed to the grounds. Gen (R) VK Singh's statement today that the PM vowed keeping the Tri Colour as witness that OROP will be implemented is a clear pointer to the direction where the Govt is heading.
      Anniversary of 1965 war is scheduled to be celebrated on 28. It sad that the veterans who participated and the widows whose husband sacrificed their life are forced to boycott the event.
      I, who participated in Goa Operation in 61, Chinese aggression of 62, War with Pakistan in 65 and 71 am dismayed, dejected and disappointed to see how dismissively and contemptuously we are being dealt with.
      We are witnessing the blackest day in the history of Independent India.
      Suffice to say that consequence will be disastrous and far reaching.

    63. A Retd Lt General and a Retd Maj General lead a group of ESMs for talks with the Govt, and that too facilitated by no less a person than the COAS . And look at how it is handled!! A Joint Secretary(!!!!) is pitched in front of them for the talks. Can something worthwhile emerge at that level?? It only shows how callous and disrespectful the Govt is .

    67. The EC code of conduct for the Bihar state elections will be coming into force in another 5 days. Will the government hasten the final verdic on the OROP implementation? Any delay will result in unwarranted and untoward incidence or disconfuture to the government due to inconvenienced veterans on indefinite humger strike. More veterans may join in the days to come if the government delays further.
