    The Champion's of so called nationalism, open your eyes before it is too late

    BANGALORE RALLY-II ON 19th July 2015 (Sunday)   Dear veterans,
    It is really painful to note that inspite of we being on agitation mode for the past 30 days commencing with "Mahasangram Rally" at Jantar Mantar and at different cities including Bangalore on 14th June 2015 and the ongoing relay hunger strike at JM, the GOI seems unmoved and unrelenting in solving the long pending issue of  OROP.
    Therefore it is now necessary that all XSM residing at every nook and corner of this country to come out and protest in whatever possible manner and force the GOI to implement the OROP immediately. Such country wide agitations would also strengthen the hands of veterans who are on continuous agitation at Jantar Mantar, New Delhi. Further this would also send a clear message to the GOI that we are united and together in our demand and agitation therefor. From East to West and from North to South, be an officer, JCO or NCO, we do or die together in our battle for OROP exactly in the same spirit with which we defeated our enemy during 1971 and Kargil wars.


    In consonance  with this. the Bangalore veterans represented by various associations jointly are holding a rally jointly co-ordinated by AFVAI, IESM and MVI, as per the details given below:-

    SC VERDICT FOR IMPLEMENTAION OF OROP IS ONLY FOR Maj Gen & NOT FOR OTHER VETERANS

    NEW DELHI: A group of 254 major generals has decided to reject the grant of one-rank one-pension unless it is accorded across all ranks, after the Centre assured its implementation in the apex court.
    In 2010, the government moved the Supreme court after the Armed forces tribunal ruled in favor of granting OROP to the major generals who approached the body.
    On Wednesday, Additional Solicitor General Pinky Anand told the court that the centre will grant OROP to the petitioners in three-four days. Col (Retd) Devendar Bahl, spokesman for the Indian Ex-Servicemen Movement, said if the Centre implements OROP only to the major generals, it will open the floodgates of litigation.
    Others also raised concerns. "The one-rank one-pension scheme is for all, starting from a sepoy to the senior most general. Creating such divisions will be dangerous for national security in the long run," Maj Gen Satbir Singh, one of the petitioners and chairman of the Indian Ex-Servicemen Movement, told ET.
    The implementation of OROP for all services along with the case of major generals must go hand in hand, organisations representing ex-servicemen said.

      This is one of the cunning tactics set afloat by jaitley to divide and surge quoting supreme court order, SC has already declared you, the government grant OROP to all because we have to break our heads to settle the floodgates of litigations, be aware be awake modi is playing something extraordinarily to divide us and create problem among us

    2. If the News in National Newspapers are to be believed soon the OROP will be through. Now (at least now) the government can announce the timeline for execution of the OROP Scheme instead of using the redundant word "SOON". We fail to understand why they are shy to do it. As the final decision is being arrived after fine tuning by both the FM and the DM, the proposed scales can be shown and discussed with the IESM for final approval for checking for its compliance to the standard definition of the OROP Scales. This is an appropriate step to keep the IESM in picture to avoid future disputes between the government and the ESM. Will this holistic approach with saner wisdom prevail with the government before announcing the OROP Scales?

    3. It is understood that the memorandum signed in blood by thousands of war-veterans and war-widows “was not even perused” by the President, who is also the Supreme Commander of the Armed Forces. The President must take disciplinary action on his Secretariat. This action is insensitive totally.

New Delhi, Feb 24: The Government has accepted the 'One Rank, One Pension' scheme for the armed forces and the same will be put in place once the modalities regarding its implementation are approved, the Rajya Sabha was told today. "The principle of One Rank, One Pension for the armed forces has been accepted by the Government. The modalities for implementation have been discussed with various stake holders and are presently under consideration of the Government, " Defence Minister Manohar Parrikar said. He was replying to a question whether the Government had finally decided to implement 'One Rank, One Pension scheme' for ex-servicemen in defence forces. The Scheme will be implemented once the modalities are approved by the Government, the minister added. Parrikar had early this month said that 'One rank, One pension' scheme will be rolled out soon. Now the Parliament monsoon session will be starting will some responsible MP ask the government the detailed section taken till now. In the past answers to such questions were answered in brevity with no substance.

Prime Minister Narendra Modi during his general election campaign had not just promised OROP Scheme once elected to power, but had also demanded a White Paper on the issue of this Scheme from the Congress. What happened to that promise. Otherwise a star orator himself Mr Modi is silent on this issue reasons known to him and his party men. If Modi government is really serious on the issue, then why delay, a delay of 15 months? Defence Minister Manohar Parrikar claims to have cleared all the decks not once but many times in recent past to implement OROP. Time and again, he was planting News of hope in the media promising it to come out "SOON," a much misused word which we detest. We Soldiers/Airmen/Sailors were driven to streets seeking justice by way of OROP Scheme where as the salaries of the Members of Parliament get hiked in mere four days of deliberations unopposed.

      In-between the Congress Party started butting in in-support of of the OROP Scheme. They have no moral right to butt in now on implementation of the OROP. They were at the helm of country’s affairs for 40-long-years since the days of Indira Gandhi and its Party president Sonia Gandhi had promised the same to the Armed Forces way back in 2002 and now her son Rahul Gandhi too is harping the same. They missed the opportunity to serve the ESM graciously. They had all the time and opportunity when they were in power. Of late another opportunist CPI (M) too had become a sympathiser and other late comers are yet to join the band in near future. The issue of OROP has turned out to be a game for these politicians.

      Now the monsoon session of the Parliament is going to start. If all these parties are sincere then they should sort out this OROP for the ESM before any other business whether it is official, long pending, or the usual disruptions planned to upstage the NDA scams of recent irregularities. The current government had a hard hit on the morale of the serving soldier by dishonouring the ESM who are the revered senior citizens and the war widows who are the first sisters of this Nation.

      Finally, Mr Modi proved himself as one who is no different from ever silent Manmohan Sing in his PM's role. For two years Mr Modi's voice was heard by the Nation inspiring them, now his silence shows him as one who is helpless when posed with a problem. POOR MODI! All that goes up have to come down, that is the "Law of Nature."

      After taking high moral ground in 2014 on fighting corruption, reneging on your election promises on OROP Scheme for the ExServiceMen will not only dent your credibility but also lead to the collapse of the government. Scams concerning Sushma Swaraj, Vasundhara Raje, Shivraj Singh Chouhan, Pankaja Munde and Smriti Irani are a cause for concern for the Nation. Besides these scans your Finance Ministry is sleeping over the long awaited OROP Scheme and derived the EXServiceMen a special class of senior citizens to streets which is unprecedented in the History of free Indian history. And your silence is deafening! For a man who was known to tweet on the most inconsequential things, your stoic refusal to comment on the wrongdoings in your own party and the ministries are most revealing. In no other functioning democracy would the head of the government keep silent on such matters. Tactics, strategy and expediency cannot become a substitute for public accountability. It appears that your acclaimed eloquence was much more in evidence when you were making the promise of acche din for the common man and the ExServiceMen, but now that the dream has begun to sour, you have lost your voice.

    10. There’s a disquieting rumble in the FinMin jungle. For some time, there has been chatter that finance minister Arun Jaitley is not fully in control of his crucial ministry. It seems key officials in the ministry are at loggerheads, leading to wide gaps in communication. Which in turn is affecting the decision-making process. The latest statement by the Defence Minister is that he finally completed fine tuning the OROP Scheme, if so the details he worked out should be presented to the representatives of ESM and the military brass to examine the correctness of the definition followed by his ministry as the ESM is not going to accept any dilution in this respect. Now that the details are final, a time line for issuing the orders and the physical execution by way of enhanced pension payment/arrear payment schedule can come out of the PMO. Till then the Narendra Modi government, which had come to power promising to implement the OROP scheme will see the ire of the ESM. It is better to be fast for the government before the animosity becomes intolerable between the ESM and the government.

A bench of justices of the Supreme Court, TS Thakur and AK Goel in Feb 2015 directed the government to implement its six-year-old verdict on the the One Rank, One Pension (OROP) Scheme for retired Armed Forces Personnel, reminding the current BJP government that it had promised to do so in the run-up to last year’s Lok Sabha elections and warned the government of contempt if it failed to abide by its order within three months with a direction . “We make it clear that no further time will be granted for the purpose of implementation of the judgment,” the bench told additional Solicitor General Pinky Anand who assured the bench that modalities would be worked out till then. The government failed to comply to this order till now.

      And now, on 11 July 2015 while hearing a contempt petition filed by Major General SPS Vains (Retd) who dragged the Defence Ministry to Court demanding the OROP scheme, the Supreme Court ordered once again that the government should implement the 'One Rank, One Pension' (OROP) and reminded the Solicitor General Pinky Anand that he must keep his word." On a request made by Pinky Anand for some more time to enable the government to do the needful, the Court gave six weeks grace time to comply with its orders on the OROP. We the ESM don't know as to how long and how many times the Supreme Court is going to give time for implementation of the 'One Rank, One Pension' to the Armed Forces? In case the Supreme Court gives further concessions the government and it fails, then the CJI will be accountable to the wasted time of the Judiciary and immense injustice caused to the Veterans of the Indian Armed Forces drawing them to streets by this inordinate delay.

    13. Victory carnival to commemorate 1965 war without the veterans who fought that war? Firstly, the government must realise on the importance of the war in recent history and the veterans who sacrificed their lives to achieve that victory. With veterans on the streets asking for honour will there be a celebration to teach the Nation of its glorious victory? It was a war to remember, the Indian Airforce showed its might to the world for the first time, it was the first biggest war after the WW II involving huge Armoured Vehicle battles and it was a war fought against the U.S. backed Pakistan and we won it against all odds. It is appropriate to remember the achievements but not with out the men who fought it. Veterans are protesting the government’s delay in implementing One Rank and have pledged not to participate. Whose celebration is this? Is it a political show? Is it a war won by the bureaucrats of the government sitting in their AC rooms at the Lutyen Heights?

    15. INR 800 Crores are being paid to the Public Sector Banks for dispersing the pension of the Armed Force Veterans. By computerising centrally the net gain can be given back to these pensioners. The politicians serve the country for a term or two that too with disruption in continuity, then why should they be given pension? Only those MLAs and MPs who have a recognisable total service of 20 years must alone be eligible to pension and not otherwise. Most of these legislators, it is interesting to see, are not in need of pensions as they are super rich, thus in taking the need based criteria into consideration this must surely be discontinued. This further saves funds for the veterans. The 6th CPC had erroneously given the Non Performing Upgradation to top bureaucrats without counting for efficiency bloating the expenses on pay and pensions of this tribe. This anomaly if corrected then the Finance Ministry can sail through the OROP with out a pinch to its pocket.

      AND ON THE IMPLIMENTATION THIS CASE WILL BE SETTLED BY ITSELF UNQUOTE hsc has given some time and now asked for the extension and sactioned
      for implimentation of the OROP the asg mentioned in hearingand not any other orop

    17. ‘Born to battle’ batch joins OROP protest

      New Delhi, July 11

      Veterans of the June 1971 batch of the Indian Military Academy (IMA), fondly called “Born to battle”, joined the protest against non-implementation of the one rank, one pension (OROP) at Jantar Mantar here today. India went to war with Pakistan in November-December 1971 and almost the entire batch of the June 1971 IMA passouts went to battle, hence the sobriquet ‘Born to battle’.
      Second Lieutenant Arun Khetrapal of the batch was awarded the Param Vir Chakra, the country’s highest battle honour, for his act of bravery at the famous ‘battle at Basantar’ in West Pakistan. More than 50 veterans of the batch arrived from all over the country, another three were represented by their wives and some of them by children.
      Lieutenant General Sujlana (retd), who is from the same batch, said among the protesters today were five retired Lieutenant Generals, four Major Generals and one Air Marshall of the Indian Air Force.
      General Sujlana commanded the 10 Corps at Bathinda and was commandant of the IMA.
      Major General Satbir Singh (retd) of The Indian Ex-servicemen Movement (IESM) said: “We are waiting for the government to implement the OROP by July 15 or we will intensify the agitation. There has been no feeler from the government as yet. We have already announced our intension for the programme beyond July 15.”

    18. Koshyari Committee of Parliament defined OROP in clear terms and is an accepted definition with which the ESM, the government and the Supreme Court are comfortable all these days. Any dilution to the definition must be discouraged by the Supreme Court when the government comes up with a final result before it on 14 Aug 2015. If there is a variance clear directions must be given and the order published as a GO within 6 days of that day. Let the Supreme Court be smart enough to accept any other delay tactics by these bureaucrats/government. The SC is the last resort of our hope to get OROP.

To achieve our goal it is necessary that different ESM organisations come together and coordinate the agitation at district levels.
