    OROP TO NEW CUSTODIAN

    Acreation by Mr. Mahanta Biswas

    1. The government, which is sitting in Delhi has always been playing a farce with the Armed Forces. Before this also, a number of times, the Finance Minister of Congress had made announcements about One Rank One Pension (OROP) but never fulfilled it. It made an attempt to dilute it and said OROP was given. Then again a paltry 500 Crores were earmarked for fulfilling the commitment without going into details. After much hype by the PM a new beginning started but was stalled till Mr Manohar Parikkar took charge as the RM. Government then referred the implementation of OROP to a committee of secretaries. After intervention by the RM, Manohar Parrikar, the defence ministry has managed to reconcile the differences and has arrived at a formula. The details of the formula are not mentioned in the report. However, it is believed that the problem of variations in rank and last pay drawn has been solved by creating standardised slabs for each rank with a certain length of service. Now a new turn invented by the BABUDOM passes the to the 7th PC to delay the issue. This is real MAKE IN INDIA product, this Government of Mr Modi.

      1. Further to the above, Our esteemed RM at Panaji, on 2014 December 26 said, "Now we will have to implement it. I have kept a target that it will be implemented before the next Budget. My effort is to ensure that it should be implemented as soon as possible. My target is that it should not wait for the next Budget." Why then all these antics?

    3. Dear sirs,
This what I predicted earlier, long drawn delay in the implementation of OROP now it has been passed on to 7 pc for the consideration. The BJP is one of the worst party who cheated the exservice men and foul mouthed modi who speaks anything other than truth how cunningly he shifted the matter corporate pro government

    6. By 26 May our PM will be talking to the Nation about all his achievements during his first year of rule. Let us wait another few days and see if he mocks our legitimate demand insulting the Armed Forces and their retired elders, the exServicemen. If the PM withdraws his support to the exServicemen, then the entire Nation and the Armed Forces will see through him and his party's intentions clearly. His true nature will be exposed for sure by 26 May 2015 for sure. Jai Hind.

    8. Congress threw the ESM many times but never from higher than first floor of south and north blocks to suffer bruises but BJP drove the ESM with great fanfare parading him from Riwari to INS Vikramaditya to Kargil heights and then threw him from Qutub Minar height to fracture all his bones and mind. Such humiliation for what Mr PM, FM, DM and all BJP Generals and Colonels???

    10. if mr.modi had read ramayana, mahabharatha and bhagwadhgeeta at that time also soldiers were given due respect they were paid highly with gold and land it is not possible for you now but aleast keep your word for orop.if not so then modi govt had no right to blame congress on this issue .atleast mr.pranav mukhergee when he was a defence minister he had given inetrim increase of rs 500/- under his authority.this is a shameful thing for this govt. they have not only cheated the esn but the whole nation .if such liars are ruling this nation then what one can expect fron them only a darkr future instead of bright.if you can't light a lamp you have no right to defuse it.

      1. The BJP is relying more on the capability of RSS to defend the country than to the regular forces, which the party feels is a drain in the budget. Time is not very far, for the down fall of the NDA

    12. It is high time that the OROP Bill be out of the bag as the Lok Sabha and Rajya Sabha are concluding their current session on 13 May 2015. The 7th PC will look into this matter as far as the Regular Forces are concerned and the then pension will be automatically liked with their emoluments along with all corrections as given in the OROP Bill. If this bill is delayed, then a lot of confusion will arise leading to court cases. Thus it is essential for the Finance Ministry Babus to wake up at the earliest and Mr Midi should step in to tighter their belts.

    15. Narendra Modi had accused Congress of playing “fraud” with the armed forces. “The government, which is sitting in Delhi has always been playing a farce with the Armed Forces. Before this also, a number of times, the Finance Minister of Congress had made announcements about One Rank One Pension (OROP) but never fulfilled it. Even this time since I am repeatedly talking about it, they have announced it but this is a “fraud” (dhokha) with you. Had Congress party been honest, they had the chance to it in 10 budgets from 2004 to 2014. But they did not do it,” Modi had said. Is He, the PM and his NDA Government in anyway different? The ‘deeply hurt, bruised and wounded conscience of ex-servicemen of India’s Armed Forces’, expressed their anguish towards the bureaucracy, which they feel is responsible for the step-motherly treatment meted out to defense forces. The veterans, in an letter sent to PM Modi, say, “It is this specially empowered bureaucracy which, without even a shred of any commensurate knowledge, over the past 67 years, has mastered and honed the craft of repeatedly hurting the pride and morale of the soldiers’ right from the Chiefs to the sepoy. ‘Jai Jawan’ is handy only at crunch time or prior to elections, where after the Armed Forces are routinely relegated to the status of a ‘necessary evil’ type heavy baggage that the nation, perforce, has to be burdened with. This bureaucracy has been successful in contouring the political thought process in the same mould.” There are murmurings that the FM is the culprit, as he had mentioned to some of the Generals who met him soon after the NDA government had been formed, that politicians are in the habit of making tall promises when faced by their constituents, which they may not be able to keep later., is it not a “fraud” (DOKHA)? We all were made to believe that new pension will be in our bank accounts in May pension payment. If the implementation orders are not yet out, we wonder when the money would land up in one’s bank account, given the snail’s pace of the Controller General of Defence Accounts, working leisurely under the Ministry of Defence. How many more the ageing veterans would pass on/ die, before seeing their dues in their Bank?

Mr. Modi told so many things during his election campaign. He got handsome mandate. After becoming PM he is exploring the world like Vasco de gama in fancy dresses and costly designer suits. Can anyone enlighten me what commonman got out of this. There is no trace of black money, soldiers long pending damand of orop still pending, lokpal bill still biting dust, corruption is still rampant as it was earlier.By talking big on the stage don't solve country,s problems. Public want results. You may say that his govt has just completed less than a year in office but some beginning has to be made.

    19. Defence ministry officials and ‘pay cells’ in the three service HQs now say the final calculations are being worked out and that Modi will himself announce the rollout of the scheme before the NDA government completes one year in office on May 26.

    20. The Defence Minister has the stature and more importantly, the will, to get his way within the inner power circle of the government. This crucial ability was lacking in the previous incumbent. He has moved the One Rank One Pension (OROP) demand through the inter-ministerial maze deftly to get it to the point of fructification. This single facilitation will remove their misgivings of the soldiers and do wonders in raising their morale if he forces his way to pull it out of the lethargic Finance Ministry.

    21. OROP is the birth right of the Armed. Forces. personnel. We have begged for 15 years. It seems that all Government in saddle of power are deaf and dumb towards a rightful demand of the Army Personnel. Let us forget about its implementation and forget begging of the same any more from the BJP Government also. This Government has also fraudulently on this issue had given hope to ex-services men. However, let us wait for another week. ie. 25th May when it will complete one year of its tenure. In case it is not declared then also, then all the three ie PM, FM and RM will be known as culprits.I am very hopeful that our PM, and RM who are known for their upright image will not allow it to happen.

    22. army will be remembered by politicians and the news papers wheenever there is a war or earthwuake or floods and after that when the nation is safe some faujis dead everything is cool and armed forces are forgotten. not only men, the equipment, guns fighter jet naval ships manpower shortage, their orop will all be forgotten and you have to keep on requesting then they will the bill in parliament to increase the salary, perks , free air travels and purchase of new helicopters for ministers and politicians and not for orop. not for you or me to see orop and only the future politicians may give to your grand children because their grand children will still rule the country our grand children will serve the country in armed forces
