PM silent on One Rank One Pension, upset defence veterans plan nation-wide agitation

The veterans community of defence services has been sorely disappointed by the absence of any announcement regarding the implementation of One Rank One Pension by the govt after the completion of a year in office.

The veterans community of defence services has been sorely disappointed by the absence of any announcement regarding implementation of One Rank One Pension (OROP) by the union government after the completion of an year in office and discussions have begun on whether this is the right time to hold a nation-wide agitation to press for the same.
Throughout the day yesterday, there was a buzz of excitement on social media groups as the veterans got the impression that Prime Minister Narendra Modi would make an announcement regarding OROP at his rally in Bareilly. However, no such announcement was made causing consternation among the veterans ranks.
Brig Gurmeet Kanwal (retd), a well known strategic expert tweeted, “All Veterans and those who support them are requested to retweet please… #OROP Prime Minister we are disappointed”. Air Marshal Anil Chopra (retd), member of Armed Forces Tribunal tweeted, “ OROP overtakes DDLJ as the longest running reality show”. Speaking to The Indian Express, Brig KS Kahlon (retd), President, All Indian Defence Brotherhood, said that non implementation of OROP has caused great amount of resentment among the veterans and they are gearing themselves up for a prolonged agitation to ensure that the government delivers on its promise.
Prime Minister Modi made repeated assurances at many places, and while addressing the troops at the highest battlefield of the world, Siachin, on the eve of Diwali last year, he stated that the order of implementation of OROP had been issued. Defence Minister Manohar Parrikar repeatedly assured the veterans that the NDA government will implement OROP before the government completes a year in office. Unfortunately the government hasn’t lived up to its promise,” said Brig Kahlon. The veterans had conducted a mass movement during the tenure of the UPA government wherein they had returned their medals to the President and held rallies at Jantar Mantar to force the government to accept their demand of OPRP. According to Lt Col SS Sohi (retd), President of Ex-Servicemen Grievances Cell, the time has come when another such mass agitation may have to be held all over the country again. We are still willing to wait for a few days more for an announcement in this regard. If by the end of this month if they do not do anything we will go for an agitational approach. There have been several meetings with the defence minister and several promises made but each time the veterans community has been let down. We must take recourse to a more tough approach if we have to force the government to concede to our legitimate demands,” said Lt Col Sohi. However, Lt Gen Raj Kadyan (retd), a former Deputy Chief of Army Staff and Chairman of Indian Ex-Serviceman Movement was of the view that the hype over the expected announcement by PM was largely “self created”. “We were hoping that the PM would make the announcement but I am of the …continued »

    2. Dear sir,

let us chalk out our peaceful program of agitation and reach out the electorates who chosen the BJP to power, let us wait for another four years, we are not ready to get OROP from the dirty hands of modi, people must realize their mistakes by voting this nasty party to the power. all three chiefs should be invited to take part in this if they do not attend they should resign from the position as GEN thimmaiya did during nehru period

    5. Having come to power on the strength of mega-promises centred on the prospect of achhe din for all, Prime Minister Narendra Modi cannot but feel the weight of popular expectations on his government after an uneventful first year. The vast majority of those who backed him, those who gave the BJP he led a clear mandate in the 2014 Lok Sabha election, bought his words of hope in toto. Here definitely he failed the ExServicemen. Just look at the PSU Banks, salaries and allowances of bank employees will increase by 15 per cent after bank unions and industry body Indian Banks’ Association (IBA) staged an aggressive agitation. The government bends for blackmailing tactics, but not to plain requests in a decent way. Now the Parliamentarians too are pitching for increased pay and perks. All said and done, the Ex Servicemen and War widows are the NPAs to the Nation.

    6. Dear sir,
The PM is not acting on his own, he is very much interested in revolving around the world at the cost of tax payers money, He is not having potentials to lead the country, he has been catapulted to power because of ex service men support otherwise he would have been on the railway platform. In the trichy pre poll meeting he praised the valuable service of soldiers, how cunning he is, now he remain lips closed with regard to OROP. Definitely GOD will give befitting punishment for having cheated the ex service men forces

    8. Some one asked me why I am so agitated that PM did not say a word about OROP. I said my ( as also that of many others like me) expectation was hyped up by Media Reports. He laughed at me. Then It came to my mind that it is not the PM that cheated me( and people like me), but it was the Media. On further reflection, I thought Media would not have done this on its own, as they had hardly covered this subject earlier with passion & understanding. Then it occurred to me that this entire hype in Media might have been planted by someone. Who is that someone & why he had to do it. Was it engineered by someone in the Govt to ensure that PM's address went without a hitch. These are my stray thoughts. I may be wrong. But Media definitely has a responsibility to answer these 'yet unanswered questions' to establish their credibility. Is Press Council listening??!!

    9. Defence minister Manohar Parrikar at Bhopal on 27 May 2015 said that the government has already worked out a "concrete framework" for implementation of 'one rank, one pension' scheme and it could be implemented any time. "It's a major decision involving financial implications. The proposal has already been finalized. Now it is in process," he said in a press meeting. Why delay in implementing a much discussed and finalised policy that too is not ambiguous in its definition immediately. All other bills costing the Nation lakes of crores are just passed with no discussion on the Parliament's floor, the Parliamentarian's pay perks are given with no discussions/arguments of dissection, then why not this scheme involving millions of ExServicemen and War Widows? If only the PM looks at the checklist of promises he made a year back, he will see the OROP at the top of that, which he is wilfully/deliberately avoiding for reasons known to him alone.
