      India's Defence budget has been going down and down every year as a percentage of the GDP. Therefore pension bill as percentage of the total budget is rising every year. So the short-sighted policy-planners of the Mighty Ministry of Defence want to save few pennies by cutting down the pension of the defence personnel.
