      To put ECHS on track ECHS be managed by Army H/ Air force / Navy Hospitals . All employees of ECHS specially Storeman, Compounder, Nurse should be regular people and not RETIRED. All civilian staffs of ECHS be discharged immediately.

      state rule for the party and party workers,E C H S for officers, may i put one doubt? is the army (defence in total) working like civilian offices ?(like the govt offices of village, panchayath , tahsil etc )
