We wish to bring to your Kind attention that many of the Armed forces veterans have been discharged without pension before the minimum pensionable service of 15 years due to various reasons. It is worth to mention here that many of them have actively participated in 1962,1965 & 1971 wars & war like operations. They are many veterans who served in Hard living areas like Siachin which is is also one of the reason compelled them to retire before the minimum pensionable service. It is brought to your attention that the Second World War veterans are paid pension without the requirement of minimum pensionable service. A personal staff of a Minister gets pension without the requirement of minimum pensionable service. Members of parliament gets pension without the requirement of minimum pensionable service. Likewise persons who have participated in freedom struggle gets pension without the requirement of minimum pensionable service

The plight of many of the veterans who have been discharged without pension seems to be very pathetic & some of them are living in old age asylums.

You are therefore kindly requested to look in to their case sympathetically & grant them a minimum pension as applicable to military veterans.

The PMO has directed integrated service head quarters to take action on our above letter & they have asked us to submit the details of such persons.Ex-servicemen discharged before 15 years without any type of pension. Procedure for other states will be announced shortly.

Veterans allege betrayal on one rank, one pension

The implementation of the one rank, one pension (OROP) for ex-Servicemen continues to be a source of discontent for the veterans’ community as their key objections remain unaddressed.

The one-man judicial commission of Justice L. Narasimha Reddy, former Chief Justice of the Patna High Court constituted in December last year to look into issues arising out of the implementation of the OROP, is scheduled to hold public hearings. Ex-servicemen’s groups said their representations to the Defence Ministry not have been forwarded to the commission and alleged “betrayal” by the government.

Maj. Gen. Satbir Singh (retd), Chairman of the Indian Ex-Servicemen Movement, wrote to Mr. Parrikar and Mr. Reddy on August 3, conveying “anguish and concern” for this attitude of “neglect of defence personnel” by the government.

“Defence Ministry has not forwarded our representation to the one-man Committee in spite of the assurances given by Mr. Parrikar on March 14, 2016 during a meeting of representatives of ex-servicemen,” Maj. Gen. Singh told The Hindu. “The mandate given to One-Man Committee is to consider those questions/issues which have been referred to it by the Defence Ministry. This is a serious breach of trust reposed in the system,” Maj. Gen. Singh noted in the letter.

Adding to the concerns, Finance Minister Arun Jaitley had, in response to a question why the definition has been changed, recently said in Parliament that there was no “standardised definition” of OROP. “OROP has been a long-standing demand as far as defence forces are concerned. OROP did not have a standardised definition as such there were different interpretations given,” Mr. Jaitley said.

When the Nation was dressing itself for the celebration of its 69th Independence day On 15 august 2015 ,The most shameful incident happened at Jantar Mantar on the dawn of 14th august wherein unarmed & peacefully agitating Octogenarian veterans for OROP were manhandled by Delhi police-A price for dedicating his youthful days to the Nation.
This tragic incident  which inflicted deep wounds  on the heart of those who scarified their entire life to the Nation will not be forgotten with the passage of time but will always be remembered as “JANTAR MANTAR TRAGEDY.”
