    GENERAL SATBIR SINGH WRITES TO HON DEFENCE MINISTER

    IMPLEMENTATION OF FULL ONE RANK ONE PENSION (OROP)
    Hon’ble Raksha Mantri Shri Rajnath Singh Ji,

    2.         You are aware that full OROP has yet not been implemented.  As per the Koshyari Committee report and as stated by MOS Defence Sh Rao Inderjit Singh on 02 Dec 2014 in the Parliament, OROP implies:-
    One Rank One Pension (OROP) implies that uniform pension be paid to the Armed Forces Personnel retiring in the same rank with the same length of service irrespective of their date of retirement and any future enhancement in the rates of pension to be automatically passed on to the past pensioners. This implies bridging the gap between the rate of pension of the current pensioners and the past pensioners, and also future enhancements in the rate of pension to be automatically passed on to the past pensioners.
    3.         However, Again, another attempt has been made to change/ distort the definition of OROP in GOI notification dated 7 Nov 15. OROP definition given in 7 Nov letter is reproduced below.
    One Rank One Pension (OROP) implies that uniform pension be paid to the Defence Forces Personnel retiring in the same rank with the same length of service, regardless of their date of retirement, which implies bridging the gap between the rate of pension of the current pensioners and the past pensioners at periodic intervals.
    4.         The above Notification gave rise to serious anomalies in the implementation of OROP which were pointed to Govt vide IESM letter 25 Mar 2016. The anomalies have not yet been rectified.
     5.         IESM appealed to Ho’nble Supreme Court for the grant of full OROP and prayed for the removal of OROP Anomalies.  IESM prayed for the implementation of full OROP as per the concept definition given by MoS Defence on 02 Dec 2014.  Our prayers in our appeal in Hon’ble Supreme Court are enclosed.
    6.         As per Govt Notification dated 07 Nov 2015, equalization of Pension of Defence Veterans is to be carried out every five years which became due with effect from 01 Jul 2019.  Since the Govt order already exists, the same should have been implemented accordingly.
    7.         Sir, this request is independent to our legal case pending in Hon’ble Supreme Court.  Hon’ble Supreme Court had in its order dated 01 May 2019 asked the Govt to resolve the OROP Anomalies.
    8.         Indian ex-servicemen Movement (IESM) delegation had met Hon’ble Raksha Mantri on 01 Jul 2019 and requested for implementation of full OROP.  The same is awaited.  
    9.         May we request Hon’ble Raksha Mantri for the removal of anomalies to enable the Defence Veterans to get Full OROIP in perpetuity?  May we also request for a delegation Meeting with Raksha Mantri at the earliest please.
