On the 46th day of HUNGER STRIKE, 16 vets fm LUDHIANA ( Punjab), 11 vets fmJHAJJAR ( Haryana) and 5 retd Offrs total 32 vets sat on H S. To day audience str was 150 including 6 ladies. I addressed,and introduced AFVAI and requested all JCOS /ORS and Hon commissioned Offrs to join AFVAI .As Maj Gen SATBIR Sir told me there is some indication that DM may call us any time tomorrow for meeting.
In the morning Maj Gen SATBIR has sent a mail to all MPs,DM and Hon.PM and warned them,If OROP not implemented immediately we will be forced toGHERAO all MPs in their residence.

 

 As I am getting calls, People fm Punjab will join AFVAI in a big str.theyhave demanded 25000 membership forms for three districts BATHINDA,SANGRURAND LUDHIANA.  VETERANS TAKE OROP ISSUE TO INTERNATIONAL ATTENTION
CHANDIGARH: After holding a hunger strike outside the Indian embassy in London on Vijay Diwas marking the Kargil victory on July 26, Punjabi NRIs are planning a worldwide campaign to press for the implementation of one rank one pension (OROP) for retired armed forces personnel from mid-August.
Several NRIs from the UK, US and some parts of the Middle East are already on board to highlight the issue in their countries in a bid to garner international support and put pressure on the Indian government to "honour its promise". Prime Minister Narendra had raised hopes of the war veterans by promising to implement OROP during the 2014 Lok Sabha election campaigning.
London-based NRI Harpreet Singh said, "Our veteran soldiers have been sitting on relay hunger strike for over a month now in support of OROP. They are asking the government to give a concrete timeline. NRIs all over the world are concerned and feeling pained about the developments and therefore thought of coming together in support of the soldiers."
"A detailed schedule for a widespread campaign in different countries is being finalized before launching it in two weeks as there is strong sentiments on the issue among NRIs settled in different countries. In fact, NRIs from other Indian states too are joining in. We have made an appeal to every NRI to support our veterans and join this campaign in support of OROP in big numbers," said Dr Gurmeet Singh, another Punjabi based in London.
"We have written open letters to Prime Minister Modi, besides running a social media campaign on Twitter to highlight the issue with all the details that one needs to know about the history of OROP. For instance, in March 2015 the government committed that OROP will be implemented in three months. But there is still no sign of it," added Jagdeep Lohan, who is supporting the cause in the UK.

 The Implecation of the new circular dated 30/07/2015 is that only those central Gcvt employees who received arrears w.e.f. 29/04/2012 will be now getting arrears w.e.f.01/01/2006.& Others including ESM ARE NOT AFFECTED.PRO-RATA condition for those who are having less than 33 years remains as same. This is a wrong interpretation of court order which has to be challenged by pettioners

decided that the pension/family pension of all pre-2006 pensioners/family pensioners may be
revised in accordance with this Department's OM No.38/37/08-P&PW(A) dated 28.1.2013
with effect from 1.1.2006 instead of 24.9.2012. Further, this benefit has already been granted
to the Applicants in OA No. 655/2010 vide OM of even No. dated 26/08/2014 read with OM
dated 19/09/201~following dismissal of SLP (C) No.23055/2013 by the Hon'ble Supreme
Court.

5. The pension so arrived at in accordance with para 2 above and indicated in
Col. 9 of Annexure will be reduced pro-rata, where the pensioner had less than the
maximum required service for full pension as per rule 49 of the CCS (Pension) Rules,
1972 as applicable before 1.1.2006 and in no case it will be less than Rs.3,500/- p.m.

42 DAY OF RELAY HUNGER STRIKE

26 JULY 2015

Today is the 42^nd day of Relay Hunger Strike at Jantar Mantar by Ex-servicemen. 24 Ex-servicemen from Punjab, Rajasthan observed RHS at Jantar Mantar.

26^th July is also the 16th  anniversary of Kargil conflict with Pakistan. On this day the last Pakistani soldier was driven out of Indian Territory, which was occupied by the Pakistan army by deceit.

The day started with A Kargil Vijay Divas Run organized by the UFESM.More than 800 runners participated in the 11Km run in memory of victory of India over Pakistan in Kargil conflict and also to remember the brave soldiers who made this victory possible with their exceptional bravery. All runneres were given complimentary caps and t-shirts with OROP embossed on them.. Entry to run was open to all citizens and was free. Citizens from all walks of life enthusiastically participated in the run. The run started from DSOI and culminated at Jantar Mantar via India Gate. All participants paid homage at Amar Jawan Jyoti at India Gate to Kargil heroes. Sumptuous breakfast was served at Jantar Mantar.  

It was decided that all ESM will light a candle at their doorstep in memory of soldiers who were martyred in the Kargil conflict and will pray silently for two minutes at 8 PM tonight.

Sh Anna Hazare visited Jantar Mantar in support of OROP of ex-servicemen. Some media channels have questioned the necessity to separate stage for Sh Anna Hazare. The fact is that ESM are sitting on RHS at JM for last 42 days. This stage is like a sacred temple to ESM and ESM are very emotionally attached to the stage and location. However this stage is not facing to the road and there is very little space in-front. It was not to make it possible to accommodate the large number of ESM expected to attend the event. Hence a new stage was erected at JM for Sh Anna Hazare’s program. On completion of planned program, Sh Anna Hazare came to the sacred temple to bless and encourage ESM on RHS. He extended full support to agitating ESM and confirmed that he can understand their agony being an ESM himself. OROP is our long pending demand and he requested Government to approve this without any delay and end this suspense. He also advised ESM that democracy is strengthened with agitation/movements like this. More than 5000 ESM from eight states had attended today’s agitation.

Sh Anna Hazare praised resolve of ESM to continue with agitation till Government issues notification for the OROP. Speakers after speakers expressed that they are losing faith in  political leaders who do not fulfil their promises while asking for votes at the time of elections.

It was decided to move the agitation to next phase and in that it was planned that visibility of agitating ESM will be increased pan India. Kargil Vijay Divas run is the beginning of the shift into next phase. In this phase more towns will be included in the agitation. Today Kulu, Bilaspur, Reva have been added in the agitation.

Five ESM offered to go on fast un to death. These five ESM steadfast in their resolve to go on fast un to death. ESMs were finally convinced to give five more days to Government before resoring on such a strong step. Finally they agreed to popular request and have decided to wait for five more days and will start fast un to death from 1^st of August.

Decision to boycott all Government functions by ESM was once again endorsed by the all present by raising hands in support.

Mood of agitators is upbeat and morale is very high. ESM took a vow to strengthen the agitation further and take it to new highs.

PRE-2006 CENTRAL CIVIL PENSIONERS PARITY- ORDERS TO BE ISSUED SHORTLY

Approval of MOF has been given for implementation of orders of SC (dated 17-3-2015) & CAT (dated 1-11-2011) reg Modified parity wef 1-1-2006. Orders are likely to be issued in 2 to 3 days. Heartiest congratulations to all the affected Pensioners and thanks to all those who worked hard to win this battle at various stages - both in and out side the courts.

UPGRADATION OF AGITATION

LEHAR-TOOFAN -TSUNAMI

Dear Friends,

1. Today is the 40^th Day of the Relay Hunger Strike at Jantar Mantar New Delhi and at more than 50 locations in country. The Govt has not implemented One Rank One Pension (OROP).

2. As per the decision of United Front of ESM announced during the Press Conference held on 14^th July 2015, we have upgraded our Agitation with effect from mid night 23 Jul 2015.  The broad Aim of this Phase of the Agitation is to “Create Visibility” in all the Districts in the County. ESM, our members of the family and our supporters will be distinctly seen across the country protesting against the non-implantation of One Rank One Pension.  However, all our protests will be peaceful and within the authorized methods of protests in the Constitution.

3.      Some  of the actions and activities which will be carried out are as under :-

·   10 Km Kargil Vijay Diwas Marathon run from DSOI – India gate – Jantar Mantar.  Respects will be paid to the Martyrs at India Gate by laying wreath at Amar Jawan Jyoti.  Detailed instructions are being issued separately.

·  Shri Anna Hazare will motivate, encourage and showcase solidarity with the ESM on Relay Hunger Strike which would enter 42^nd Day at 10.30AM on 26 Jul 2015.  He will also address the Rally at Jantar Mantar.

·   Marathon and Rallies be carried out across the country on daily basis carrying black flags and play cards showing non-implementation of OROP.

·  Protest Leaflets will be distributed, billboards will be displayed across the country.

·         Social, print and electronic media will be fully activated by carrying out Blitz Krieg Campaigns against the non-implementation of OROP.

·  All Govt functions will continue to be boycotted by ESM and our members of the family.

·  In order to express anguish for non-fulfillment of assurance of implementation of OROP, an appeal has been made to all ESM, their member of the family and our supporters who are members of the BJP to withdraw their membership till implementation of OROP.  60 ESM from Uttrakhand have already sent their resignation of membership to BJP President Mr.Amit Shah.

·  ESM to write to the serving Chiefs to jointly and strongly ask the Govt to implement OROP immediately.  The letter will be repeated after five days.  In the event of no action by the serving Chiefs, ESM to appeal to them in the third letter that they consider resigning to accept their accountability and responsibility from the non-implementation of OROP.

·  All ESM, our family members and supporters to fly black flags on their houses on 6 feet high pole with OROP written on the flag.

·  ESM to ask MPs of their constituencies to raise questions in the Parliament for non-implementation of OROP and asking the Govt to implement it immediately.  In case an MP does not raise question, ESM to sit on dharana outside his house.

·  Veer Naaries of Jhajjar district have conveyed that they will be sending bangles to the PM. 

·  Some ESM are threatening to sit on Hunger Strike till death.  We are dissuading them not to do so.  However some of them have refused to pay heed to our requests.  They may sit on Hunger Strike till death any day.

·  To execute any other action/activity as decided by the UFESM from time to time.

·  ESM leaders at local level may modify or execute action/activities keeping in view the local situation.

·  The Relay hunger Strike will continue in addition to the above suggested action/activities.

4. It is heartening, encouraging and motivating that Officers in NDA/Regular/SS Course batches are visiting Jantar Mantar to showcase their solidarity to the Cause  of Injustice to the  Soldiers.  The highlight of these visits was that 1^st NDA Course officers in their eighties came and blessed the Relay Hunger Strike for the cause.

5. ESM, our family members and our supporters are requested to daily visit Jantar Mantar in large number to encourage and support the cause.

 

6. All ESM are requested to execute this phase of the Agitation in letter and spirit and create Visibility in the nook and corner of the country, turning the Lehar-Toofan Phase of the Agitation into Tsunami.

7. We  the ESM, our  members of the family and our supporters resolved to continue our struggle with greater  intensity till such time the Govt implements OROP as per  the  approved definition without any dilution.

8. Memorandum to the Hon’ble Prime Minister will be presented at         1 PM on 26 Jul 2015 by delegation of United Front  of Ex-servicemen.

9. Our fight is against the injustice and betrayal of faith and not against the Govt.  We appeal to our Hon’ble PM Shri Narendra Modi to honour his assurances given to the Defence Personnel and order immediate implementation of OROP as per the approved definition without any dilution whatsoever.
