This information was given by Minister of State for Defence Mr Rao Inderjit Singh in a written reply to Dr T Subbarami Reddy in Rajya Sabha on July 8, 2014

It seems the Govt want to drag the OROP till the implementation of 7th CPC.
A strong movement by the combined strength of Ex-servicemen only can change scenario.

    NEW AVTAR TO SWALLOW OROP

This is what Shri Manohar Parikkar, hon’ble Defence Minister in his interview to The Economic Times says about OROP. This one-rank-one pension thing is again complicated; it can't be treated as a dynamic thing where every time someone's pension comes up, everyone else's gets revised.
His statement leaves me in no doubt that he has only heard what his bureaucrats have drilled into him. He would not have said this if he heard his Service Chiefs explaining what is their stand on OROP i.e. any increase in pensions to serving personnel to be passed on to past pensioners. It is to ensure that at any time pensions of past and present pensioners is same. Otherwise the disparity in pensions shall continue. If pensions are upgraded by any other manner it is not OROP.

Subject: Re: false reporting on OROP
Here is an response from the writer:
"The Defence Ministry has in a high-level meeting with the Finance Ministry recently raised the bill for the implementation of the One Rank One Pension scheme. The Finance Ministry gives the money to the Defence Ministry for the implementation. The actual disbursement of the money comes under the Defence Ministry. The story doesn't say that the money has been disbursed to pensioners. It says that the bill for the payments has been raised with the Finance Ministry.
Guess- The reader can be reassured now the money has been claimed by the Defence Ministry it will be disbursed too soon i hope."

OROP SANCTIONED BY BOTH UPA & NDA BUT IMPLEMENTED BY NONE

    TALE OF AN UNBORN CHILD
Digvijaya Singh lock horns with Narendra Modi for taking credit of granting OROP which is said to have been granted by UPA but god & ESM only knows the truth who sanctioned , who got it.
If sanctioned where the amount has gone.
we searched every where except in Swiss bank

Congress leader Digvijaya Singh on Friday attacked Prime Minister Narendra Modi over his remarks on 'one rank one pension' alleging that he was "appropriating credit" for the step taken by UPA.

"Now Modi takes credit for One Rank One Pension for Defence Personnel !Deserves full credit for appropriating Credit of what others have done.

"Decision of One Rank One Pension for Defence Personnel was taken 2 years back by UPA Govt, funds provided in the Budget and he takes Credit! (sic)," Singh said on Twitter.

Dear Mr.Digvijaya Singh you need not worry, you will be happy if you know the fact about Narendra Modi's claim of sanctioning One rank one pension (OROP). He has taken you & all Ex-servicemen to fools paradise.

    Prime Minister's Office                                                                                                  23-October, 2014
PM's  visit to Siachen; celebrates Diwali with officers and jawans of the Indian Armed Forces

To jawans: I come to celebrate my first Diwali as PM with you. Happy to be among my own.

PM to jawans: You make it possible for 125 crore Indians to celebrate Diwali happily.

"Your dreams and responsibilities are the responsibility of us all. The entire nation stands shoulder to shoulder with you."
The Prime Minister, Shri Narendra Modi, today made a surprise visit to Siachen. Addressing officers and jawans of the Indian Armed Forces at Siachen Base Camp at a height of over 12,000 feet, he praised their valour and courage, saying that 125 crore Indians could celebrate Diwali today, and go about their lives in comfort, because the jawans stood guard at the borders, prepared to make every sacrifice for the nation. The nation is proud of all three wings of the armed forces, the Prime Minister added.
The Prime Minister said he had come unannounced, and the jawans may be surprised, but one does not need to announce arrival when coming to one's own (family).
The Prime Minister said the jawans at Siachen worked in one of the remotest places in the world. It is a rare opportunity to be called upon to defend the country in such difficult conditions, he said.
Shri Narendra Modi said that he comes to Siachen as a representative of the family members of the jawans who are busy serving Mother India on the borders.
He said he is privileged that his first Diwali as Prime Minister will be spent partly with the jawans of Siachen, and partly with those affected by the floods in Srinagar.
The Prime Minister said the Indian Armed Forces were unique - because while they spelt trouble for the enemy on the battlefield, they spelt life for all the countrymen affected by disasters or natural calamities. He recalled the immense contribution made by the Armed Forces during the recent floods in Srinagar.
The Prime Minister also appreciated the fact that women too were now contributing to the Indian Armed Forces in a significant way.
Sharing the pain and anguish of those who lose their loved ones in these difficult conditions, the Prime Minister said sometimes a body is found years later, and many still wait. He said one has to witness first-hand, the conditions at Siachen to appreciate the hardship that the jawans go through.
The Prime Minister assured the jawans that wherever they are, and serving or retired, the country stands shoulder to shoulder with them. He said their dreams and responsibilities are the entire country's responsibility. He said he would do his utmost to ensure a life of dignity for them. The Prime Minister said the promise of One Rank, One Pension had been fulfilled, and preparations were being made for a National War Memorial, that we could all be proud of. The Prime Minister wished the entire country "Happy Diwali" from the icy heights of Siachen, adding that as countrymen light diyas today, they should recall that the warmth of the earthen lamps has been fuelled by the sweat and toil of the jawans of the Indian Armed Forces. Let those jawans inspire the rest of the country to work towards achieving the dreams and aspirations of the common man, he added.Source-http://pib.nic.in/newsite/erelease.aspx?relid=110773
