We started on to a new year 2016 after wasting a full 2015. The IESM doesn't state any progress on OROP. The GOI notification says, "Detailed instructions along with tables indicating revised pension for each rank and each category, shall be issued separately for updation of pension and payment of arrears directly by Pension Disbursing Agencies." Has anybody questioned the GOI, as to how the PDAs will decide on without proper pension tables or a specified formula to arrive at the pension due as on 2013? What will the one man judicial committee do with no directions, just draw his pay and allowances?
The IESM is keeping the veterans in darkness about the course of action intended about the OROP with least communication. Are the veteran body going to the SC for redressal? Or, the government version is accepted by one and all? The government too is yet to declare the scales of pensions as per the norms in their final notification. Everything on this front is calm and mute, why?
A part text of Mr Modi's speech at Ex- Servicemen's Rally, Rewari on 13 Sep 2013 is reproduced for his benefit and reminder on OROP:Friends, our former soldiers have to wander in the hour of need, of illness. Our soldiers, our modern age Dadhichis, who lost their hands, legs, eyes in the battlefield, who sacrificed themselves on the mother nation. If they have to beg for aid in the hospitals, at the railway stations, Friends there can not be anything worse that I can imagine. This is a matter of concern and responsibility for us and we have to change these circumstances. Who stops our former soldiers to live with honour and self respect, and their genuine demands getting fulfilled? We have been hearing about one rank, one pension since many years, what is the problem..? Today I publically demand from the Government of India on behalf of the army men and ex-service men of this country, to publish a white paper on the status of 'one rank, one pension' scheme. And Friends, I am sure that if in 2004, Vajpayee Ji would have formed government, then today this problem of one rank one pension would not have been complicated..! Friends, people would have sat together and Atal Ji would have found a solution to this problem, and would have given our former servicemen live with pride and honour.
A part boasting in his "Man ki Baath" on National Broadcasting on 31 May 2015 shows how slow his government is running. Can't the tortoise be made into a hare? Questions about one-rank and one-pension have not been resolved or answered for over forty years. There is no denial from the truth that the previous governments have spoken about this issue, but have never done something about it. I can assure you, and I have also promised my army men, that my government will surely launch one-rank and one-pension. We know our responsibilities, and after the formation of our government, different departments have begun working on this issue. I used to consider this to be a simple issue, but it is far more complicated than I thought, and for forty years this issue has been delayed. In order to resolve this issue in a simpler direction, I have asked the government officials to find solutions to this problem. It is not necessary to provide information to media every single second. There is no requirement to run a commentary for this issue. I would like to assure you, and I would like to repeat, that our government will launch one-rank and one-Pension and provide solutions to all related issues. Your life is very important to u
