    Ex-servicemen to enter the third phase of their agitaion-Rail Rukko Andolan along with hunger strike


    Credibility is at stake as long as the  > promise remain unfulfilled 
    News from Jantar Mantar when the hunger strike enters the 14th day on28/06/2015. 
    Dear Veterans
    Press release of 28 June is forwarded for all UFESM members.
    Relay hunger strike will be entering 15 day tomorrow. 28 June was dedicated to FM Sam Maneckshaw on his death anniversary. Two minute silence was observed by the veterans and flower tributes were offered by all present. 
    Speakers after speakers expressed their disenchantment and annoyance with Government. Office bearers of United Front of ESM made special efforts to keep the passion of veterans in control but it seems we will not be able to control ESM across the country for a long time. Today an ESM are very annoyed with indecisiveness of Govt on the issue of OROP. An issue which is simple has been made complicated by Government under pressure of Bureaucrats. The issue has been made more complex by issuing irresponsible statements(planted leaks) by MOD.
    Let there be no doubt in any one's mind that ESM unity has been forged for ever and it can not be breached.  
    WE ARE TOGETHER FOR WELFARE OF ESM AND WILL REMAIN UNITED TILL ALL PROBLEMS OF ESM ARE ATTENDED. 
    UFESM request Government to attend to issue notification for OROP at the earliest. 
    RELAY HUNGER STRIKE WILL CONTINUE TILL ISSUANCE OF NOTIFICATION. 
    ALL ESM ARE REQUESTED TO COME IN LARGE NUMBERS TO JM TO SEND A STRONG MESSAGE TO GOVERNMENT THAT ESM HAVE JOINED HANDS AND WILL FIGHT FOR THEIR RIGHT COME WHAT MAY!!!!!!

      This is the time to full fill your promise. Do not let down your own words for veterans and widows of soldiers killed in war. If you do not full fill your promise the nation will never forgive you.More than one year time is enough for your said promise.The issue is not so complex, you have been totaly misbriefed by FM and Beurocrates.of MOF and MOD.

Hope he could have mixed OROP with sushma & lalith modi case. frankly speaking they are trying to deny and link with 7 cpc for which we will not accept. Today our start is just nothing. when start stop trains and roads they are going to wake up since we are trained in all the fields.

The higher leadership of the Army is putting 'self' before 'service', contrary to the Chetwood motto that is ingrained into an officer's psyche while undergoing training at the Indian Military Academy, Dehradun: 'The safety, honour and welfare of your country come first, always and every time. The honour, welfare and comfort of the men you command come next. Your own ease, comfort and safety come last, always and every time.' (From a speech delivered by Field Marshal Sir Philip W Chetwood during the inauguration of IMA in 1932.). The three Chiefs should have brought pressure on the government by now on OROP but stayed in the background for reasons known to them. Will they be true gentlemen to show their solidarity with their brother soldiers in their fight for OROP scheme at least now? Let this not remain as an unseemly controversy that will dent the image of the Armed Forces as a first class fighting force.

    4. It is good that farmers and students are supporting the movement. It surprise to see that Anna Hazere is a ex-sevicemen. He always struggle for injustice. Why he is not supporting this movement. I think we shoud start dharna in front of Finance Ministers residence. People should know because of him this long pending demand OROP is held up. So that govt should wakeup and declare one rank one pension.

      At the outer I would to mention here that the rally was held under the banner of United front exservicemen though IESM was leading.There was chaos on the stage.This was unavoidable as officebears of various outfit wanted to occupy the place on stage.However the rally was quite successful.Thanks to veterans especially from Punjab who turned in large number.The entire jantar mantar was fully occupied by 9.:30 am.

    6. Earlier, the UPA PM Mr Manmohan Singh was silent throughout his two tenures not only on OROP but on all other important decisions. Now, the NDA ministers including the PM are selectively silent on OROP. Whole of the NDA setup is sympathetic with Lalit Modi on humanitarian grounds but have no heart to the first PATRIOTS of our Mother Land.

    9. Taking our fight to political arena in Bihar is totally wrong, our fight is not political but simple welfare measure to ExServiceMen and the war widows. No party will come to our service without the bending nature of the bureaucrats in power. We must concentrate in making the present government and bureaucracy to change their stand against OROP and not dilute and weaken the momentum that is building gradually so far. Let us continue the hunger strike with single mindedness.

    10. The best fiction on Radio is the voice of Modi's "Mann ki Baat". There is no stuff in it, and no concrete actions but a few unbelievable assurances and a few of one man's dreams jabbered to fill in the time with assurances that he is the first sentry of the country. In his election stride, he once attacked the UPA government on OROP 13 months ago without meaning to implement it. In his spree to out do everyone in his party and the others his promises went through the roof. Now that he is in power his own self is out in open. His politician's delay tactics his last resort to appease the bureaucrats and the finance minister who control him. Now a new problem threatens him, the MODI-GATE in connection with his Minister for EA and a scam ridden tycoon. The new threat of the ESM in the wake of coming elections in few states stares him in at his face and if he and Amit Shaw fails to see it, this may turn out to be the first of all the falls to come in. In coming months his failure to keep his words of honour to the soldiers will be seen by the country as a black mark. It is evident in the human history that great empires fell for trivial cause, ironically here it is a great cause a reason for a petty political organisation's fall, all because of one dishonourable man. If only wisdom prevails Modi can avert a total disaster to the NDA.

    11. I think some of senior advocate at supreme court if files a PIL that supreme court have psssed order in Feb 2015 that govt should declare OROP in three month. Otherwise it will be comtpt of court. That time is over in May 2015. Only juduciery is only hope for exservicemen

    13. The time has come to go beyond patriotic slogans and meaningless saluting. Since we are not enjoying ACCHA DIN or even dreaming accha din during Modis regime we have to seek some other measures to pressure the RM,DM and PM in getting OROP.It is rightly said by one of our great veterans from Pune that Modi is a NATO i.e. No Action Talk Only man. There is a media report (Hindustantimes) saying that the Prime Minister’s Office (PMO) has taken favourably to an option of doubling the government’s contribution to pension of soldiers as a formula for making OROP work.......... The Bharatiya Janata Party (BJP) is also pressing for a roll-out of OROP keeping in mind the jawans’ interest. How far it is correct?

The News in The Hindu and the Tribune says that the OROP Scheme will be rolled out and is likely to be announced ahead of Bihar election if all modalities are worked out (sic, again doubtful). There is no link between the Bihar elections and our demand and we must insist that the scheme must be announced well before it, if we fail to do so once again they will delay it as our momentum is broken in our agitation and we will be in square ONE again.

    16. The situation involving the OROP must not be allowed to turn ugly further. The Prime Minister must step in and take charge before this issue becomes a festering sore on the psyche of serving soldiers, sailors and airmen too whom he reveres much. He owes it the Nation to ensure those promises made by him to the Armed Forces Personnel, serving and retired, and to war widows are honoured. The importance of morale of a soldier is not fully understood by the Prime Minister and the Defence Minister let alone the babudom and the Finance Minister. It is the most important battle winning factor, if lost it cannot be regained for generations to come. If the Prime Minister thinks that his monthly "maan ki baath" will be enough to win a battle, he is totally wrong. Let him be brave enough to sideline the babudom and declare the OROP as defined immediately without linking with his political moves to win the Bihar elections under its guise.

    19. We can see the government's stand even now is adamant and insensitive in awarding the OROP to the ExServiceMen of this Nation. They have empathy and sympathy towards a highly placed and well connected criminal who is wanted for grave foreign exchange related offences. But they think long to give the dues to the "first patriots" of this Nation who sacrificed their youth unselfishly. No cost is enough to repay for the few who stood guard in the cause of the Nation. Instead of conducting a cost benefit analysis, unmindful of the total costs estimated by the bureaucrats, our PM must release the OROP immediately. For a cause like this the PM requires a brave heart and not merely a broad chest he have been boasting too often. His daily yoga will be a waste if he doesn't empathy with the selfless PATRIOTS of this Nation. Let the world see his statesmanship in broad day light in dealing with the Armed Forces and their welfare. If the morale of the Forces is strengthened, he will be remembered as a battle winning factor of the Indian Armed Forces for generations, failing which he will go down ignominiously in the history of the Nation.

    20. Modi government it seems to be planning to tinker with definition of One Rank One Pension. It claimed that this will have two "glaring anomalies" -- implementation of OROP for Junior Commissioned Officers and those below the rank and "tinkering with the definition for everyone". "This is a dangerous move to divide the rank structure of the Armed Forces with a mischievous intent to further demoralise them. It could have serious repercussions in the serving ranks also," the statement said. While there is no objection to a proposal for deferred payments with priority to widows, other ranks, Non- Commissioned officers and Junior Commissioned Officers and finally officers, any dilution to the accepted definition for any rank is objectionable. Out of the estimated 8300 crores, the major portion goes to JCOs and other ranks to a tune of 7400 crores. Tampering this amount will be mass injustice to the soldiers in lower ranks which is not acceptable.

Respected The President,Republic of India and The Supreem Commander of Defence Services , Kindly look in to the matter for implemation of OROP for all retiree of Pre 2006 defence services who were the members of fighting forces are demanding their rights , Central Govt is not able to clear the issues even though PM Narender Modi has promised to Jawan in his visit to Kargil.Hope that issue will be complete within short notice.     24. The PM wanted us to be patient for some more time for his action on OROP Scheme. For his "minimum government and maximum governance" based attitude that he asserts, how much more time he requires to implement the OROP Scheme? He got two alternatives, the first one is no action for another 45 months (the way UPA acted,) the end of his term in the chair of the PM, the other is to delay it till the day carpet is pulled under his chair by his opponents in the Party, a defeatist attitude. But our patience is wearing thin, and we are ashamed to fight against our own government for till now we were proud to fight only against our enemies and defeat them making the Nation proud. If he, the PM wins over his bureaucrats and restore our lawful entitlement, then his path in realising the other dreams for the Nation will become clear and smoother. This is an honourable way to live as the PM of this Nation. Has he got the guts to put down his foot on these bureaucrats and the adamant FM.

If PM wants to implemation OROP then why he is waiting for that Ex Servicemen should be go on hunger strike . Immediately he should call RM & FM to his office and say that OROP is done and ask to delegation of all Ex servicemen association to brake their hunger strik, otherwise ask appology from the jawan in Kargil.Regards. With this attitude of adamancy by the government towards the serving and retired soldiers in not giving adequate welfare measures as compared to both the public and the private sector employees, the future intake of soldiers will bound to include second class soldiers in to all three services. In any other field the cost benefit assessment is pertinent to run a profitable business. As far as the Armed Forces are concerned, the benefit of freedom from fear of invasion/safety of the Nation cannot be quantified and the costs of used and unused machines, and equipment cannot be treated as a waste. If the Armed Forces ensure strict vigilance for decades there may not be a war and this must be treated as a credit the soldiers and must not speak like the DM's opinion that two generations of the Forces went down with no war. It is an insult to the soldier who was involved in involving himself in disaster management and constantly improving his fitness for war by daily training. It is a life of 24/7 working and ever vigilant. The political setup is on wrong foot in insulting the serving and the retired soldiers for which they will go down the history as failures. It is a prophesy to come true during the PM's current term itself if at all he survives the current political upheavals.

    30. Sir, It is my suggetion that if OROP file is kept with FM Jaitly then why he is not clearing the OROP file. Is he gives money from his pocket. Money is always contributed by the people of India in terms of Income Tax and Excise duty. If he is not clearing OROP file then immediately he should be marched forward to Kargil without any extra issue of clothing then only he will realise that how defence personnel is doing hard duty for his Mother land.Regards.     31. The MoD is a conglomerate of generalists, sans domain knowledge. The Committee of Secretaries rules the roost subjugating all ministries including MoD. The Supreme Commanders watch silently while military veterans return their medals and gallantry awards with petitions inked in their own blood or when government fools the nation with announcements like “Government Is ready to sanction OROP soon”; a blatant lie and a cruel joke on the military. But, the million dollar question this nation needs to ask is can the soldiers be allowed to be murdered and maimed behind the cover of red tape? Isn’t time more than overdue to affix bureaucratic accountability?

    32. kautilya warns against calamities which adversely affect the functioning of the Army which include not giving due honour, insufficient salaries and emoluments, low morale, etc. he makes an incisive observation that an unhonoured Army, an unpaid Army, or an exhausted Army will fight if honoured, paid and allowed to relax but a dishonoured army with resentment in its heart will not do so. as to leadership, he avers that an army repulsed will fight if rallied by heroic men unlike an Army abandoned by its chief. a prerequisite for an effective leader is to keep in mind two fundamental elements: the mission and the people. Mr Modi must realise that he is making a great mistake that will make this country insecure in near future.

Parrikar's promise to not speak to the media on military matters comes after criticism that statements from ministers following an Indian army raid on a militant camp in Myanmar upset the neighbour. Parrikar has been inconsistent in his statements on other issues such as countering terrorism, the Rafale fighter jet deal, the demand of veterans for "OROP", on China-made idols of Ganesha having smaller eyes, and his father's remark, according to him, that the answer to India's burgeoning population lay in an atom bomb. He had promised to implement OROP Scheme within weeks but it is dragging on for months. There is no official word on it from him. It is difficult for Parrikar to be sworn to silence in the coming weeks, however, because of urgent issues demanding his attention. Among them are the agitation by veterans --- seen as a core constituency of the BJP --- for one rank one pension and the Prime Minister's commitment to implement it, and escalating counter-insurgency operations in the Northeast and Jammu and Kashmir.

The government sources appears to be mum on the OROP issue and testing the veterans, but the government should not forget the taste of testing will be extremely bitter in next coming election. It is beyond our surprise how PM has cheated the loyal veterans, this act of PM is certainly lowering the morale of brother soldiers standing to guard our motherland inch by inch & fighting the terrorism.     35. OROP is the decision of head of elected govt as per their election manifesto, it is not mere a proposal submitted by a department /ministry. In OROP, finance ministry has to check only the correctness of working of expenditure to be incurred on this account and make available funds required. Is there any elected representative going to raise question against OROP in parliament. No, it is not going to happen. Then why babus in department of expenditure of finance ministry want to redifine OROP which has been defined by a parliamentary committee. Do babus have such powers to redefine the definition putforth by parliamentary committee.

    36. When the Morale is shattered, when the pride is diminished surely the efficiency of the fighting forces will be reduced to zero.
      Firstly today's serving personnel are tomorrow's ESM's.
      Secondly 60 % to 70% ESM's children are serving .
      Thirdly one should understand that present events
      are having effect on the morale and motivation of Serving armed forces personnel.
      Fourthly OROP is of equal concern to serving defence personnel also
      We need real statesman to resolve this issue without further messing it up.

    37. Is the babudom in the Defence Ministry and the Finance ministries waiting to solve their budgeting for OROP Scheme by the inevitable TIME, the God of death? Daily their liability on this account is reducing. Too many letters were written to the government, too many intellectuals pleaded the sanctity of clearing the 'just debt' to the Ex-servicemen, still the government is adamant forcing them, the first patriots of this great Nation to take to streets with actions never thought of by these disciplined soldiers of the yore. This never happened in the history of the world. Now that the show of onetime Yoga demonstration is over which will be forgotten as an another annual event to celebrate, have the babus in the government got enlightens/strength to go for the OROP. Or, they are still stuck in their murky mindset? The present NDA government is yet to see the results of its initiatives with which they started fourteen months back. Black money in foreign banks are not to be realised, Swatcha Bharat is still the same unmanageable garbage, corruption in the government started drizzling and the down pour is not too far, FDI is going back and the promised OROP to ex-servicemen are held up due to indecision. When can we expect the government to take charge for the promised "minimum government and maximum governance"? There are now 195 independent sovereign states in the world (including disputed but defacto independent Taiwan), plus about 60 dependent areas, and five disputed territories, like Kosovo. Will the PM start governance after visiting all the other countries in balance on his schedule of foreign trips? It may take another failed term to complete this agenda which seems to be the prime duty to him for the Nation and himself.

    38. Governments cannot be trusted to deliver on its promises. This is a lesson the “aam janata” (common man) learnt long ago. But soldiers both in and out of uniform have been brought up in the traditional but naive belief that the government is the “mai baap” to look after them. This covenant has been broken perhaps irrevocably. Even if the government now implements the OROP tailored to suit its convenience, I doubt whether it will ever regain the unique position it occupied in the soldier’s mind. Now every government order runs the risk of being suspect, probably for the right reasons. This deficit of trust can be bridged only when the government makes the armed forces part of the decision making process in matters relating to national security. But this, many of us believe, will not happen in a country that has kept the armed forces for over six decades of independence. That is why Prime Minister Modi’s “Man ki baat” on OROP cut no ice with the veterans. Court rulings in favour of the soldier remain meaningless. The government has not complied with a number of Supreme Court judgements on granting of OROP. Who will enforce these rulings if the government stubbornly refuses to do so? Politicians twist the law in their own interest. If there is any doubt look at the Lalit Modi case where politicians of all hues managed to keep him away from the long arm of the law. Civil society exists for a select few. Despite the veterans raising a lot of noise and the media going on high octave on OROP issue, there is deafening silence from civil society. The plight of the disabled soldier or his widow living in abject poverty because they have not been paid their dues does not move them. Their hearts bleed only for select few: an extremist shot dead “to protect the public” or animals tested in laboratories. Agitation is the only way. Actually it has taken 40 years for OROP - an issue that veterans consider as gross injustice - to get noticed by the nation. That shows veterans are placed very low, probably just above the visually handicapped, in the nation’s priority list. The nation started noticing the issue only when veterans used the electoral bandwagon to extract promises from political parties. But it has not worked. So the agitation has to continue.

Why I don't trust Modi: firstly by his admission on "Mann ki Baat" Radio programme he said that while promising OROP to the soldiers again and again ( even before the serving soldiers) he never realised the implications of the financial difficulties. He is a man with his own whims and fancies to go it seems. On his sojourn to various countries in the last 14 months he ether went with a begging bowl or splurged billions of dollars as gifts/loans as if it is his own property. At no time the parliament acceded to these actions. The bank officials, the railway employees and other government officials do get their dues because of the politically supported unions. Members of parliaments and assemblies enjoy pay and perks/pensions with unanimous approval by both the Houses of Parliament. The orphan in the system is the bold SOLDIER who fought wars and calamities of sorts all these years since independence who is forced to go on to streets. It is a shame on part of the government of India and the elected government. Since independence the babudom supported by the Nehru, so called Gandhis (no disrespect to Mahatma Gandhi) till date to Modi is afraid of the Armed Forces to overtake them. Even today any success by the Armed Forces both in war and peace is credited to the government presided by the ruling party and the ministry and not to the soldiers who sacrificed their lives. Armed forces are the horses to ride on and discarded after use. Just go around any village in the U.S, they got a War Memorial revered, here we have a memorial to political leaders at every road junction. Our defence minister recently went to the extent of pointing that we never had a war in last 4 decades and the Armed Forces are at leisure. Then why we had the ministry of defence and the babus for the last 4 decades and that too wasting the defence budget unproductively? With such an unwanted Armed Forces why he presides a ministry with super ego babudom? Failing the soldier is the first and final defeat of our PM, Mr Modi which is unjust and he got no right to speak to the soldier directly in future. Let him hide from the three wings of the Armed Forces/War Veterans/War Widows who are sure to see and laugh at his crocodile tears. You can cheat once and not always.

    40. YJust a two day blackmailing strike by the Bank Unions (this happens ritually thrice in a year) brings an order like this. "I am directed to refer to your letter No. HR&IR/KSC/GOVT/365 dated 25th May, 2015 on the above subject and to say that Government has 'No objection‘ to IBA authorizing the Banks to pay revised salary and arrears of pay and allowances to serving officers and revised pension and arrears to existing pension optees retired w.e.f. on or after 1 11.2012 as per the provisions at the Joint Note pending amendments to the Officer's Service Regulations/Pension Regulations subject to the provisions made by the respective banks in the particular year. " Why can't the Armed Forces be treated with out any objection and issued similar orders so that our Supreme Commander, the President of India can favour us? If he delegates this power the three Chiefs, then they can promulgate the same and intimate the total/final/and recurrent expenditure to the DM and the FM for adjusting in their respective budgets which are minuscule compared to other extravagances. This will reduce the burden of calculating and recalculating the insults planned for us. Incidentally today, the Telangana CM allocated Rs 43000 crores for improving Hyderabad city. All we demand as a right is a fraction of this amount to improve the most degraded government servant in our country who till now is disciplined that too a PATRIOT of first order. Wake up before he gets weary and is ready to fight the government for his equal rights with the others. It is pity that COL INDERJIT SINGH Founder of IESL& OROP have to come in support of the ex servicemen and remind the government of its duty in his old age unsupported by anybody including the government.

At one time the minor minister for External Affairs, not long ago a General of the Army acted as though he was going to attack the Capital/ Union Government at the behest of the BJP in the last phase of the UPA Regime and he is awarded in a plum post he is holding as on date. Then the bureaucracy had leak in their pants. Days are not far in real terms both for the BJP and the bureaucrats with an equal and similar reaction. Just imagine a soldier comparing his financial security to that of a terrorist/ antisocial element/ blackmailing public servant to have a comfortable life. With the changing times the Armed Forces too will change their morality, then it is the present government that will be responsible for the degradation of the honour of our country. Is the PM ready to take such responsibility in degrading our Mother Land. Will he be instrumental to degrade our Armed a Forces to that extent? Still, the Armed Forces are disciplined to revere our Mother Land and never allow her discredited, but the DM, FM and the PM may resort to defame her. If the government fail to recognise the OROP demand an unexpected revolution will start from the barracks of the soldiers to blacken the faces of all political parties. Is Mr Modi prepared to own the responsibility for this degradation?

    46. Defence matters: Let down by military top brass. By Lt Gen Harwant Singh (retd). Our political executive needs to carefully read what Churchill, that great architect of victory in World War 2, wrote, “Armed forces are not like a limited company to be reconstructed from time to time as the money fluctuates. It is not an inanimate thing like a house to be pulled down or enlarged or structurally altered at the caprice of the tenant or the owner. It is a living thing. If it is bullied, it sulks, if sufficiently disturbed it will wither and dwindle and almost die and when it comes to this last serious condition, it is only revived by lots of time and money.” How far are the Indian defence forces from this last stage mentioned by Churchill!

    52. The iconic slogan “Jai Jawan, Jai Kisan” of the 1960s that ignited nationalistic fervour during the 1965 war with Pakistan will see a revival in August-September this year. The government plans to organise a series of events, including a display by the forces, to mark 50 years of the war. This comes at a time when the BJP-led government is trying to win over armed forces personnel and farmers. A section of the farmers is unhappy with the Union Government over the proposed changes in the Land Acquisition Act, while the veterans of the forces are angry over the delay in implementing the “One Rank, One Pension” (OROP) promise made by Prime Minister Narendra Modi. A series of events will be organised by the Army, Navy and the Indian Air Force between August 28 and September 26 on the lawns of Rajpath and Vigyan Bhawan. The war had ended on September 23, 1965, following a peace deal brokered by the United Nations. The events will include an exhibition at Rajpath. The golden jubilee commemoration of the war will not only recollect India’s victory over Pakistan, but also revive the legacy of former Prime Minister Lal Bahadur Shastri, who coined the “Jai Jawan, Jai Kisan” slogan during the war.

    53. The Public sector bank NPAs are 100,000 Crores. 13.4 lakh crores is the money to be recovered from foreign banks. 31 big tax defaulters with 1500 crores dues are yet to be recovered. While giving holiday to these defaulters, the FM and the PM are shying away paying a paltry 9000 crores of OROP to the honourable ExServiceMen.

Feb 24, 2015 News planted in media: The Government has accepted the 'One Rank, One Pension' scheme for the armed forces and the same will be put in place once the modalities regarding its implementation are approved, the Rajya Sabha was told today. "The principle of One Rank, One Pension for the armed forces has been accepted by the Government. The modalities for implementation have been discussed with various stake holders and are presently under consideration of the Government, " Defence Minister Manohar Parrikar said. He was replying to a question whether the Government had finally decided to implement 'One Rank, One Pension scheme' for ex-servicemen in defence forces. The Scheme will be implemented once the modalities are approved by the Government, the minister added. Parrikar had early this month said that 'One rank, One pension' scheme will be rolled out soon. The scheme, which seeks to ensure that a uniform pension is paid to defence personnel who retire at the same rank with the same length of service, irrespective of their date of retirement, has been a long-standing demand of the over two million ex-servicemen in the country.

    57. The contention expressed by the government that the jawans are already benefited out of the earlier correction to their pension amounts is not fully understood. The gap that was bridged to bring in parity utilising 5000 crores by the UPA government must be explained/supported with facts and figures for getting lesser increase by the jawans by Rs 525-1720. The officers naturally will get higher increase and this is no reason to stall the OROP as long as the government sticks to the two parameter based definition which will benefit all ranks with justice.

Islamabad, June 17: A day after Pakistan People's Party (PPP) leader and former president Asif Ali Zardari unleashed a tirade against the country's military leadership, Prime Minister Nawaz Sharif on Wednesday stepped in to defend the armed forces. The prime minister said the country was in a state of war, with officers of the Pakistan Army making headway in Operation Zarb-e-Azb. He said at a time like this, criticising the armed forces was unacceptable. He stressed that the army has the full support of the people of Pakistan, Geo TV reported. Also read: Pakistan will not hold dialogue on India's terms, says Sartaj Aziz Sharif, in a statement issued by the Prime Minister House, added that democracy has been strengthened because there was harmony between the political leadership and military leadership. Here in our country both the political setup and the bureaucracy fail the Services on many counts time and again.

Exactly 50 years after India and Pakistan fought their second war over Kashmir, in 1965, the Indian Army is commemorating its victory in a month-long celebration, in the capital that too without the servicemen who fought the war. Similar celebration will be celebrated by Pakistan too. According to sources, celebrations will include displaying tableaux, hosting cultural shows, exhibitions and dance dramas and film shows, over a month which will cost around Rs 35 crores. The army will also celebrate the important individual battles of the 1965 war including - Haji Pir Pass (in Jammu and Kashmir which was captured by Pakistani forces and freed by Indian soldiers), Khem Karan (in Punjab, site of a tank battle, won by India), Chamb (in J&K where Indian forces bravely resisted a Pakistani offensive), Burki (a town near Lahore which was captured by Indian forces with help of their armoured division), Phillora (near Sialkot, Pakistan, the site of one of the biggest Indo-Pak tank battles), Asal Uttar (in Punjab, where another tank battle was fought and won by India) According to the proposal, most of these celebrations will be held at Rajpath sometime in late August or early September. Replicas of Indian tanks and aircraft will be put up in areas like Connaught Place. Sources also say that Prime Minister Lal Bahadur Shastri's rousing speech at Ramlila Maidan, which gave India the famous slogan 'Jai Jawan, Jai Kisan', will also be played and broadcast at several places in the capital. Some officials compare the scale of the proposed celebrations to the 26 January Republic Day parade. After the war when Tashkent peace treaty was signed and both forces withdrew to positions as on 5 August 1965, Indian troops were deep inside Pakistan. At the end of the war, India had captured 1,920 square kilometres of Pakistani territory, against the loss of 550 sq km of its own territory. Around 3,200 Indian soldiers were martyred in the war compared to 3,800 from Pakistan. What was won on the battlefield was given up at the negotiating table. There is no doubt that India had successfully crushed Pakistan in 1965 in an outright military victory. By celebrating the 1965 war, the Modi government could be trying to appropriate subtly Lal Bahadur Shastri's legacy. RSS chief Mohan Bhagwat has recently lavished praise on the former prime minister, saying, "Only personalities like Shastri can keep shining like a bright sun in Indian politics." The BJP has earlier been accused of trying to 'appropriate' some leading Congress leaders like Vallabhbhai Patel and Madan Mohan Malaviya. Celebrating the 1965 victory could be an attempt to beat the drums of nationalism something that the Modi government has constantly identified with. The final authorisation of the proposal in its approved form will still be interesting to observe political overtones in the celebrations, if there are any. It is an irony to see those who fought that 1965 war are presently fighting the government for decent pensions. This will be a grand show of the political leaders/the bureaucrat setup who fought the war of '65 from their air conditioned offices with no veterans around.

    63. I think OROP is eye wash for JAWAN. See indian Express reports. Which says that JAWAN will get few hundred rupees increase from IROP. Whereas officers will get 10000 to 20000 increase permonth from OROP. And ISEM say that jawan will get 500 to 1700 increase because of less basic pay. I ask officer in the first pay commission the difference of 100% was difference in the basic pay of officers and jawan. Now the gap has gone up to 600% in officer and jawan. Because the officers always bithered about themselves. Nobody fought for Jawan. Now also they are also fighting for thenselve and taking support of Jawan in dharna. Exevery Jawan know that how they are treated during service. But jawan can not open their mouth due to regulation also jawan is never given representation in service. Jawan are for becoming SHAHID. Same will be if OROP decleared.

    66. In 1983, the Supreme Court had ruled in the case of DS Nakra and others vs Union of India that “pension is not a bounty nor a matter of grace depending upon the sweet will of the employer. It is not an ex-gratia payment, but a payment for past services rendered." The apex court spoke again on this issue in the case of Union of India & Maj Gen SPS Vains & Others in 2009. It ruled then that no defence personnel senior in rank could get a lower pension than his junior irrespective of the date of retirement, and that similarly placed officers of the same rank should be given the same pension irrespective of the date of retirement. On February 17 this year, the court, while hearing a contempt petition filed by Maj Gen (Retd) SPS Vains, directed the Centre to implement its six-year-old verdict and follow the OROP principle for retired armed forces personnel. It reminded the present government that the party had promised to do so in the run-up to last year’s Lok Sabha elections. The bench, comprising Justices TS Thakur and AK Goel, warned the government of contempt if it failed to abide by the order within three months. “We make it clear that no further time will be granted for the purpose of the implementation of the judgement." The OROP scheme has been on an endless journey for the past four decades. Successive governments had ignored it or pushed it to the backburner, suggesting that The Veterans are secondary to political expediency and politics. Last year, the PM had offered new hope when he said his government would implement it “as soon as possible”. While the euphoria generated by Mr Modi’s statements pre- and post-election has died down, we the military veterans are still cautious. We have been hearing statements before declaring that OROP has been “cleared”, “finalised”, “signed”. Now all we want is a GO that confirms the OROP scheme, putting an end to the pension disparity that has hurt so many veterans across ranks. The decades-long governmental apathy towards ex-servicemen’s demands has put a financial squeeze on veterans with their unreasonably low pensions. With in the three wings of the Services too with the better prospects in the corporate sector, hundreds of officers opt out of the services for better financial prospects. This has led to an acute shortage of manpower in the Armed Forces. While the Armed Forces are called upon to help in every major emergency – be it the Yemen evacuations, the Uttarakhand flood rescue operation, or Operation Maitri in earthquake-hit Nepal – there is nobody heeding the call when these men are in need. The Indian government must fulfil its much-repeated promise if it wants to keep the country’s Armed Forces motivated. Further, lured by the far more lucrative salaries in the corporate sector, the Armed Forces are an unattractive career option for the youth. “Ever since Narendra Modi took charge as the new Prime Minister, expectations have been running high. When expectations run high, so do disappointments. Despite the fact that some time is needed for implementing the various promises that his party had made during the Parliamentary elections, questions are also being raised as to why there is such a long delay.”

    67. This article is posted in four parts. After independence new pay scales were introduced for both civil and military officers. Pre-Independence civilian officers were allowed to retain their old, higher scales and the new scales applied to their post-Independence colleagues. In case of Army officers, those serving from before Independence were also brought on the new (reduced) scales! A Major's salary, Rs 1065 per month was reduced overnight to 700 per month, loss of about 30% salary; while his pre-independent bureaucrats continued to draw their old higher salary! Sardar Patel wrote on 22 March 1947 that this was very unfair to Army officers. Finance Ministry maintained that whereas in the case of civilian officers, the numbers involved were very small, they were very large in the Army and the Government could not bear the heavy financial burden! Today Armed Forces officers being lesser than civil bureaucracy, should the same logic not hold good, if funds are a problem for OROP? In a democracy can governments get away easily by actually reducing pay and pension of its employees? They can and have done this with the Armed Forces who cannot protest, form associations and blackmail the Government- like all others! Before we discuss the ongoing struggle for ‘One Rank One Pension’ (OROP) its merits and implications, let us get a historical perspective of past denials- indeed betrayal- of Armed Forces by successive Governments and bureaucracy in Independent India! Till the Third Central Pay Commission (CPC) in 1973, the pension for Armed Forces was 70%, and civil Government employees 30 % of last pay drawn! This was to compensate for the compulsory early Retirement of Armed Forces as compared to the Civilians, explained subsequently. However in the 3rd Pay commission (CPCs are formed mainly by bureaucrats till date) the pension percentage was made equal to both! It actually reduced Armed Force pension from 70% to 50 %, and increased civil pension from 30 % to 50%, on the logic that the Armed Forces were soon getting OROP, yet to see the light of the day even after 42 years! The implications of this were cruel to Armed Force veterans! Pre-independent veterans, many of them having fought, wounded disabled and survived in second world war, 1962 China war, Indo-Pak wars of 47, 65 and 1971- fighting five major wars and saved Kashmir and Srinagar for India from Pakistan – lost about 30% salary while in service and 20% loss in pension! Post- independence veterans lost 20% on their meagre pension and financially too lost out on full pay due to early retirement! Post 2 continued from the previous post 1: 4th CPC sanctioned ‘Rank pay’ in addition to Basic pay but due to ‘faux paus’ by the Controller of Defence Accounts(bureaucrats)- deducting ‘rank pay’ from total emoluments and then doing pay fixation-resulted in financial loss to the Armed Forces with negative cumulative effect on pay, DA, Pension, Gratuity and Commutation! After years of litigation, the matter was decided in favour of Armed Forces by the Supreme Court in September 2012, implemented by bureaucracy in 2014. 6th CPC ruled that pensions should be fixed at 50 % of the ” MINIMUM OF THE RANK IN THE PAY BAND, CORRESPONDING “. The bureaucracy erroneously placed the pensions of (only) Armed Forces at 50 % of the ” MINIMUM OF THE PAY BAND, CORRESPONDING”! 4 different ranks Lt Col, Colonel, Brigadier and Maj Generals were in the same Pay Band-4, and MOD placed all of them at the bottom of this pay band for pension fixation ignoring their ranks! The resultant utter chaos- officers of 4 different ranks and grades; drawing the same pension, irrespective of their Ranks and differences in length of service- yet to be remedied till today! Denial of even a few hundred rupees in the eighties while one was in service with family commitments to cope up, was indeed harsh! Imagine thousands of veterans who died and are dying every day and have all lost out on their full rightful pensions for ever! To those living since 1973, three-fold loss – being deprived of 20 % of their earlier pension(3rd CPC) plus loss of their genuine entitlements due to rank-pay calculation error(4th CPC) and Band pay(6th CPC)by bureaucracy! No errors were ever made while calculating the emoluments of civil bureaucrats- by themselves in all CPCs-getting their dues in time, unlike the Armed Forces! Now contrast this with how the bureaucracy had gifted to themselves “non-functional upgrade“ (NFU) in the same sixth CPC to officers in all India Group A services(IAS, IPS, IFS)- from which the Armed Forces were inexplicably excluded- wherein subject to certain conditions, even without being promoted a civilian could draw higher pay than their rank and grade- a sort of `pay-promotion/ compensation, reward for non-performance/ promotion, despite supersession- with the higher pay automatically resulting in higher pension on retirement, a modified OROP for themselves! ......continued in the following post 3.

    69. Post 3 continued from the previous post 2: Disabled civil employees are retained in service till 60 years with normal pension! Military personnel, where chances of disability are much more due to professional hazards, wars and risks are thrown out of service, often with these personnel denied even their disability pension? Capt Siddu’s right arm was amputated while on duty at high altitude in November 1970. After fighting legal battle in various courts for 40 years, and even burning his artificial limb at India Gate, he got justice! 0n 1 Apr 2010, the Supreme Court slammed the Union Government for treating Armed Forces personnel like “beggars” in respect of emoluments and pension and asked the authorities to adopt a more “humane approach” towards those bravely defending the country’s borders. They went to the extent of saying that “If a person goes to any part of Delhi and sits for begging, he will earn Rs1000 every day and you are offering a pittance of Rs 1000 per month for a man who fought for the country in the high altitudes and whose arm was amputated? It is unfortunate that you are treating them like beggars”. OROP for Armed force personnel should be examined in this background! One Rank One Pension (OROP) implies uniform pension for Armed Forces Personnel retiring in the same rank with the same length of service irrespective of their date of retirement, with future enhancement in the rates of pension to be automatically passed on to the past pensioners. OROP, despite acceptance and firm commitment by all political parties of all hues; the Parliament; the public; and by all pay commissions since 1973, and by Supreme Court ruling on 16 Feb 2015 for its implementation within three months(15 May) is not complied with! The Parliamentary (Koshiyari) Committee said, “There is merit in the demand for One Rank One Pension by Armed Forces Personnel, otherwise the matter would not have been considered time and again by various committees of the Government and Central Pay Commissions. It could have been rejected once and for all and principle of res judicata would have been applied to this demand”. Despite this the bogey of huge unrealistic financial outlay, similar demand by other central police forces and bureaucracy were spread to frighten the governments! Political parties In last 4 decades- because of party politics, coalition politics and struggle for its own very political survival- had neither the time, nor interest to get into the nuances of this complex problem! This resulted in heavy dependence on bureaucracy- well informed and well entrenched with its views- and the results are there for all to see! ......continued in the following post 4.

    70. Post 4 continued from the previous post 3: Why OROP only for Armed forces?

      1. About 88% Armed Forces Personnel retire between 35-37 years of age, and 90% out of the remaining retire 54-56 years, whereas ALL CIVILIANs retired earlier at 58 (now at 60 ) years. Thus the Armed Force Personnel miss pay increments due to successive pay commissions till 60 years of age due to compulsory early retirement which is the necessity of the nation to keep a young age profile in the Armed Forces.

      2. Restrictions on fundamental rights granted to a citizen are denied to the Soldier. They have no right to protest, form associations, agitate or complain about nature of duties, working hours, conditions and hazards!

      3. While civil employees are only subjected to Indian Penal Code, Armed Forces personnel, besides IPC, are also subjected to Military law and court-martial, swifter and harsher in nature!

      4. Tough postings in Hilly, High-altitude, jungles, deserts, insurgency prone areas, more often separated from families

      5. War risks, loss of limbs or life and poor compensation!

      MAY I RAISE A POINT HERE ABOUT PAY FIXATION OF ESM IN CENTRAL GOVT DEPARTMENTS THAT PBORS ARE NOT GETTING THEIR PAY FIXED IN MOST OF THE CENTRAL GOVT DEPTTS TO LAST PAY DRAWAN.FOR EXAMPLES IN DEPTT OF POSTS WHERE CPIO IS A RETD MAJOR ,EVEN HE IS NOT REPLYING RTIS OF PBORS IN PROPER WAY.THE DEPTTS OF CENTRAL GOVT ARE MIS INTERPRETING THE DOPT OMS ON PAY PROTECTION TO PBORS AND FIXING THEIR PAY TO THE MINIMUM OF POST RE EMPLOYED.
