     NON IMPLEMENTATION OF OROP RELAY HUNGER STRIKE AT JANTAR MANTAR NEW DELHI ANDOTHER LOCATIONS
     Dear Friends,
     Relay Hunger Strike enters 20th Day today at Jantar Mantar New Delhi and at more than 50 locations across the country.
     2.      There is a tremendous response from not only the Sainik Samaj but also from the civilian brethren and the youth of the country for the cause of the “Soldiers”.  Why the Govt has not yet implemented OROP,  is the question everyone is asking.
    3.      May we request all members of the Defence Fraternity to reach Jantar Mantar New Delhi in large numbers to showcase solidarity to our cause?   It is heartening to see senior officers have started visiting Jantar Mantar and are also taking part in the Relay Hunger Strike.  On 1st July,  11 General Officers alongwith two ladies took part which included four Lt Gens (Ex AG and Dy Chief) and seven Maj Gens.   42 Regular Course (33 NDA) have informed that they, as a course will visit Jantar Mantar on 05 July 2015.  Brig Rawat alongwith three officers and 15 JCOs and ORs from Uttrakhand are sitting on Hunger Strike today. Jatha of 60 Officers, JCOs and ORs have started from Amritsar today morning for Jantar Mantar.

    4.      May we request all ranks, and our supporters to visit Jantar Mantar in large numbers?  We specially request officers to come and motivate ESM sitting on Hunger Strike.  All those who, due to any reason cannot come to Jantar Mantar are requested to organize Relay Hunger Strike at respective locations across the country.
    5.      Friends, we are executing the Agitation with the aim of getting, Justice to the Soldiers.  OROP which had been sanctioned 15 months ago by the Govt has not been implemented.
    6.      Let us all join to strength the Protest Movement across the country.

    Congress has been targeting the government over the issue of prices of farm produce and has also accused it of working against the interests of jawans by not implementing the 'One Rank, One Pension' scheme.

    NEW DELHI: Taking a dig at the Narendra Modi government in the wake of a proposal for the doubling of MPs' pay, Congress on Saturday said it was "not the right time" to raise lawmakers' salaries when "farmers and jawans" are not getting their dues.
    Congress has been targeting the government over the issue of prices of farm produce and has also accused it of working against the interests of jawans by not implementing the 'One Rank, One Pension' scheme.
    READ ALSO: Govt rejects 70% proposals of Parl panel on MPs' salary hike "When farmers are deprived of fair MSP and Jawans of the OROP, it is not the right time to hike salaries/pension for MPs. Instead a transparent mechanism should be explored to determine salaries/pension of MPs," Ahmed Patel, political secretary to Congress president Sonia Gandhi, said on twitter. A parliamentary panel had pitched for a 100 per cent hike in salaries, constituency allowance and office allowance of MPs along with an approximately 75 per cent raise in pension of ex-MPs apart from facilities for their "companions" in place of "spouses". READ ALSO: Parliament panel wants doubling of pay, automatic pay revision mechanism for MPs Currently, an MP gets a basic salary of Rs 50,000 added by Rs 45,000 each for constituency and office expenses, which makes it to Rs 1.4 lakh per month. They wanted to double it to Rs 2.8 lakh per month. However, official sources said that the government is not willing to accept a majority of the recommendations made by the parliamentary panel, which is headed by BJP MP Yogi Adityanath.

    They said that the Parliamentary Affairs Ministry in its comments (Action Taken Report) sent to the panel on June 24 made it clear that it will not be able to consider a number of these recommendations even as it decided to send some others to the ministries concerned for taking an 'appropriate' view.

    3. Actually what these bureaucrats and the ministers concerned are doing at their tables? Are they waiting for the numbers of ESM to diminish by the grace of Lord Yama? This government has turned out to be one with no machinery to take decisions. All that the PM has to do is a give a date before 15 July 2015 as demanded by The IESM. But he is waiting for a miracle to happen. If the active Armed Forces hesitate a minute, hell will fall from the skies.

    4. This OROP must have been implemented by the government on their own without asking in view of improving the morale of the troops. Battles were lost in the past when the soldier's morale was interfered and spoiled. Without any CPC recommendations, the government must improve the pay and perks of Servicemen of the Armed Forces from time to time. And our General Officers even though selected by the political setup/bureaucrats of the DM must not sacrifice the prime battle winning factor, the morale of the men in uniform. Successive Generals failed us in the past and continue to do the same. If the top brass fail in this respect, if the troops talk about this in public, it will amount to MUTINY. Such a situation is unwarranted by our Armed Forces after all these years of unblemished service to the Nation. Will the serving top brass wake up and put pressure on the PM and the DM at this juncture for a well meaning welfare for the Servicemen and the ex servicemen? The OROP scheme is being treated casually by the government as though it is a scam like others going around the country, thus sleighing away our protests. The weak and old are brought out on to streets. Is this an healthy projection of the care given to the senior citizens of an elite PATRIOTIC force?

    5. The weakness of ExServiceMen lies in their isolation form Unions and political parties. The other institutions of the State and Central Governments and allied services like the Banks get monetary support from their union's political wings, thus their mobilisation is easy and they can inflict havoc on the Nation, thus getting their demands fulfilled overnight. The Armed Forces being apolitical, with a disciplined way of life can never blackmail the government as it is a part of the government in its sincerity. The egoistic bureaucrats to have an upper hand over the top brass of the Armed Forces are harming the majority of the Service Men and the ExServiceMen. It is common knowledge that the bureaucrats in their own interest with political support did dilute the interests of the Armed Forces both in terms of machines and men. This was possible because of the close nexus between the top bureaucrats and the government's of political hues getting closer in various scams in the past 60+ years. Most of the scams involving the Armed Forces are due to the bureaucrats in the Ministries of Finance and the Defence thus paving way to neglected Armed Forces. Onus lies on the Armed For several and not on these politicians and these bureaucrats if the security of the Nation is breached. Media must give importance to this aspect and bring in intellectuals discuss it on public platform in near future. This fight for ORP must be seen as the first step to bring down the bureaucratic supremacy. This will ensure our Mother Land a safe, secure and happy Nation.

The British system of higher pension at 70% of the last drawn basic pay for Armed Forces personnel was due to their rather early retirement and extremely limited promotion avenues, leaving aside the travails of military service and this continued till about the fifties whereas a civil employee’s pension was 30% of his last pay drawn. In the 3rd CPC the government reduced the pension of ESM of the Armed Forces from 70% to 50% and jacked up that of civilian employees from 30%to 50%. This was done without any justification by the bureaucrats with no change in the employment parameters of the two set of employees. To earn full pension, that is, 50% of the last pay drawn, an employee has to serve for 33 years. But in the case of Armed Forces, over 85% are compulsorily retired before that length of service. Later, dispensation of 10 years was given which was subsequently increased to 12 years. Even with this dispensation, 80% of ESM do not get 50% of the last pay as pension. In their case pension works out to approximately 37% of the last pay drawn. It has been a simple case where you compulsorily retire a soldier after 17 years’ service and then tell him that he cannot get full pension because he did not serve up to 33 years. The latest move has been a mischievous attempt to create some rift between Officers and Soldiers by highlighting the gap in the increase in pension in the case of Officers and that of Soldiers. This comparison is to put one more spanner in the works. False and mischievous as it is, it has all the portents of creating serious problems in the interpersonal relationship in the Armed Forces. Such false projections will greatly harm Indian Armed Forces as a cohesive and potent force. Again in their second thought, these ‘bleeding hearts’ who have suddenly come alive should rather pitch in for waiving 33 years’ conditionality to earn 50% of the last pay drawn as pension, in the case of soldiers. This is what the top brass of the Armed Forces must pitch in for. They owe this to their soldiers. These bureaucrats and the politicians come and go, but the Armed Forces as an important institution of the Nation's security must not be tinkered at will.

    11. Till recently both the PM and the DM had verbal diarrhoea of sorts. Now, after 21 June both of them took to"maun yoga" it seems. Only way both of them can escape the OROP is to announce Emergency in the country. If they conceded to the betterment of the pensions of the senior citizen ESM the end effects of recent four scams may ease out. Will some bureaucrat advice him?

The Supreme Court on 18 Feb 2015 had directed the Centre to implement its six-year-old verdict to follow the one rank, one pension (OROP) principle for retired armed forces personnel, reminding the BJP government that it had promised to do so in the run-up to last year’s Lok Sabha elections. A bench of justices TS Thakur and AK Goel warned the government of contempt if it failed to abide by its order within three months. The Additional Solicitor general Pinky Anand who assured the bench that modalities would be worked out till then. Had the SC took action after three months of mandated date proscribed by the learned judge? Will the IESM remind the SC of this lapse by the government for not implementing the OROP?

    14. Sometime back Digvijay Singh of Congress tweeted, “One rank one pension is a commitment made to Defence Personnel by both UPA and NDA Govts, can’t go back on it. Collective Credibility of all Politicians & Political Parties at stake. Would PM show courage or it is another U Turn?” Had he answered his political opponent's challenge? Poor man is in thick soup in ModiGate Scam, and may require time to recollect his senses.

    15. Glad to know that the country's GDP crossed over to 2 USD Trillion plus. But poor Finance Minister and his bureaucrats are grouping in darkness to find a million dollars that too in INR for the OROP Scheme. This is laughable situation when his friends are being saved by him in billion dollar hawala cases. Anyway he will get relieved of the ExServiceMen and their demands shortly when he is thrown out because of his adamancy in ModiGate.

    16. It is common knowledge that the Parliament usually never does business due to walk overs and most of the bills are passed through ordnance route. This is possible as there is no opposition to sit in authority. So by closing the Parliament for one entire year and stopping the pay/pensions/perks of all MPs and putting a stop to bureaucrat's foreign and local tours, easily the soldiers can be given double of their legitimate OROP leaving behind a huge chunk for other uses on public forum. The MPs as usual can live on their MPLADs contented fully.

I would like to draw the attention of veterans residing in and Delhi to spare at least a day in a week to come to Jantar Mantar and join the protest being oraganised by united front of exservicemen.At least think about the veterans sitting on hunger strike.I salute the veterans sitting on relay hunger strike especially from Punjab, Haryana.They have participated in large number.Even a few veterans are there in jantar mantar have come all the way from Pune and other parts of our country and are looking after the arrangements in Jantar Mantar under the able guidance of Maj.Gen. Satbir Singh,col Anil kaul sh G.S Sidhu and others.So veterans of Delhi NCR come and join the agitation and support whole heartedly till we get impletation letter of OROP from this lazy Govt.       In guise of privy purses, all MPs are privileged to get free laundry services, curtains are washed once three months even toilet tissues are free. their travel expenses are enhanced from 1 lac to 4 lac alongwith their companion, you can make out the meaning companion whether spouse or any one else, free water supply, free phone calls, quota for LPG cylinders, above forty air sorties are allowed, constituency allce of 50 thousand rupees, even their undergarments are free. will u please explain after foreign tour what financial impact they have brought on indian economy, free tour to foreign when come to the matter of OROP they declare themselves as penniless , penury post dhiwala bankrupt, it is MPs pay hike or looting the country, their life is precious and important, PM declares himself as prime sewak, no he is the supporter of crony capatalist, only mahamayee goddess can save indian from the clutches of MODI

    19. IT IS YEARS OF STRUGGLE GOVERNMENT CONCEDED OROP SCHEME FOR THE ARMED FOTCES VETERANS. HOWEVER, EVEN AFTER AN YEAR OF THE ANNOUNCEMENT THE PM/RM HAS NOT IMPLEMENTED IT. THE REASON IS THAT THE BUREAUCRATS AND ACCOUNTANTS WORKING IN THE CONCERNED DEPARTMENTS OF DESW (DIRECTORATE OF EX-SERVICEMEN WELFARE) AND CGDA (COMPTROLLER GENERAL OF DEFENCE ACCOUNTS) ARE TRYING TO SCUTTLE AND UNDERMINE THE PROPOSAL. THIS IS VERY SAD AS IT DIRECTLY AFFECTS THE MORALE OF OUR ARMED FORCES WHO LAY DOWN THEIR LIFE FOR THE COUNTRY AND FELLOW COUNTRYMEN. OUR BRAVE SOLDEIRS HAVE NEVER COMPROMISED THE CALL OF DUTY WHETHER IN THE FACE OF ENEMY OR A NATURAL CALAMITY LIKE FLOODS, EARTHQUAKE. OR ANTI- TERROR OPERATIONS. HUNDREDS OF OUR SOLDEIRS DIE EVERY YEAR FIGHTING THE TERRORISTS IN KASHMIR AND OTHER AREAS. HOWEVER, WHEN IT COMES TO THEIR WELFARE LIKE PAY, PENSION AND PERKS THE CIVILIAN BABUS TRY TO UNDERMINE THE EFFORTS AND SCUTTLE THE PROPOSALS. THERE CAN BE NO UNGRATEFUL ACT MORE SINFUL THAN THIS. IT NEEDS TO BE NOTED HERE THAT THE BABUS AND ACCOUNTANTS WORKING IN DESW and CGDA HAVE SUCCEEDED IN DELAYING IMPLEMENTATION OF OROP FOR VETERANS BUT HAVE HAD NO OBJECTION FOR APPROVING BUREAUCRATS TREATMENT ABROAD ALONG WITH AN ESCORT ON GOVERNMENT EXPENSES. IT IS A PITY TO SEE THE WAY INDIA TAKES CARE OF THE SENIOR CITIZEN VETERANS. THIS DELIBERATE DELAY IS GOING TO AFFECT THE MORALE OF OUR ARMED FORCES AND WILL HAVE A LONG TERM EFFECT. OUR NATION NEEDS TO REMEMBER THEIR SACRIFICES FOR THE COUNTRY AND BE SENSITIVE TO THEIR LEGITIMATE DEMANDS. IN VIEW OF THE ABOVE, ALL THE ESM MUST PETITION BRING THIS DELIBERATE ATTEMPTS TO PUT OFF OROP TO KIND ATTENTION OF OUR PRIME MINISTER THROUGH THIS PORTAL. I REQUEST ALL THE PEOPLE TO SUPPORT THIS PETITION OVERWHELMINGLY SO THAT THE ISSUE IS RESOLVED EXPEDITIOUSLY. THIS WILL MAKE A HUGE DIFFERENCE IN UPLIFTING THE MORALE OF OUR ARMED FORCES AND RESTORE THEIR FAITH IN THE GOVERNMENT.

    20. Ex-Army Chief Wants OROP Policy in Force.
      CHENNAI: Former Chief of Army Staff General Bikram Singh on Friday said that the Narendra Modi government should fulfill its commitment of implementing the ‘One Rank One Pension’ policy for the Armed forces, at the earliest. Speaking to reporters on the sidelines of the 14th MMA Awards for Managerial Excellence, the former Army chief said that the government should fulfil its commitment at the earliest, failing which it would affect the morale of the troops. The former chief’s statement comes in the wake of fears that ex-servicemen could boycott the government’s plans to commemorate the 50th anniversary of the 1965 India-Pakistan war. Interestingly, ex-servicemen have been voicing their protest over the delay in implementation of the promise made by the government and have threatened to boycott government functions. Earlier, Gen Singh said that during his experience of 42 years in the Armed forces, he learnt that both management and leadership went hand-in-hand and urged corporate houses to induce the Indian armed forces culture to succeed. “What is that it inspires a soldier to give his life to the nation. He fights for name and fame. He is motivated to give his life and it is the value based culture of the army. This culture should be incorporated in all the organisations,” he said. He said that the corporate value system should change. “Values are integrity, loyalty, duty, respect, selfless service, morale value. This is what the Army believes in and values,” the former Army chief said. He highlighted the challenge being faced by corporates to retain people. “Employees should leave as ambassadors, not as a disgruntled lot who hate the organisation. This can happen only if the organisation believes in family values with bond love, affection and commitment,” he said.

If the Yoga Day extravaganza on Rajpath on June 21 gave a sense of the Narendra Modi government’s talent for the mass mobilisation of sentiment, it is going to put that expertise to use again soon for another spectacle – one that will be even more grand and will last for almost a month. The proposed Golden Jubilee Commemoration of Indo-Pak war of 1965 at the end of August are aimed at extolling India’s victory over Pakistan and at appropriating the legacy of former Prime Minister Lal Bahdur Shastri from Congress. Sadly the ESM will not be part of it. This will be the first time that India will commemorate a war so elaborately. So far, Republic Day has been the only occasion on which the three Services come out to display their might. It would seem to be part of the BJP’s continued attempts to appropriate the memory of Congress leaders who are not part of the Nehru-Gandhi family. After Sardar Vallabhbhai Patel, it now seems to be the turn of Lal Bahadur Shastri, who was the prime minister during the 1965 conflict. The sad part is that the Veterans who fought the war are totally neglected and forgotten. This is like a marriage celebration with no bride and groom.

      I would like to add when the armed forces are asking orop which is their right. Then why not we should include short service commissioned (SSC) officers for orop as they join the forces at very young age and leave service at 10 or 14 years of service. Leaving job and starting a fresh life is not so easy either they must be given permanent commission (PC) or they must also get pension as they are also going service to country as our politicians do one term of MP/MLA and life is secured with pension life long with other addon facilities. Whereas the SSC officers neither get pension nor any benifits for serving country
