New Delhi:
The official notification for One Rank One Pension (OROP) scheme will
be issued before Diwali, defence minister Manohar Parrikar on Friday
said.
The announcement comes on a day when protesting ex- servicemen
decided to step up their protests and return their medals across the
country starting 9 November.
“As you are aware, it will be issued before Diwali,” Parrikar told
reporters in New Delhi in reply to a question when the official
notification on OROP will come out.
The government had on 5 September announced the OROP scheme for the veterans but an official notification was awaited.
The government has cited the Model Code of Conduct for the Bihar
polls as the reason behind the delay. Even after government had
announced OROP scheme, a section of the veterans had continued their
protest citing seven lacunae, including annual equalisation, 2013-14 as
the base year among others.

the outset, we, the veteran NCOs & JCOs and Widows, from all the
three wings of the defence forces, who have come together under the
banner of 'Armed Forces Veterans Association of India (AFVAI)'
extend you a very warm DIWALI greetings! We wish all the staff members
of Ministry Of Defence too, a very happy and prosperous DIWALI.
Sir,
we would also like to express our sincere thanks and gratitude to you
for the notification of OROP, on 7th November 2015, by which you made
our DIWALI, colourful. All our family members too join with us in
thanking you.The
OROP struggle began four decades ago. While we would not like to
particularly blame anyone for the undue delay, we would be failing in
our duty if we donot thankfully acknowledge your unflinching commitment
to the cause of OROP, due to which the 7th November notification became
possible. Inspite of all the constraints that come in the process of
collective responsibility, you have ensured that this long pending
benefit is extended to us without further delay. Sir, we all stand up
together and salute you for the same!
Sir,
we are also quite aware of the present stand of our government that no
further concessions are possible under OROP. Yet we bring to your kind
attention that the NCOs and JCOs, who constitute 95% of the total
strength of military veterans have some basic and fundamental
differences with the very narrative of OROP. This does not address at
all the core issue of early retirement and truncated service for which
the OROP was originally demanded. Since we were not organised the way we
are now, we could not bring these issues to the notice of the
authorities in government earlier.
Sir,
we would therefore request you kindly give us an opportunity suitable
to your convenience, to felicitate you on behalf of AFVAI and explain
our genuine concerns in person to you.

Notification for Implementation of OROP Issued
The
Government today issued the notification regarding implementation of ‘One Rank
One Pension’ in respect of Defence Forces personnel.
Defence
Forces of India have a rich history and tradition of bravery and gallantry.
Defence forces have not only defend our borders with exemplary courage and
valour but have also performed with fearless attitude and empathy in natural
calamities and other trying circumstances. Government of India recognizes and
respects their contribution.
The
issue of One Rank One Pension was a long standing demand. Defence Forces had
been demanding it for almost four decades but the issue could not be resolved.
However, Prime Minister Shri Narendra Modi had made a commitment to implement
it for the welfare of the ex-servicemen. Accordingly the Government had
announced modalities for implementation of OROP on 05.09.2015. The Government
Order by Ministry of Defence, which could not be issued due to model code of
conduct, has been issued today.
Salient features of the OROP as stated in the
Order are as follows:
I.
To begin with, pension
of the past pensioners would
be re-fixed on the basis of pension
of retirees of
calendar year 2013 and the
benefit will
be effective with
effect from
1.7.2014.
II.
Pension will be re-fixed for all pensioners on the basis of the average of minimum
and maximum pension
of personnel retiring in 2013 in the
same rank and with the same length of service.
III.
Pension for those drawing above the average shall be
protected.
IV.
Arrears will be paid in four equal half yearly
instalments. However, all
the family pensioners, including those in receipt of Special/Liberalized family
pensioners,
and Gallantry award winners shall be paid arrears in
one instalment.
V.
In future, the pension would be re-fixed every
5 years.
4. Personnel who opt
to get discharged henceforth on their own request under Rule
13(3)1(i)(b),13(3)1(iv) or Rule 16B of the Army Rule 1954 or equivalent Navy or
Air Force Rules will not be entitled to the benefits of OROP. It will be
effective prospectively.
5. The Govt. has decided to appoint a Judicial
Committee to look
into anomalies, if
any, arising out
of implementation of OROP. The Judicial Committee will
submit its report in six months.
6. Detailed
instructions along with tables indicating revised
pension for each rank and each category, shall be issued separately for updation of
pension and payment of arrears directly by Pension Disbursing Agencies.
The previous Government had
made a budget announcement to implement the OROP and made a provision of Rs
500 Crore. The present Government undertook the task earnestly and realized
that the actual additional annual expenditure would be eight to ten thousand
crore at present and will increase further in future. Notwithstanding the financial constraints, true to its commitment the present Government has issued
the Government order to implement the OROP in true spirit.

Bollywood celebrities Bhumika Chawla and Priya Gill enlivened the atmosphere with their charming presence and address.
Ms Sunita Garware a known personality of Mumbai and d/o Lt Gen Bakshi ex comdt NDA expressed her solidarity and made very significant financial contribution.
Col Advani leading the missed call campaign apprised that he has reached the figure of 28 lakh. His tgt is two crore and his company Haweyey will bear the full expenditure of 25 Lakh.

AT THE END EVERYONE WAS LEFT WITH NO DOUBT THAT OROP AS ANNOUNCED BY DEF MINISTER IS A SHAM POLITICAL STATEMENT AND NOT ACTUAL OROP AS APPROVED BY TWO HOUSES OF THE PARLIAMENT.
If actual OROP is not announced by the govt by Diwali ESMs all over India will celebrate KALI DIWALI.
Media coverage was good and we are thankful to entire media spectrum. However taste of the pudding will be known tomorrow.

Retired paramilitary officials to hold OROP stir from tomorrow
After military veterans, retired paramilitary officials will
now hold a ‘dharna’ here tomorrow demanding One Rank One Pension (OROP)
benefits and other privileges under the ex-servicemen category.
An association of former officials of forces like CRPF, BSF, ITBP, CISF and SSB will hold the sit-in at Jantar Mantar for implementation of their demands which they say have been in the waiting for the last over a decade.
“Our major demands to the government are the granting of OROP to paramilitary veterans like military personnel, exemption of serving troops from contributory pension scheme and extending full benefits to these forces under the ex-servicemen category.
“The ‘dharna’ and protest will begin on November 2 at 10 AM at Jantar Mantar,” national general secretary of the All India Central Paramilitary Forces and Ex-servicemen Welfare Association P S Nair said.
He said the association has already sent a memorandum to the government in this regard and failing to get any reply they have decided to begin the protest here.
“The country cannot sleep peacefully even for a day without the paramilitary forces. There is no proper rehabilitation ensured for these forces.We need the support of the government and public in bettering the lives of these men and women who are on job 24×7 in hard working conditions,” Nair said, adding the defence and paramilitary forces should be kept on equal footing while granting service benefits.
The association claims to have support of a maximum number of state chapters in this regard and has met senior government leadership in this context earlier.
The agitators have also demanded that benefits of health care and canteen facilities should be extended to the families of both the serving and retired personnel.
“The agitation beginning tomorrow will be held for three-four days and if the government does not listen to us we will begin a large action from March next year,” Nair said.
There are about nine lakh personnel serving in these forces working under the Union Home Ministry while there are an equal number of retired personnel and their families in the country.
