    1.         Table has been made using real data available and best across three Services.
    2.         Stepping up has been done in cases where the pension for greater length of service in a rank is lower than the lesser length of service in the same rank.
    3.         Stepping up has also been done in cases where the pension in senior rank is lower than a junior rank for the same length of service.
    4.         In cases where real data is not available, the date of next rank for same length of service has been used reducing the pension by half the difference in Grade Pays.
    5.         The Enhanced Ordinary Family Pension will be equivalent of the re-fixed retiring pension. Special Family Pension will be 120% of the re-fixed retiring pension and Liberalised Family Pension will be 200% of the re-fixed retiring pension. 
    6.         For lower disability less than 100%, the above figures will be reduced as applicable

    DA MERGER TO BE CONSIDERED

    A meeting was held today between the Cabinet Secretary(Government of India) and Secretary(Staff Side), National Council(JCM), wherein the undersigned raised the issue of non-holding of meeting of the NC/JCM since more than last four years.
    While emphasizing on improvement in functioning of JCM Forum, I demanded effective functioning of the National and Departmental Council(JCM) at all levels.I raised the issue of non-consultation with the Staff Side while deciding Terms of Reference of VII CPC on the back of Staff Side.
    I demanded inclusion of issue of Merger of Dearness Allowance with Pay and Payment of Interim Relief should either be settled by the Central Government or it should be referred to VII CPC with specific instructions that, it should be deliberated immediately, and the issue of Interim Relief must be decided within three months.
    I also raised the issue of rumour spread in the air for bringing 5 days a week working to six days a week. The Cabinet Secretary said, so far there is no proposal of five days a week working at the anvil. Copies of the letters written by the undersigned to the Cabinet Secretary in connection with the above subjects are being enclosed herewith for ready reference.
    The Cabinet Secretary discussed all these issues and heard viewpoint of the Staff Side very patiently and assured that he would try to hold meeting of the National Council(JCM) at an earliest.
    So far as merger of DA with Pay and Payment of Interim Relief are concerned, Cabinet Secretary assured for appropriate action.
    He also assured for effective and smooth functioning of the JCM Forum .

    PM ASSURED OROP FOR ESM

    My government is committed to One-rank One-pension,” said PM Modi on board INS Vikramaditya. “There were many promises on One-rank One-pension, but no action was taken,” he added. He further mentioned that the security of the country is his top priority. “We want to see eye-to-eye with the world. We don’t wish to threaten others, neither do we wish to bow down before others,” he said.
    Prime Minister Narendra Modi on Saturday visited the country’s largest warship INS Vikramaditya off Goa coast in Arabian Sea, showcasing India’s naval prowess. Arriving on board the warship in a Sea King chopper, the Prime Minister was given the ceremonial guard of honour by the Navy and was briefed about the warship, which will be dedicated to the nation today.

    OROP LATEST DEVELOPMENTS

    The briefing by service hq to Finance and Defence Minister has been completed. The briefing was attended by the 
    1. Minister Sh Arun Jaitley
    Three chiefs along with their vice chiefs.
    1. Secretary Defence
    2. Secretary DESW
    3. Secretary Expenditure
    4. CGDA
    5. Armed Forces Pay cells heads of three services.
    6. Chairman IESM Maj Gen Satbir Singh 
    7. Chairman IESL Maj Gen Balbir Singh
    8. Col Sharma of RDOA
    The briefing was conducted by Maj Gen Agarwal Head of Armed Forces Pay cells. All relevant points were impressed upon. Expected question about the expenditure came up during the presentation and the someone threw the feeler that the exp is too much and there must be a mid way. It looked as if it was already planted in the mind of Minister. It was definitely pre-planned way to side track the correct definition of OROP. Estimated exp of Rs 5000 crores.
    At this point Gen Satbir Singh interjected and let it be known to everybody that there is only one correct definition of OROP which has been approved by Koshiari Committee and also approved by Parliament in Budget of UPA Govt on 17 Feb 14. Gen Satbir  impressed upon that OROP has been sanctioned by UPA Govt but they did not get the advantage of it as they lacked conviction to implement it. Sh Raj Nath singh and Sh Modi had given assurances to IESM and in many meetings that BJP Government will implement it holistically. This is no time to go back on your promises. Ex-servicemen family will not accept this and any dilution of the definition of OROP.
    He further pointed out that following points do not find mention in the DGL, If possible these should also be included in the DGL prepared by Armed Forces Pay cells. 
    1. OROP for disability pensioners and in that all cat of disability pensioners must be included
    2. All categories of family pensioners must be included in the OROP.
    At the end one can say that meeting ended with a positive note and hopefully work on issuance of implementation letter will start in right earnest.
