    7th Pay Commission: Employees may not get good news on pay hike soon

    New Delhi: The long wait of central government employees for new pay hike may not end soon.
    FM Arun Jaitley figured out the best way to relieve pressure to form the National Anomaly Committee.
    The National Anomaly Committee (NAC) is expected to hold a meeting soon to discuss various points regarding the pay irregularities arising out of the 7th Pay Commission’s recommendations.
    The 22-member NAC panel is headed by Ajay Mittal, Secretary, Department of Personnel and Training (DoPT) is likely to submit its report on pay irregularities to Finance Minister Arun Jaitley in December.
    A letter of Department of Personnel and Training (DoPT) dated 30.10.2017 addressed to Shiv Gopal Mishra, Secretary, Staff Side, National Council JCM stating that the demand for increase in minimum Pay and fitment formula do not appear to be treated as an anomaly, therefore, these do not come under the purview of National Anomaly Committee (NAC).
    Finance minister Arun Jaitley had agreed to resolve the problems of minimum pay hike of central government employees, who had met representatives of several central government employees’ unions leaders on June 30, 2016 for almost two hours in home minister Rajnath Singh’s house with other two cabinet ministers—Rajnath Singh and Suresh Prabhu and assured them a high level committee would look into the increasing minimum Pay and fitment formula.
    Jaitley’s assurance had prevented several central government employees’ unions to go indefinite strike from July 11, 2016.
    Jaitley had promised to hike minimum pay after discussions with all stakeholders, so the government was under mounting pressure to form a high level pay hike committee and Jaitley figured out the best way to relieve pressure to form the National Anomaly Committee headed by Secretary, Department of Personnel and Training (DoPT) in September, 2016 to look into pay anomalies arising out of the implementation of the 7th Pay Commission’s recommendations.
    “The high level committee has not yet been constituted. The National Anomaly Committee (NAC) has also not discussed pay hike agenda even though staff Side has repeatedly demanded discussion and settlement as per the assurance given by Union Finance Minister,” a central government employees’ leader told us.
    However, a top Finance Ministry official, who did not wish to be named told The Sen Times here today, “The National Anomaly Committee (NAC) is the high level committee and the government’s argument that the case of increase in minimum Pay and fitment formula, a jurisdictional dispute, which is beyond the purview of the National Anomaly Committee (NAC).”
    “Cases where there is a dispute about the definition of “anomaly” and those where there is a disagreement between the staff side and the official side of NAC on the anomaly will be referred to and “arbitrator” to be appointed out of a panel of names proposed by the two sides. However, this arbitration will not be a part of the JCM Scheme,” he added.
    The unions have been demanding minimum pay Rs 26,000, higher than the Rs 18,000 approved by the cabinet on June 29, 2016 on the 7th Pay Commission’s report and asked to raising fitment factor 3.68 times from 2.57 times.
    The sources said “ government may to go ahead for hike in minimum pay Rs 21,000 from Rs 18,000 and fitment factor may be raised 3.00 times from 2.57 times uniformly in next financial year.”
    Earlier, the government gave nod the 7th Pay Commission proposal of minimum basic pay from Rs 7,000 to Rs 18,000 per month while the maximum basic pay from Rs 80,000 to Rs 2.5 lakh with a fitment factor of 2.57 times uniformly of sixth pay commission’s basic pay.

    IMPORTANT
    LATEST POSITION REGARDING MINIMUM PAY AND FITMENT FORMULA — GOVT INFORMED STAFFSIDE NATIONAL COUNCIL JCM THAT INCREASE IN MINIMUM PAY AND FITMENT FORMULA WILL NOT COME UNDER ANOMALY COMMITTEE ITEM.
    During the last 2 – 3 months both print and electronic media are continuously reporting that increase in 7th CPC Minimum Pay and Fitment Factor is under serious consideration of the Govt. and National Anomaly Committee will give its recommendation to Govt. and orders for increased Minimum Pay and Fitment Formula will be given effect from April 2018. We are reproducing below a letter from Govt. dated 30.10.2017 addressed to Secretary, Staff Side , National Council JCM stating that the demand for increase in Minimum Pay and Fitment Formula will not come under the purview of National Anomaly Committee. Further Govt. has not yet constituted the HIGH LEVEL COMMITTEE for increasing Minimum Pay and Fitment Formula as assured by the Group of Ministers including Home Minister Sri Rajnath Singh, Finance Minister Shri Arun Jaitley on 30.06.2016. The so-called Senior Officers Committee has also not discussed this agenda even though staff Side has repeatedly demanded discussion and settlement as per the assurance given by Senior Cabinet Ministers. Now 17 months are over. 32 lakhs Central Govt. Employees and 33 lakhs Pensioners are being continuously betrayed by the NDA Govt.

    7th Pay Commission: Central trade unions on a 3-day dharna in front of the Parliament

    New Delhi: As many as 10 central trade unions have gone on a three-day “Dharna” in front of the Parliament to protest against the delay in minimum pay hike under the 7th Pay Commission as demanded by the unions. Central government employees have been demanding a hike in minimum pay to Rs 26,000 from Rs 18,000, originally recommended by the 7th Pay Commission.
    Earlier in July 2017, the government had approved a hike in allowances as per the recommendations of the 7th Pay Commission while the hike in salary was approved in June 2016.
    The unions also decided to launch their protest against the government over giving no heed to their 12-point charter of demands on minimum wage, social security and others.
    The National Anomaly Committee (NAC), which was formed to resolve all matters related to the anomalies in the implementation of the 7th Pay Commission, is looking into this, a leader of central government employees unions had told The Sen Times earlier.
    As per him, the NAC was supposed to meet in October. However, the meet was postponed due to the elections in Gujarat and Himachal Pradesh. The trade unions are now expecting a decision in this regard in January after results of the state elections are announced, as per media reports.
    The trade unions that have called for the protests are: All India United Trade Union Centre (AICCTU), Trade Union Coordination Centre (TUCC), Indian National Trade Union Congress (INTUC); All India Trade Union Congress (AITUC), Hind Mazdoor Sabha (HMS), Centre of Indian Trade Unions (CITU), Self Employed Women’s Association (SEWA), All India Central Council of Trade Unions (AICCTU), United Trade Union Congress (UTUC), Labour Progressive Federation (LPF).
    According to media reports, the NAC may suggest hiking minimum pay to Rs 21,000 from Rs 18,000 and the Fitment factor is likely to be raised to 3.00 times from the existing 2.57 times.
    The central government employees had demanded a rise in Fitment factor to 3.68 times for all employees.
    The 7th Pay Commission, headed by Justice AK Mathur had suggested raising the minimum pay from Rs 7,000 to Rs 18,000 per month and fitment factor to 2.57 times, which was approved by the Cabinet on June 28 last year.

    REGION WISE CSD APPLICATION FORM FOR EX-SERVICEMEN
    As a welfare measure for Ex-Servicemen, CSD application forms can now be downloaded directly from this website as per various regions. This facility is only for Ex-Servicemen & not for serving personnel. In case you are a serving personnel you are requested to approach your dependent URC for the forms.
    Instructions :-
    1. This facility of online canteen application forms is meant only for ESM. This service is being provided to make canteen application forms easily accessible to ESM.
    2. All other procedures of vetting of documents, submission of application forms, countersignatures, payment of charges shall continue to be effective as before.
    3. Please confirm if you are an ESM before proceeding with downloading the canteen smart card application form.
    4. Please select appropriate application form as per the region of your canteen where the application form is being submitted. The regions for canteen smart card application form process are North, East, South, West, Central and Delhi (NCR).
    5. Canteens in following areas fall under Delhi (NCR) for canteen application forms process:-Delhi NCR (including Noida, Ghaziabad, Faridababd, Gurgaon, Manesar, Greater Noida), Meerut, Bhadurgarh, Hapur, Aligarh, Mathura, Agra, Tundla, Mainpuri, Etawah, Palwal.
