  • Delhi Police Demolishes Tents Of Ex-Servicemen Demanding Implementation Of One Rank One Pension
     Armed with an NGT order banning protests and dharnas around the historic Jantar Mantar here, the police and civic officials on Monday demolished tents and makeshift structures set up by ex-servicemen protesting there demanding implementation of the One Rank-One Pension scheme. The former servicemen have been protesting there for the past more than two years and the police said the exercise was carried out after the October 5 order of the National Green Tribunal.
    The police also said the protesters were informed about the NGT order in advance and asked either to leave or bring a stay order from the court. However, the ex-servicemen termed it "an attempt to throttle our voice in a democracy".
    Major General (Retd) Satbir Singh, who is among those spearheading the protest at the site, said the police and MCD officials came with a JCB machine and demolished their tents and other temporary structures.
    "They also took away our equipment and other stuff like beddings at around 8.45 AM. We have been protesting peacefully demanding implementation of the OROP scheme," he said.

    "It is an attempt to throttle our voice in a democracy. And, even if there has been any order from any tribunal, there is a way to do things. What they have done is completely unfair and unjust," he added.
    Singh further said the wife of an ex-serviceman was inside the tent when the exercise was carried out. He, however, clarified that nobody was hurt. The police denied use of any force. "The OROP protesters were informed about the NGT's order about vacating the Jantar Mantar area and asked to either leave or bring a stay order from the court," a senior police official said. The NGT had on October 5 banned all protests and dharnas around the historic Jantar Mantar, which has been a hotspot of many agitations for decades, saying such activities violate environmental laws.
    The green panel had also directed the NDMC to remove all temporary structures, loudspeakers and public address systems from the stretch of the road.
    The NGT had ordered the NDMC Chairman, the police chief and the Delhi government to file compliance reports within five weeks from October 5.
    The NGTs verdict had come on a plea filed by Varun Seth and others alleging that processions and agitations held by social groups, political parties, NGOs at the Jantar Mantar Road were a major source of noise pollution in the area.

    OROP AN UNFULLFILLED PROMISE SAYS GEN SATBIR SINGH ADDRESSING MAMOTH VETERANS RALLY AT JANTAR MANTAR ,SUNDAY

      Veterans renew OROP stir, want anomalies removed & full implementation in letter and spirit

    Veterans , who have been protesting at Jantar Mantar for the last 853 days for full implementation of the One Rank, One Pension scheme, said Prime Minister Narendra Modi had gone back on his promise.

    “Till Diwali, Prime Minister Narendra Modi kept saying that they have given OROP. Then in Gurez he said only two instalments were given. He has accepted that what was announced is not OROP. We are unhappy that the PM has not kept his promise. We have been on the road. We appeal to the PM that he announce the removal of anomalies in OROP so we can move from here,” Maj. Gen Satbir Singh (retd), Chairman of IESM, said on Sunday, speaking at a rally at the Jantar Mantar in the national capital.
    Celebrating Diwali with jawans in Gurez sector of Jammu and Kashmir earlier this month, Mr. Modi had said the government had given OROP which has been stuck for 40 years and added that two instalments have been given and the third would be completed soon.
    OROP implies uniform pension to personal based on rank and length of service and irrespective of the date of retirement. It was one of the key election promises of the BJP in the run up to Lok Sabha polls in 2014. However, with the delay in announcement by the government, ex-servicemen began protests in 2015. The government issued the formal notification implementing OROP on November 7, 2015 and the arrears were to be given in four instalments.
    While few veterans’ groups welcomed the announcement, a large section of them  rejected it, saying it was incomplete and deviated from the accepted definition as approved by the Parliament.
    He said the veterans were in anguish and felt betrayed. “He [PM] has not kept the assurances given. Please implement OROP and do not downgrade forces,” he added. Meanwhile, a report by one-man judicial commission on OROP has not been made public so far.

         REVISION OF PENSION IN RESPECT OF PRE-1.1.2016 PENSIONERS 
        (EX-AIRMEN/NCsE) AND THEIR ELIGIBLE FAMILY MEMBERS
    1.  Consequent to issue of Govt order for revision of 7th CPC recommendations for Pre-2016 retirees/family pensioners,the Govt has approved to fix their pension as on 1.1.2016 asper the most beneficial options among the following two formulae. 
    (a) Option-I : Notionally fixing pay in the pay matrix recommended by the 7th CPC in the level corresponding to the pay scale/pay band and grade pay at which the air veterans had retired/died. This will be done by notional pay fixation under each intervening Pay Commission based on the formulae for revision of pay. The concordance tables for such notional fixation are under finalisation with CGDA.

    (b) Option II : Multiplying basic pension as on 31 Dec 15 by a factor of 2.57.
    2.   At the behst of Services HQs, MoD has agreed to issue Corrigendum PPOs to all Pre-2016 retirees/family Pensioners. Accordingly. in order to issue these Corrigendum PPOs to all Pre-2016 retirees, PCDA(P) Allahabad,vide its Circular No.585ndated 29 Sep 17 has sought for additional information on "Last-Pay- Certificate-Cum-Data Sheet" for each retiree. Hence, Directorate of Air Veterans requires to collate additional information from the pensioners as envisaged in the ibid circular.
    3.   It is pertinent to mention that the records/documents of all pensioners are maintained for a period of 25 years in file.  On completion of the period of 25 years from date of discharge of a pensioner, a Long Roll with limited information is prepared for record purposes and all pension related document/papers are destroyed by burning as per policy in vogue. Further it is noted that in majority of cases, the last address of veterans have changed and same is required for ensuring correct despatch of Corrigendum PPOs (as and when received from Pension Sanctioning Authority).
    4.   In view of the above, it is kindly requested to provide the information as per the annexed format to process your case under 7th CPC.  The following may be adhered to while filling up the columns.
    (a) Information/data must be corrent and correct.  The same will be treated as authenticated information for al future communications and pension related process.
    (b) The alphabets and digits must be written neatly in a legible manner (in capital letters) to avoid errors in interpetation e.g. confusion between digit 6 & 8 or 0 and alphabet O. 
    (c)  Information must be substantiated by supporting documents such as self attested copies of Adhaar, PAN, cancelled cheque etc. wherever applicable.
    (d) Clearly specify the person to be contacted in case of any query DAV.
