    J&K: Five soldiers trapped under snow in Kupwara district rescued alive, says Army

    The incident happened two days after 14 soldiers were killed in twin avalanches that hit an Army post and a patrol party in the remote Gurez sector of north Kashmir.

    At least five soldiers, who were earlier trapped under heavy snow after an Army post caved in Kashmir’s Kupwara district, were rescued alive on Saturday, reported PTI quoting Army officials. The incident took place, two days after 14 soldiers were killed in twin avalanches that hit an Army post and a patrol party in the remote Gurez sector of north Kashmir. Rescue operation was underway with the continuous snowfall and bad weather making search operations difficult.
    Local authorities had earlier issued a high danger avalanche warning for the hilly areas of Kashmir valley for the next 24 hours, urging locals to keep clearing snow deposits from roof tops of their houses and bunkers to avoid any damage. Power and communication lines are also down in some areas.

    Army chief launches whatsapp number for soldiers to post grievances

    NEW DELHI:  Amidst jawans taking social media routes to raise their anger against attitude of senior officers, Army Chief General Bipin Rawat has launched a whatsapp number, on which any soldier can post his/her grievances.
    Perturbed over series of videos being viral on social media by jawans , Army chief Rawat last month came with a suggestion box in his office, where any soldier can directly write to him, avoiding protocol. Assuring full confidentiality, the Army chief had announced anyone, irrespective of ranks or service, can use this mechanism to put whatever they wish to write into these letter boxes so that grievances can reach him directly. Gen Rawat said the soldiers should write to him with names but he will ensure that the names of the personnel is deleted before any action is taken.
    The whatsapp number announced to register the complaint is — +91 9643300008, will be called complaint and advisory board.
    The move came in after BSF, CRPF and Jawans from other regiments raised their voice on social media in regard with the low quality of food and poor conditions which were provided to them.
    Taj Bahadur, a BSF jawan, highlighted the problems with images of burnt chappatis and runny daal that they are served during the mealtimes. In the video, that went viral, Tej came out with disclosure that there are even times when the soldiers have to go to sleep on an empty stomach. Following BSF jawan's post, a CRPF Jawan Jeet Singh, raised the issues being faced by them.
    Even Army jawan YP Singh also lodged similar protest on social media against army’s buddy tradition.

    Prime Minister Narendra Modi today highlighted the Unique Selling Points (USPs) the Bharatiya Janata Party (BJP) would use to attract voters in Punjab. The BJP has been ruling the state for last five years in alliance with SAD. The party is facing a huge anti-incumbency, a resurgent Congress and a confident AAP. However, speaking during a rally in Jalandhar today, PM Modi said he believed people of Punjab would do a “miracle” in the state and prove the pundits wrong. Apart from the usual corruption-related issues, PM Modi talked about five things the BJP-SAD combine would likely try to use to their advantage in the upcoming Assembly election in the state. They were: One Rank One Pension (OROP) scheme, Surgical Strikes, Indus Waters Treaty, ignoring AAP and attacking Congress. The PM said how his government successfully released most of the money for the implementation of OROP in a short span of time. A large number of soldiers in the Indian Army come from Punjab. PM Modi shared how the entire state was happy when Indian Army carried out surgical strikes on terror launch pads in Pakistan-Occupied Kashmir in September 2016. For farmers of the state, PM Modi once again reiterated his government’s “big” decision to repeal the Indus Waters Treaty with Pakistan and bring the water of the river for farmers in Punjab. The Prime Minister didn’t say a word about Aam Aadmi Party. But indirectly hinted AAP was maligning Punjab across the world. “Some people, due to their inability to debate on important political matters, for some reasons, are trying to malign Punjab in these elections. It pains that the pride of Punjab is being maligned. Will politics stoop so low? To those who have defamed Punjabi youth across the world, give such punishment to them that no one in future can point fingers on Punjabis.” PM Modi used some choicest phrases to describe the current state of Congress party in his opinion. “Congress is desperate like a fish without power. It is an amazing party. They aligned with Communist Party in West Bengal after fighting against them for 50 years and took whatever that was thrown at them. “In UP, their party went across the state on a ‘rath yatra’ for a month. Said anything, used whatever words they could to incite people. But at last put its head in the Samajwadi party’s family feud after sensing an opportunity,” Modi said. “Congress follows no rules, no ethics but just want to get power at any cost. Will people of Punjab step into a sinking boat? Congress is history. Congress is surviving on its last breath. Nothing they can do,” he said. Earlier in the rally, Punjab Chief Minister Parkash Singh Badal accused Congress of indulging in the politics of ‘divide and rule’ to win Assembly election in the state.

    Defence minister Manohar Parrikar and Prime Minister Narendra Modi has let down soldiers on the One Rank One Pension issue, Congress leader Sachin Pilot said on Friday, referring to Parrikar as BJP’s “return gift” to Goa.
    “As far as One Rank One Pension is concerned, this government has actually gone back on its commitment. The honourable Prime Minister, then a PM candidate, had assured to implement OROP in full.”
    “Why are those people, army officers and jawans still sitting at Jantar Mantar and protesting if all demands were fulfilled,” Pilot told a press conference at the state Congress headquarters in Panaji, adding that “there is actually a betrayal of trust because a lot of ex-servicemen supported the BJP on that issue”.

    “A lot of generals, army jawans, officers of the army, etc. have met Rahul Gandhi and I was also present at that meeting and they feel absolutely cheated. It is not becoming of a national leader to commit something publicly and then not deliver on it. In the fallacy that they have sold and Parrikar is party to it,” the Congress leader said.
    Referring to comments made by senior BJP leaders, who during the ongoing poll campaign in Goa, had referred to Parrikar as a “gift” to the central government, he said: “As far as him being a gift to government of India, he is probably more like a return gift.”
    “I think BJP should have the courage to declare what they are really intending to do, as opposed to play games with the people of Goa,” he said.
    The BJP has hinted that Parrikar, who was elevated to the Union cabinet in 2014, may return to state politics after the February 4 polls.

    Three members of the ex-servicemen fraternity on 'Fast Unto Death' (FUD) at Jantar Mantar for 'full' One Rank One Pension (OROP) have called it off following appeals from fellow veterans. However, they said that their protest would continue.
    Three veterans, Mrs Sudesh Goyat, Hav Major Singh and Hav Mohinder Singh with the Indian Ex-Servicemen Movement (IESM) -- have been on fast unto deathsince January 15. On Sunday, Mrs. Goyat was admitted to Army's Research & Referral (RR) hospital after her health deteriorated.
    Veterans said that as her condition worsened, doctors advised that she must have oral diet. In view of that, the veterans collectively appealed to her to end the fast which she accepted on Wednesday afternoon.
    Maj Gen Satbir Singh, Chairman of IESM said that they would continue their agitation till the government implemented ‘full’ OROP. He said that Defence Minister Manohar Parrikar had refused their requests for a meeting which he said was “total insensitivity and apathy on the part of the Government.”
    A group of veterans had rejected the version implemented by the government stating that it deviated from the accepted definition of OROP which means equalisation of pension every year as against the approved five years.
    Defence sources said that Mr. Parrikar was busy in the election campaign in Goa as well as the events related to the Republic Day.

    The Condition of Mrs Sudesh Goyat has deteriorated and veterans have taken her to ARMY RR Hospital and admitted in emergency. Doctors are now taking care of her. 
    In brief about Veer Nari Mrs Sudesh Goyat wife of Major Goyat 
    This fearless and selfless lady is a true example of bravery. She or her husband would not be benefited by OROP as her husband has taken premature retirement from Army Medical Corps.
    She was requested by so many veterans to break the fast but she clearly said, 
    "either PM Narender Modi ji would break my fast or God would call me"

    The OROP, in "Letter and Spirit" is yet to be delivered.

    The slew of welfare measures announced by Hon'ble CM of Telangana State in the assembly, are the initiative of Hony.President, Telangana State Maazi Sainikula Samaakhya, Capt V LaxmikanthaRao, (Retd) & Hon'ble M.P.(RS). The speech is in Telugu language.

    Already  GOs issued on Property Tax exemption, Enhancement of SPOs salary from 10,000/- to 20,000/- and War Widows pension from 3000 to 6000.

    GOs on other items of welfare measures may be issued in the near future.

    Over all, as on date, the financial benefits to ESM are the best in the country,i.e. more than Punjab/HARYANA stateS.

     DUAL PENSION BENEFITS, SPECIAL FUND FOR WELFARE OF SERVICEMEN : KCR's BIG BANG SOPS FOR SOLDIERS

    Ex-servicemen who have now joined the state government have got reason to rejoice, as the state government has announced a dual pension benefit for them. The Telangana government on Tuesday announced a slew of benefits in the Legislative Assembly for active and retired soldiers, their families and also for the families of soldiers who lost their lives in the line of duty .When an ex-serviceman joins the state government services, he is allowed to draw two pensions -one from the armed forces and the other from the state government. However, widows of such ex-servicemen were barred from collecting state pension. “The Telangana government is doing away with this restriction. Henceforth, such pensioners will be allowed to draw state government pension along with pension issued by armed forces,“ KCR said.
    “The government is also constituting a special fund for the welfare of soldiers, a first in the country ,“ said KCR. The fund will begin with annual contributions of `25,000 each from the CM and his cabinet colleagues while MLAs, MLCs and MPs will contribute `10,000 each every year. Thanking eve ryone for joining hands to contribute to the fund, KCR said, “The state government employees have also come forward to gi ve one day's salary to this fund.“
    He also announced that the government is increasing the cash awards for soldiers.

    The OROP, in "Letter and Spirit" is yet to be delivered, though a substantial increase has been given this time by our PM, who is yet to travel the proverbial last mile. 

    Where is ONE MAN JUDICIAL COMMITTEE report ?

    Personally I endorse movement headed by Maj Gen Satbir Singh . We should be thankful to him for all that what he has done and doing. It is sadly unfortunate that our Three Stars have become so selfish. Respected Three Stars I request you that you Honorable Generals/ Admirals/Marshals stop drawing OROP . Had the seniors been doing their job while in service to protect our rights, we would have been better placed today. They have now no right to advise. Many of them have not gone to Jantar Mantar even once .

    Whatever we have got in our banks so for is kind courtesy this movement spearheaded by Gen Satbir Singh.

    All of us who are not contributing to OROP movement should be ashamed and thank all those struggling, primarily at JANTAR MANTAR. Ungrateful people who criticise their efforts and sacrifices, should be disgracefully shamed if not ashamed.

    Anybody who talks against the peaceful protest by the veterans is an "enemy of the veterans" and worse than a "traitor".if any veterans does not contribute towards the welfare of the war widows and veteran fraternity, he should not enjoy OROP/NFU himself.

    The government (politico - bureaucrat) as usual has managed to break the fragile unity of the Fauji . This is why the izzat of the Fauj has reduced to the constabulary. Might as well become a mercenary force if you all think Jantar Mantar is all about money. OROP was/is only a point to goad you to introspection.
    The little you have received is because of disunity and covert sell out by many who see closing the gap in finances across the rank and file as an affront to their superiority. 
    My request to veterans who are criticising the JM, still if you think you can do better please come forward to lead.

    Dear Raksha Mantri,
    1.    Please refer the following letters :-
    (a)            Letter dated 16 Nov 2015 regarding serious anomalies in the Notification for the Implementation of One Rank One Pension (OROP) issued on 07 Nov 2016.       
    (b)           Letter to Justice L.Narasimha Reddy, Retired Chief Justice of Patna High Court dated     25 Mar 2016 regarding “Urgent Need to Rectify Anomalies in OROP in Govt Notification dated 07 Nov 2015 and Table dated 03 Feb 2016.

    2.       With concern and anguish, we wish to bring to your Notice that the Actual OROP as assured by the Hon’ble Prime Minister has not yet been implemented.  The anomalies arising out of the 07th Nov 2015 Govt Notification for the implementation of OROP has not been rectified.  The anomalies were pointed out to your goodself vide our above quoted letters.  This avoidable delay is causing serious concern to the defence, widows and ex-Servicemen.
    3.       One Man Judicial Committee report, it is learnt was submitted to Govt on 26 Oct 2016, however, neither the same has been made public nor its recommendations implemented.  Sir, we the defence family have been on Protest Movement and Relay Hunger Strike (RHS) at Jantar Mantar for the past 582 days, no  one from the Govt has enquired or addressed our concerns,  instead the Govt continues to inform the people of the country that it has implemented OROP.  You know Sir, the same is not true,  OROP as per the definition approved by the Govt through its executive order dated 26 Feb 2014 is far away from what has been implemented.  Not only the actual OROP has not been implemented as per the approved definition, the wrongly implemented OROP has been carried forward to the 7th CPC with Cascading adverse affect on pensions of defence fraternity. 
    4.       The statements from the Govt that OROP has been implemented and some negative people were protesting is very hurting to the Ex-Servicemen and widows.  Sir, if actual OROP is implemented after removing the anomalies, we will immediately lift our Protest Movement from Jantar Mantar.  We are only there for our legitimate democratic rights of protest which is being carried out in a soldierly manner, with dignity and respect and within the constitutional norms.  Sir, we are your erstwhile soldiers and not civilian unions.  We request you to consider implementing Actual OROP, which has been pending the last 42 years. 
    5.        We are thankful to Govt that it has taken the step to announce implementation of OROP, but what has been implemented is far from the Actual OROP.  We are also concerned that the Govt has unfairly amended the approved definition as per the Govt executive order dated 26 Feb 2014 and announced in the Parliament by MOS for Defence on 02 Dec 2014.
    6.       May we request you for your personal indulgence to rectify the anomalies arising out of the Govt Notification on 07 Nov 2015.  May we also   request for a meeting with you Sir, of a delegation of three members for half an hour at your earliest please.

    OROP suicide: Supreme Court declines plea against Delhi govt’s order of granting one crore to ex-serviceman

     A bench led by Chief Justice of India J S Khehar observed that a court could not interfere with such decisions since the issue did not involve violation of fundamental rights.
    The Supreme Court Friday declined to entertain a PIL, which had complained against the Delhi government’s decision to grant financial assistance of Rs 1 crore to the family of a retired soldier, who killed himself in November last year while demanding the implementation of the One Rank One Pension (OROP) scheme for retired soldiers.
    A bench led by Chief Justice of India J S Khehar observed that a court could not interfere with such decisions since the issue did not involve violation of fundamental rights. It further cited the example of granting scholarships and awards to meritorious students, pointing out that the court could not ask a government to start issuing written and speaking orders in all instances.
    “If you are unhappy about what has happened, go and sit in dharna… tell the government that we are not going to vote for you again. But it does not violate any fundamental right,” remarked the bench while dismissing the petition.
    The PIL was filed by a group, Media Research and Welfare Society, which alleged that CM Arvind Kejriwal’s announcement for financial assistance to the family of ex-serviceman Ram Kishan Grewal was unjustified as there was no provision in the law to give compensation to a man who commits suicide.

Large number of serving, veteran and civil dignitaries paid homage to martyrs at the Vijay Smarak or victory memorial at Fort William, headquarters of the Army's Eastern Command in Kolkata.

    NO HOPE OF OPTION 1 FOR PRE-12016 PENSIONERS

    It is learnt that the Committee chaired by Secretary (Pension) has NOT recommended the Option Number – 1 recommended by 7th Central Pay Commission for fixation of pension of pre -2016 Pensioners. 

    Instead it has recommended extension of the benefit of pension determination recommended by 5th CPC ie ; arriving at notional pay in 7th CPC by applying formula for pay revision for serving employees in each Pay Commission revision and consequent pension fixation. Now the Implementation Cell of 7th CPC is studying the recommendations of Pension Committee for processing for submission for approval of Cabinet. Thus , the one and the only favourable recommendation of 7th CPC ie; the real parity in Pension which is also approved by Cabinet with a rider “subject to feasibility” is going to be mercilessly rejected by Government , inspite of repeated requests and demands from NJCA, Confederation and Pensioners Associations .

    ​At the rally, a number of stalls on welfare aspects connected with job placement, education facilities for wards of veterans, resettlement, pension entitlement etc are being put up to attend to the queries of veterans. A
