    MILITARY SERVICE PAY (MSP)  A  HYPOTHETICAL  3D PROJECTION

    TO DEPRIVE PARITY WITH CIVILIAN COUNTERPARTS BY WINDOW DRESSING
    The MSP element of a soldier is very cleverly structured  & arranged by the 7th CPC comprised of Babus to deprive the soldiers of the parity with their civilian counter parts, they have calculated at the parity in the pay scale of soldiers ranks with civil post including the MSP .
    The analogy & grant of MSP to a soldier is due to the following reasons.
    1)  The hazardous working condition of soldiers, including war, war like situation, insurgency operation, Pledged  to sacrifice life in defending nation & living in adverse climatic conditions.
    2)Performs  24 hrs duty in comparison with civilian who works for 8 hrs a day & 5 days in a week.The civilian employee Draws overtime allowance beyond that, Most of the Soldiers are staying away from their family & children in forward areas depriving of family life
    3)  The soldiers have given an undertaking to serve safe guard the country for a specific period of time surrendering their fundamental rights unlike civilian counterparts who have trade union & right to strike.
    Hence this is an additional benefit granted to soldiers only due to unique working environment & it is in addition to parity with civilian counterparts but not inclusive.
     Further the element of MSP is given to soldiers in such a way to discriminate the JCO/OR who constitute a major chunk of armed forces.If we take an example of an infantry division, the real threat to life is more for JCO/OR who is in the forefront of war field & a mere MSP of Rs 5200/is recommended for them.In short lives of different categories are differently valued.
    An MSP of Rs 10500 is recommended for MNS who have less threat to life  & working in hospitals in much better conditions.
    An MSP of Rs 15000 is recommended for commissioned officers.
     It is to be noted that life is invaluable to everyone & discriminatory treatment in this regard is highly inhuman.
     Let us hope that some sense of humanity will prevail on the political junta to do away with this inhuman treatment given to soldiers of the country by bureaucracy.

    3. Yes. Life is precious of everyone and MSP should be equal atleast for PBORs, if not morethan Officers & MNS which is right for them. These must be taken up with GOI by our three Service Chiefs for 7CPC Implementation atleast. All the best.

    4. We cann't blame politican/CPC commission for every thing. Regarding MSP the main culprit is service HQ. See the recommendation given by service HQ to CPC Commission in that service HQ recommended hike of MSP based on grade pay. If I am not wrong, soon after 6 CPC recommendation, service HQ had taken up two issues for review.One was increase MSP of Jawans to at least half of officers. Then
      6 CPC had recommended MSP Rs 6000/- for officers and mere
      Rs 1000/- for Jawans. The another point was placing Lt Col
      rank in PB-4 projecting it as 'CUTTING EDGE' rank in Indian Army. Those who have worked in Battalion/Regiment knows what cutting edge this so called rank does. The final outcome was MSP of Jawans hiked to Rs 2000/- and Lt Cols placed in PB-4. So finally what officers were aiming to got and whether Jawans were getting recommended MSP (Rs 3000/-) or not why bother about, the soap of discipline is with them let them take a nice bath every time. The same thing happened in 1973 when pension of Jawans reduced to 50% from 75% (then officers were getting 50% only) how many raised voice. It was poor Jawans who were hit badly. I don't know whether pension of personnel working in Ordnance factories or MES or DAD could be reduced any percent without any 'Halla- Hulla'. Again the soap of discipline is with poor Jawans, let them take a nice bath. Now 7 CPC has recommended for withdrawal of free ration/or in kind for officers working in peace station. Let us wait whether they will raise this point or gracefully accept the recommendation as was done to JCOs/OR to reduce their pension in 1973. Regarding the recommendation of MSP for JCOs/OR by 7 CPC it is one of the grate in justice to them. It undermines the value of Jawans in the forces who stand on the firing line day and night and take the bullet. Here I recollect the words of retired senior officers who frequently appear on national TV during OROR discussion. IT IS NOT A QUESTION OF FEW SUMS WHICH WE ASK FOR, WE ARE BEING DOWNGRADED SYSTEMATICALLY IT IS A QUESTION OF OUR 'IZZAT' WHICH HURTS US MORE. Is this logic not applicable to Jawans for MSP specially when MNS who are not on combat roll in Army get Rs 10500 as MSP? Who will listen for the genuine grievances of Jawans is the moot point.

    5. We should remember that JCOs/ORs are harmed less by babus and politician but more by Military Officers themselves. They are our real masters who guide the babus and politicians whilst such discriminations are propounded and delibrated.Therefore, in my view sense should prevail on the part of top echlon of the armed forces and JCOs/ORs should not blindly lend our support for any cause.

    9. Well spoken by all Sir. MSP should be more and it should be equal for all. It is paid for the risk and other conditions and the risk is equal for all officers and men , hence there should not be discrimination in MSP. In my opinion, the MSP should be same for all cadre of defence personnel.

      risk is common to all who are at the border, MSP ought to be granted keeping in view risk factor, inhospitable region and no of hours a jawan works in the border. not on the factor of rank, a jawan deserves to get rs 30000 pm

    12. sir, my quiery is about re- employed ex servicemen how many are following the statutory rules of income tax, this includes officers of all forces, are they reflecting their pension & present re- employed pay in their annual IT returns.

    14. My view is that MSP should be percentage based, Higher % for lower ranks.
      The suggested one is :
      30% for ORs; 25% for JCOs and 20% for Offricers.

      In the same ways Siachen posting like hard duty should also be percentage based highter for lower ranks.

    19. MSP should not be equal and category wise (PBOR or Officers). It should be in such a manner for example Sep/LNK - 5200/-, NK - 6000/-, Hav - 7000/- JCOs - 8000/-, Lt- 9000/- Capt - 10000/-, Maj - 11000/-, Lt Col - 13000/- and Col & above - 15500/-. This factor proves to increase the efficiency in working system especially of PBOR.

    21. Reply to Mr Manohar AM, Sir I fully agree with your views. It should be equal to all upto the rank of Colonels. This particular allowance introduced by 6th CPC cannot be considered as just like any allowance being given to uniformed personnel. A lot of sentiment and also 'izzat' attached to it. If MOD wants to implement it give fairly to all or scrap it, why create a 'simmering volcano' in the mind of Jawans. Is the Army for combatism or cosmetism, those who are on combat roll gets Rs 5200/- and those on non-combat roll gets Rs 10800/-?. Is it the age old policy being practiced.. 'flesh' to us and 'bone' to you. Jai hind

      I have took subject in connection of 'DISABILITY ELEMENT'' please read it deeply and post your valuable comment/opinion please.---------------------? In the subject as per above our veterans had climbed at on water tank with some demand and soon creation of OROP. The subject had clearly take up 'DISABILITY PENSION SHOULD BE EQUAL TO ALL ALL RETIREES'' top to bottom Each and every rank holder personnel's Due to Sickness and DISABILITY could not be separate/differed between officers & Jco /Ors .
      1-As per Earlier Matrix table of disability pension Rs 3510 to 27000 lower to higher rank holder personnel. As per 5''th commission Rs 1550 had hiked been up to Rs 3510 only slightly more over 2 times spite for officer had hiked been Rs 2600 to Rs 27000 only much more 2 times. So that anomalies & differences had found much more between Officers & jco’s/ soldiers. Anybody may be Attention at on our logic and valuable points of DISABILITY ELEMENT 'Why should differed/separate between top to bottom for each rank. Any Rank holder have injured during operation while on duty/ or disability had Approved by medical board in account of ''Attributable and Aggrieved by during/by military service along with same value and % of Disability Element'' had provided to such officers & jaw an' Why should separate disability amount pay to officers and other for JAWAN' Because Service Element and SERVICE Pension are already paying to all personnel's as per ''RANK WISE'' irrespective a length of service. MNS is gezetted rank and JCOs are also gezetted rank, therefore, MSP of MNS & JCOs should be equal or very little difference vize MNS Rs. 10,800 and JCOs Sub Major Rs. 10,000, Sub 9500, Nb Sub 9000 and Hav 8000,Nk 7500 & L/Nk/Sepoy 6500 NCsE Rs.5500.This will remove heart burning amongst JCOs/OR & Officers/MNS.

      when cold wind blows it affects all human being alike, the nature does not discriminate this is officer, JCO or other rank, brunt of the bodily pain is same for all and also when enemy bomb or bullet attacks, who is guarding border under inhospitable condition only sepoy to havildar, when a soldier loses his limb or bodily amputation is inflicted, officers limbs are made of gold that is why they are being given more disability pension whereas soldiers limbs are made of lead, because of that they are being given less disability pension, bring them all under one banner and rationalise the disability pension and high risk allces equally if it is not done that is violative of article 14, thereby we will win the case in the supreme court

      It is unjust with OR's and JCO's regarding MSP. Take a example a sub major served 32 years and Sub Hony LT served only 28 year than as per 7th CPC Sub Major will get only MSP 5200/- and Sub Hony LT will get 15500/- it is totally unjust.

    34. I never understood why every pay commission has degraded the status and pay of the Technical Sgts in the Indian Air Force:-
      Technical Airmen in the Indian Air Force are either a civil diploma holder or 10+2 in Science and
      thereafter undergo technical training in their respective training institutes. Although the qualification they
      achieve after completion of their training is equivalent to a civil diploma engineer, but the reason is unknown why the technical Airmen (equivalent to civil diploma engineers) are placed in the lowest pay band (5200-20200) with a ‘X’ group pay of 1400 rupees only, after completion of their training. Whereas the civil diploma holders are directly placed in Pay band – 2 with a Grade pay of 4200/- rupees. This is totally injustice with the technical airmen.
      Further, a civil diploma engineer becomes equivalent to a Degree in Engineering and gets promoted, at least, to the position of an Assistant Engineer, or an Engineer in 10 to 12 years. The salary also increases considerably. But for a technical airman, even to get a diploma engineer’s scale, he has to complete a minimum of 13 & ½ years of service, clears all the requisite service promotion exams and become a SGT (Senior non commissioned officer). Yes, this the rank, from when, a technical airman becomes eligible to get a diploma engineer’s scale. You may laugh, but, wait. There are more things need to be said. Does he get the actual diploma engineer’s scale then also? Let me compare and the picture will be cleared to all of you.
      1.Pay of civil diploma holder in 5th Pay Commission: 5000-150- 8000 / Pay of technical SGT in 5th Pay Commission: 4670-85- 5945. Later upgraded to 5000-100- 6500 (Reason? to give less pension?)
      2. Pay of civil diploma holder in 6th Pay Commission: 9300-34800 with a grade pay 4200/ Pay of technical SGT in 6th Pay Commission (fact but true) :-5200- 20200 with a Grade pay of Rs. 2800.
      Why this sort of discrimination and injustice? There can’t be any argument that higher ranks
      deserve higher pays. But does that mean the subordinate staffs need to be paid less? Moreover, what does the ‘Military Service Pay’ means? The JCOs & the other ranks placed below the Commissioned officers are less military than the military nursing staffs? Are they combatant? Why a non combatant staff will get more MSP than a combatant personnel? Will the commissioned officers allow this type of injustice with themselves? The JCOs and the other ranks are also central government employees. They can’t form an
      union. Even some of their fundamental rights are restricted. Please think for them. They also need to be
      looked after. Is there anyone who is listening? The world is watching at us!

    35. After sixth pay commission report CNS as senior chief insisted for Lt. colonel Grade pay change and Gov.agreed fast and in Parliment it was told PBORs pension will be raised to 75%. Afterwards two committees of secretaries was formed to correct the difference in pension of past and present pensioners and it was told remaining irregularities was recommended for future pay commision for their actions. But seventh CPC totally failed to look in to these problems and recommended Rs.10000 as MSP for military nurses who is serving in the military hospitals and neglected PBORS by giving a meager amount serving in the field area.

      The Fixed Medical allowance of Rs.100/ 300/ 500 is same for Officers and JCOs and ORs.
      When such is thecase why there is a difference n MSP. and Disability pension. All these three elements are common and these allawances also should be equal all Ranks.

    40. How long personnel other than officers( I don't want to use
      the word PBOR here which gives the impression that one is human class and another is sub-human class) will suffer in silence. MSP is one of the classical example. In Army there are about 3000+ MNS and one Maj Gen rank is at upper level to take care of their interest. Similarly there are about 6000+ doctors and there is a Lt Gen rank to take care
      their interest. For all other officers respective directorate heads are there. For 95% strength of Army none to take care their interest, they should satisfied themselves by the 'bones' being thrown before them in the name of military discipline. Its all happening in a democratic country where soldiers are allowed to exercise their voting right and civil court can set aside 'court martial being awarded by a military court.

We the veterans are demanding one rank one pension and participating in the relay hunger strike organized by the various Exservicemen association.Though the agitation is continueing and reached for the 195th day,no fruitful achievement could be gained till date even media is not at all gives any importance for the veterans engaged in the strike. Our demand is one rank one pension and not one rank one group pension.When we want a amicable solution, surely there will be gain and loss. Here What I want to say is, in army there were 8 groups,subsequently reduced to 5,further from 5 to 3 and now only 2 X and Y. The original and the earlier H group personnel are brought up to the level of Y group and the pensioners of the old days are much benefitted in their pension entitlement and they are drawing their pension at par with original B (now Y) group. As on date difference in pension of each ranks exist between X and Y group.After introduction of X group pay the variation in the pension between the X and Y group personnel of same rank with equal service has increased beyond the permissible limit. For example take the case of pension of MWO of X group which is 13590 where as MWO Y group is only 12285.Difference including present DA of 119%,works out approximately 2800.In fact,difference in basic pension must be only 700 ie half of the X group pay of 1400.Pay band is same,grade pay is same,MSP is same due to wrong interpretation of rules the difference occurred un noticed.Now we will go through the recruitment procedure of AirFirce personnel.For technical trade qualification is Plus two English,physics and mathes with 50% marks aggregate and 50% marks in english.Non technical Plus two with 50% aggregate and 50% marks in english.After basic training trades are allotted on the merit and they are detailed to under go the trade wise training.Diploma holders entered in the service may not be required to undergo the diploma course through service institutions. After completion of trade training X an Y group personnel are employed on their respective trade work. Direct entry Diploma holders and service personnel obtained the diploma through service institution may be placed in the higher grade pay but not in the grade pay of 4200 which is applicable to Civilians holding the diploma certificate. The demand of higher grade pay for diploma holders is genuine and needs consideration but only up to Sergeant level. When Sergeant becomes JCO,he will be placed in the grade pay group of 4200. Thus additional X group pay to JWO,MO and MWO may not to be allowed because civilians diploma holder placed in the grade pay group of 4200 is not entitled for additional pay for his qualification of diploma.So we should find out ajustified solution to implement the One rank one pension formula for each rank with equal service and not one rank one group with equal service.Pension admissible should be rank wise and groupless. This is my views. There may be veterans with different views and they are welcome to offer their comments on the subject please.

Military Service pay to be equal from Sepoy to Brigadier(What ever the case may be) as all Ranks are facing same hazards and situations at War like situations , Terrorist activities and other situation whenever needed by the Nation so I request every body to voice for Military Service Pay to be equal whether he/she is an Officer,MNS, JCOs/ORs whatever the case may be as Blood colour is same(red) and value of life is same

    43. Look at the Pay and status of the Group X Technical Airmen in the Indian Air Force:-

      (a) Army & Navy: For X group, entry level qualification is 10+2 or diploma in engineering. After the training they become equivalent to Diploma in Engineering and get the rank of junior commissioned officer/Petty officer respectively.
      (b) Indian Air Force: For X group, entry level qualification is 10+2 in Science or diploma in engineering. After the training they become equivalent to Diploma in engineering but get the rank of Aircraftsman (equivalent to Sepoy).

      When a diploma qualified person is supposed to get the salary of a BE in 10 to 12 years as per the government policy but, the Group X diploma qualified personnel in the Indian Air Force can not reach even in Pay band 2 (which they are supposed to be after their training) after 20 years of service also. They are restricted to remain in the lowest pay band unless they become a Junior warrant officer (May be after 24 to 26 years of service and remain in that pay band till superannuation). What the Army and Navy can, why the Air Force can not? Please tell me now, how much they will be benefited by OROP or 7th Pay Commission?

    45. During pre-independence British era, we had whites and the Indians and now we have the officers and the men in the Armed Forces. We got the freedom but the powers only transferred from the white hands to the brown hands and the laws remain the same. British used to take care of their officer’s welfare selfishly and resorted to various disciplinary policies of the subordinate ranks only. I hope, we are not abiding by the same mentality even after 67th years of independence also. We are a completely independent country now. We must feel proud to be an Indian. Why to follow age old Act and rules? Can’t we move forward with our own sets of rules? Aristocratic rules have no place in a flight safety atmosphere. Same way, suppression and oppression also have no place in a democratic country. Equality, opportunity and respect for each and every citizens of this country can only make us a strong global power. What is the purpose of purchasing those costly flying machines or weapons if the soldiers who will operate or maintain those have low morale, sense of prejudice or a sense of neglect? The good politicians and the bureaucrats must step in at the earliest, for the sake of the country’s prosperity, safety and security.
