    One Rank One Pension - Update

    Informed sources indicate the following: -
    1. CGDA Kum Vandana Srivastava is reportedly of the opinion that the decision to call one or more meetings of the Joint Working Group, of which she is the Chairperson, is now with MoD (DESW) as there isn't any agreement on the methodology to be adopted.

    2. CGDA's calculations allegedly have 1.1.2006 as the bottom line and they have produced calulations that make the initial figure of Rs 500 crore the final figure. It appears that repeated and recorded assurances of the former FM and RM that more funds would be provided have either been ignoredor misunderstood.
    3. Hopefully, to factor in the Rs 1000 crore more allotted in the budget 2014-15 not perplex the CGDA's thought and calculation process.
    4. PPOC has reportedly met and decided that CGDA would be requested to convene the Working Committee so that the OROP matter would/could proceed further.
    5. It is also reported that Chief of Air Staff has met the Prime Minister a couple days ago and briefed him on OROP and other matters agitating the Veterans.
    6. Service HQ maintain that OROP as on 31.3.2014 to be implemented from 1.4.2014 is estimated to require not more than Rs 5000 crore.

In the light of over all perspective of this year's Union Budget, expecting OROP to be implemented from 1-4-2014 and portraying the collective frustration through various fora from across the nation will be an exercise in futility. Even the authorities at the MOD are at a loss to understand the modalities in its implementation since the allocation bears no nexus with the quantum of funds required as determined by the Parliamentary estimates committee. With many fathers claiming credit for the grant of the long standing demand during election fever - from Raga to Modi, and the allocation of Rs 500 Cr.by P.C. in the interim budget was explained away only as indicative of the desire ! Now with another Rs.1000Cr. added up, the committee of Secretaries will be asked to design some sort of bridging to mollify the ageing veterans at the exit gate, and leaving others to fight their battle for the elusive "Marich" till their own call comes from heaven. In pursuance of the decision, the very meaning of OROP will undergo an organic change, with word smiths in the bureaucracy charged with this "Man slaughter " project busy in finding a new interpretation for the acronym !

    2. It is ridiculous of the DESW having the final say on a political decision. Once a ministerial decision has been made , MOD thru DESW or any one of the secys. have simply to execute the decision irrespective of the expenses involved. Even if there has to be any betrayal that should be the decision only of the Ministers. And if Mr. Modi or his ministers have any justifications to go back on their words even without any reasons, they should have the decency to come on board and not take support and excuses invented by the civilians clerks who in any case have no credibility left in the eyes of the services. The acceptance or the denial should come from the horse's mouth and no one else has any locus standi to justify or deny OROP. Has the nation any sense of gratefulness and gracefulness left for the Jawans ??? The nation will sooner than later pay for their unfair treatment to the services. Jai Hind

    3. speed with which case of OROP is being handled is itself a advance signal for ex servicemen that they will not get full OROP as they think its definition. It is almost clear from the amount estimated earlier and now what amount has been allotted in the Budget. So option left is ----wait and wait.

    4. All ex-servicemen hopefully with our Honorable prime minister Narendra modi ji, to give more pay and increase pension for ex-servicemen and service to better live in civil.

    5. OROP IS UNLIKELY TO BE IMPLEMENTED AS PER THE EXPECTATIONS OF THE ESM AND THE SERVICE HEADQUARTERS AND THAT IS CLEAR FROM THE RESPONSE OF THE FM,DESW AND CGDA. IESM SHOULD SEEK A DIRECT MEETING WITH THE PM AND DISCUSS THE ISSUE THREADBARE AND IF THERE IS AN AMBIGUOUS RESPONSE FROM THERE AS WELL, OROP MAY BE REFUSED POINT BLANK IN ANY MODIFIED FORM AND EXPOSE THE NON SENSE THAT HAS BEEN GOING ON FOR FAR TOO LONG. I think NDA Government Promise to give OROP to soldiers will remain only bol bachhan , I think this government is selling only dreams ( Sapne ke saudagar ) They are not serious at all in this regard ,They still keep on promissing that It is in their manifesto. They do nothing only talk dont believe on this government .

    7. Statesmen do not see an issue like this in monetary terms. It is only an Accountant that sees such matters in that way. It looks as though AJ is acting like an Accountant. There is talk about reshuffling of Cabinet and AJ being shifted out of Fin Min.If the next FM is a Statesman, OROP will be thro' in no time. May God bless AJ with an Accountant-oriented Ministry. He will do extremely well there.
