    EX-SERVICEMEN STATUS FOR RECRUITS BOARDED OUT WITH DISABILITY PENSION

    OFFICE MEMORANDUM
    Subject: Grant of Ex-servicemen status to recruits boarded out on Medical grounds with disability pension.
    The undersigned is directed to refer to Office Memorandum of even number dated 01.02.2006 wherein with the approval of Raksha Mantri it was decided that such recruits who were boarded out /released on medical grounds and granted medical/disability pension will also be covered under the category of ‘Ex-servicemen’ for all practical purposes. Reference is also invited to DOP&T Notification No. G.S.R.757 (E) dated 04.10.2012 (published in the Official Gazette on 10.10.2012) wherein ex-recruits boarded out or relieved on medical grounds and granted medical disability pension have been given the status of Ex-servicemen. It has been reported that some Rajya Sainik Boards are not issuing Ex-servicemen cards to such ex-recruits as a result of which ex-recruits are being denied the benefits available to ex-servicemen. Various representations from ex-recruits are being received and court cases have also been filed in this regard.
    2.    In this context, DOP&T has also stated that though the said notification is effective from the date of its publication in the Official Gazette i.e. 10.10.2012, the Ministry of Defence has already granted status of Ex-servicemen for all practical purposes to ex-recruits who are boarded out/released on medical grounds and granted medical/disability pension vide OM dated 01.02.2006. Accordingly DOP&T has advised that Ministry of Defence may consider the issue of granting of Ex- servicemen status to such ex-recruits who are boarded out/released on medical grounds and granted medical/disability pension w.e.f. 01.02.2006 prior to the Notification and issue instructions to the Zila Sainik Board to this effect.
    3.    The matter has been examined in the Department and, with the approval of the competent authority, it is reiterated that such recruits who were boarded out/released on medical grounds and granted medical/disability pension will be covered under the category of ex-servicemen for all practical purposes as per the OM dated 01.02.2006 w.e.f. 01.02.2006.
    4.    KSB/DGR may accordingly take necessary action to grant ESM status to such ex-recruits to avoid further hardships to the ex-recruits and decisions of all court cases in this regard may be complied with immediately. This will enable eligible ESM to avail various facilities available to them.
    5. KSB may issue specific instruction to all RSBs/ZSBs to grant ‘Ex-servicemen’ status to such ex-recruits who were boarded out/released on medical grounds and granted medical/disability pension with effect from 01.02.2006. This OM may be uploaded on the official website of DGRJKSB for wide publicity. Compliance report may please be furnished.

Sir iam Basha ex-recut of 2011 and i am reciveing pension sir i was not at received orginal PPO, I have called n sent to RECORDS many times they told me we have sent to address but not at received sir is there any solution to receive original PPO.and am I eligible as ex-service men for any government jobs.       1. Dear Sir,

        You are eligible for EX-servicemen status for all benefits given to Ex-servicemen.This includes reservation for employment,canteen facilities & so on.As regards you original PPO, Please check with your post office,your pension office(DPDO) or Bank if you are direct bank pensioner.

        Still not traceable you may obtain a certificate from the post office that PPO registered letter has not been received by you after it is dispatched from records.It will be advisable to approach directly with this letter.

        There is another circular dated July 2014 published in this blog.You may search it out using search option given in the blog.Please take a copy of this circular & approach the Rajya sainik board of your District.They will issue the Ex-servicemen Card to you.

    10. Dear sir, I'm ex under trainee SSR KP Balkrushna 238125W was invalidate out on medical ground and also granted medical disability pension. I received pension forms but it needs seal and sign of district sainik board officer but the office staff wants photo proof id of mine showing that I was serving in navy. I had shown them hospital discharge slip and movement order but they are not ready to fulfill my requirement. So what should I do

    18. Sir,
      My late father VV RAO served the Air Force as an AIRCRAFTMAN (AC-2) in I GTS AF Regiment with Ex.No.220703. He joined the service on 10.09.1955 and was discharged on 28.04.1956 (medically boarded out on medical grounds-fit for civil employment) . He was a non-pensioner. However, he availed CSD facilities since 1994. Now my mother is availing the same. The CAW officials (Secunderabad) in whose premises the CSD is located are insisting my mother to produce ESM Dependent Id Card whenever she visits. My mother approached the DSWO, Telangana, in July, 2016 whereupon they rejected her case stating that since my late father was only a "recruit", he would not be eligible for the "ESM" status. They further told that they would seek clarification from the HQ at New Delhi in the matter and would inform her accordinlgy. But, till now my mother did not receive any communication in this regard.
      So, I request you for an immediate clarification.

      Iam G Mohan Reddy served in Indian Army as sepoy. joined the service on 29/nov/1982 and discharged on 05/Dec/1983 (having been invalided out by medical board -fit for civil employment) . Iam non-pensioner at the time of discharge I got lumpsum amount 20000 rs .
      Sir can I eligible for any pension or not

A genuine and true Case of neglect and discrimination owing to Ego and Arrogance by the Administration Members of Chennai Regional Bench of the ARMED FORCES TRIBUNAL. SINCE THE HON’BLE LT. GEN. K. SURENDRA NATH, MEMBER(A),and his predecessor Lt. Gen's Anand Mohan Verma, with their ornamental defence rank, with basic NDA entry qualification and virtue of service, in a secluded Defence Area(working/living), lived his life-time exclusively rising progressively to the top, whose knowledge in other disciplines are negligible, but their rise in ranks by virtue of promotions within varied, who after compares themselves with BUREAUCRATS the creamy layer of the nation, inducted on All India Competitive basis unfairly placed in par with Retired Judge of the High Courts and placed in ARMED FORCES TRIBUNAL, with political lien and not on merits, without even a Degree in Law, in this modern era, while on the other hand " Degree and PG Law Graduates" appointed as Law Clerks/Assistants, in High Courts. The Bar Council of India, which should please note. Hence, with their swollen head placement through Political Influence, and not on merits competitively, develops EGO and ARROGANCE, and acts to their whims and fancies, not instilling fair-play in considering true welfare to ex-servicemen uniformly but unequally, to those ESM who cannot influence or bribe the linked Advocates. This A.F.T. placed suitably in a secluded place, unreasonably near the airport while soldiers come from their small home-town generally are in remote places of small towns and villages, hence rampant corruption but no fair-play. Being outspoken self victimized. What is the Peoples elected Govt. doing to instill fair-play and justice, when the COURTS are supposedly known as sacred and divine. Where is the JUSTICE FOR ALL but for political parties blaming each other, coming into governance, as passing clouds, to amass wealth as a commercial business, which is after 70 long years of Indian Independence ? THIS IS THE VERY POOR STATE OF NATIONAL GOVERNANCE to a person who came forward to give his life for the nation during the NATIONAL EMERGENCY, AS A SMALL BOY IN THE TENDER AGE OF FIFTEEN and a son of an exserviceman of Royal Indian Army of Artillery served in World War II, though SELF not in active politics BUT Member of B J P Tamilnad Chapter, since 2011, prior to Sri. Narendra Modi nominated for P.M.of India. Self aged 70 + with geriatric diseases and had an acute heart attack and stent fitted in June 2017, in a prominent Hospital (Kauvery Hospital) in the Metropolitan City of Chennai.
      Very rightly said recently, by our Honourable Home Minister Rajnath Singh, in The Times of India Chennai Edition, of the 8th October 2017, in the 1st, front page that the Police should not act brutal, but be most civilized in this modern era IF SO the military spent life-time in secluded Defence Area, with exploitation of their subordinates who are left voice-less, with their word of command known to all from the NEWS during this Modern Era, though seniors enjoying without a watchdog over them, to be warned of not being brutal, also to the ex-servicemen, who call at the ARMED FORCES TRIBUNAL Open Court with their basic claims, which ought to be paid rightfully soon after, when discharged from the Indian Army, Indian Navy or Indian Airforce.

      I am B R Kale served in Indian Army as sepoy. joined the service on 14 March 1988 and discharged on 17 Sep 1990 (having been invalided out by medical board – Catt EEE. unfit for military service fit for civil employment) . Iam non-pensioner at the time of discharge I got invalied graduty

      i am enrolled in army on 29/03/2017 after complete 22 weeks training. i have AWL on 40 days after i rejoind my service and do service 7 months on 11/05/2018 i was discharged by center cmd imedetly... my total service will be 1 year 1 months 12 days.. can i eligible for any benifits of this service

    29. Dear sir, This is sujoy mondal ex rect from Indian army discharge from army in June, 2018 with medical disabilitiey pension. I also selected a govt job through ESM quota. They demand from discharge certificate. I got this from my centre. But my ppo and discharge book not come till the date. Is therere will any problem for appointment for new govt job?.. Kindly inform me sir. This is most urgent.
