IGNORING THE NC(E)S WHILE ISSUING CIRCULAR 568 FOR PAYMENT OF DE-LINKING 33 YEARS SERVICE

Respected Sir,

It is brought to your Kind attention that The NC(E) in uniform enrolled in Air force are in inadvertently left out in PCDA circular 568 issued for the payment of arrears on account of de-linking of 33 years of service for 50 % pension.

Kindly issue necessary instruction in this regard at your earliest.

An appeal received by me from an NC(E) who is a Cancer Patient & admitted to hospital is given below for your early sympathetic consideration.
Respected Sir,
   I served in the IAF as NCs(E)  for 20 yrs 04 months 04 days and was discharged in 23rd July 2005 on compassionate ground. I got my OROP revised new pension and arrears last year May'16. Now, I enquired about my DL33 arrears but the same has not been disbursed so for,  my PDA ( IOB, CPPC, Chennai ) is saying that, as per PCDA Cir. 568, I'm not eligible to the DL33. As you aware PCDA Circulars. 430 & 501 clearly mentioned the eligibility( DL33) of NCs(E) regular service of IAF and Army.
    Hence, As per Govt GO Central Government civilian employees group A to D people are eligible and they got the benefits. Presently, I'm residing with family at Bangalore for my cancer treatment at Command Hospital, Air Force ( Bangalore ). My native place is Villupuram, Tamil Nadu.
    My humble request to you be able to help me in any way and my service particulars & bank details are mentioned below for your information and necessary action.

Dear Sir, We National federation of Ex-servicemen recall your attention to the recent sad incident in our National capital in which an Ex-serviceman Mr.Ram Kishan Grewal abandoned his life due to Nonpayment of OROP arrears By Bank. In order to prevent such loss of life & embarrassment to the GOI / Armed forces of the nation in future, we being the welfare organization of Ex-servicemen propose to be in liaison with you in the payment of Delinking 33 years service arrears payable to pre-2006 Ex-servicemen vide PCDA Circular No. 568.The instruction & Authority for the payment of same has already been given to you by PCDA Allahabad/PCDA (Navy) Mumbai/DCDA (AF) New Delhi. It is regretted to note that even after the expiry of 3 months from the date of issue of necessary instruction to you, you have failed to disburse the same to beneficiaries. This is in contravention of the PCDA/RBI guide lines issued to you & you are liable to be charged interest @ 8% Per annum as per PCDA Circular No.165 dated 22.02.2013 & RBI letter F. No. RBI/2013-13/103, DGBA.GAD.No.H4/31.05.001/2012-13 dated July 2, 2012. Under the following circum stances I, MBC Menon in my Capacity as Chairman of the National Federation of Ex-servicemen request you the following Documents as per RTI act. 1) Total number of Ex-servicemen who have been paid the arrears as per PCDA Delinking 33 years circular 568 & copy of the particulars of such persons & details of payment. 2) Total Number of Ex-servicemen who has not been paid the above arrears & copy of your action plan to clear the same along with interest @ 8% per annum as per PCDA Circular No.165 dated 22.02.2013 & RBI letter F.
