New Delhi: The one-man judicial committee on One Rank One Pension
(OROP) set up by the government today submitted its report to Defence
Minister Manohar Parrikar on Wednesday.
The Centre had appointed the committee under the Chairmanship of retired
Chief Justice of Patna High Court L Narasimha Reddy to look into the
anomalies, if any, arising out of implementation of OROP.
The judicial committee had held hearings at around 20 cities and towns
across the country and interacted with cross sections of ex-servicemen
as well as their associations, a statement by the ministry said.
1.MAX.OF PAY SCALE OR NOTIONAL MAX.OF PAY:
ReplyDelete6th CPC recommended removal of DL33 condition for full pension.It means in the pension calculating formula:
Basic Pension=Maximum of a Pay scale/2 X (QS+weigghtage)/33
=Rs xxxx
The commission recommended full pension for those who completed 20 years pension service.The removal of (QS+weigghtage)/33 GOI,readily accepted this recn by notification. It is obvious from the accepted notification any one can one can draw inference that either maximum of a pay scale or notional maximum divided by 2 is the full pension.The committee recommended that cumbersome repetitive calculation difficulties be removed and simplified.Fine.The MOD never bothered about the methods whichever is beneficial to the pensioners.
2.CONSOLIDATION OF PENSION: How to fix the pension by this method,everyone knows.Need not to repeat it.The commission recommended and GOI accepted by notification,saying that " . The fixation of pension will be subject to the provision that the revised pension, in no case, shall be lower than fifty percent of the sum of the minimum of the pay in the pay band and the grade pay thereon, corresponding to the pre- revised pay scale from which the pensioner had retired. (5.1.47).Any one who has rudimentary knowledge in English can very well say that the pension fixed by consolidation method should not be lesser than this MGP,which is the lower bench mark,if it is found less,then it should be stepped up to the amount equal to MGP,a guaranteed lower limit.This MGP per se is not the pension for all and it should not be also.Rest I leave it to readers
3.By the first method every one was eligible for 50% of the notional max or max of the pay scale.which is obviously more than the OROP itself.Toomany cooks spoile d soup.
4.Innocent veterans too settled own for MGP when theay the arrear in lakhs.It is not their fault because in every CPC they were disappointed,they were not given the dues eligible,just because of this pro rata business.
I just want to high light that the 6th CPC notification was intentionally misinterpreted to the dis advantange of the pensioners

ReplyDeleteThe present OROP is only bridging the gap between old and new pensioners to some extent. I still doubt whether judicial commission would have recommended OROP in real term. Let us wait for the commission recommendations.
