Sir,it is very clear from the above letter by the Jt.CDA(AF) New Delhi that Pension for the last rank held must be paid as per the various Circulars of the PCDA as mentioned in the above letter.The PDA Banks cannot take suo-motu action on PCDA Circulars to revise Pension for last held rank of a pensioner. Because CPPCs effect pension strictly as per latest PPO of a pensioner issued by the RECORD OFFICE duly audited by the Jt.CDA(AF).Is it not the responsibility of the so-called Welfare Directorate to take up all the cases of pensioners who were deprived of last held rank pension; to issue Corr.PPO and directing CPPCs to effect revision of pension. This kind of lethargic nature of the authorities concerned has made affected pensioners to approach AFTs and get orders in their favor.It is highly impossible for an ordinary Jawan to approach AFTs which are located in major cities and to bear very expensive legal fees.Its high time for the Authorities to wake-up their mind and do some welfare measure in the real sense.
Pl ref the DAV issued DATA SHEET to be submitted for issuing of e.ppo of last held rank. more than 30,000 cases are yet to be cleared.even when contacting the DAV they are not connected . The DAV issue leters to approach the PCDA (P) Allahabad and bank CPPC for your last held rank pension. The Bank is demanding the last held rank PPO they have previous rank PPO only. PCDA )(P) Allahabad also do not have the LAST HELD RANK PPO Unless it is issued by DAC/PCDA New Delhi. thus the DAV is passing the time by the time the LAST HELD RANK veteran dies most of the 1960 recruited Airmen died due to old age and ailing problems. their widow SPOUSE endorsement is not mentioned in Last held rank PPO to Bank by DAV. Thus the DAV is saving the money to the Defense Budget. IT IS UNFORTUNATE the GOI and Mod rules clearly specify to issue the last held rank PPO of all those who retired on before 1.1.2006 But this not happening the Last held rank veterans have to shell out thousands to the Advocate and get the judgement in his favor. when Judge direct then only the DAV/JCDA is acting that too taking 2 to 3 months time as they have to get clearance from Mod. “Socialism should be implemented faithfully” otherwise it becomes like VENINZULA country.
