    Chinese Ex-servicemenProtests outside Chinese defence ministry at army cuts

     Hundreds of protesters outside the Chinese defence ministry in Beijing
    More than 1,000 protesters have walked and chanted in front of China’s defence ministry, in the latest apparent demonstration by soldiers as the world’s largest standing military modernises and downsizes.
    The protesters stood for several hours in front of the Bayi building in central Beijing, home of the Chinese ministry of national defence. Many wore green fatigues bearing the hammer-and-sickle logo of China’s ruling Communist party.
    The purpose of their demonstration was unclear. Protesters approached by the Associated Press declined to be interviewed and censors blocked searches on social media about retired soldiers or the defence ministry.
    Hundreds of police and plainclothes security officers surrounded the protesters, hemming them in with buses and police vehicles.
    While Chinese authorities routinely suppress discussions about the military and soldiers’ issues, one human rights activist, Huang Qi, said veterans had staged more than 50 protests this year. However, demonstrations on such a large scale are rare in the centre of the heavily policed capital.
    Two demonstrators said they were veterans who wanted the government to address military pensions, but they did not want to discuss the issue with foreign media. The protesters declined to give their names.
    Liu Feiyue, the editor of the Minsheng Guancha website, which monitors civil rights issues, said he had been told by retired soldiers that other ex-soldiers were present.
    “They protested because they don’t have a job now after serving a long period of time in the army, some for a dozen years,” Liu said. “They are asking for employment.”
    China’s armed forces are undergoing a large-scale modernisation to become a nimble organisation that can better handle conflicts at sea and in the air.
    Those measures have gained pace as China builds up its presence in the South China and East China Seas amid territorial disputes, and as relations have soured with Taiwan, which China claims as its own territory to be unified with by force if necessary.
    Xi Jinping, China’s president, announced last year that the 2.3 million-member People’s Liberation Army would cut 300,000 personnel, but little has been said about the cost or where the surplus troops would go.
    Veterans have staged sit-ins and protests for several years over low or absent pensions and an inability to find work outside the military.
    It was not clear if anyone was arrested at the protest.

    DISABILITY PENSION REFERRED TO ANOMALY COMMITTEE

    Issue of Disability Pension for Defence Forces Personnel referred to 7th CPC Anomaly Committee
    The 7th Central Pay Commission (CPC) recommended a slab based system for determining the disability pension for Defence Forces Personnel, which was accepted by the Government. Percentage based system was followed in the 6th CPC regime for calculating disability pension for Defence Forces Personnel as well as Civilians.
    Service Headquarters have represented that the percentage based system should be continued under the 7th CPC for calculating disability pension for Defence Services at par with their Civilian counterparts.
    The Ministry has referred the representation of the Service Headquarters to the Anomaly Committee of 7th CPC for consideration.

    Discussing 7th pay panel anomalies with PM Modi, says Manohar Parrikar

    If the recommendations in the draft notification on disability pension come into effect, the disability pension for soldiers will go down substantially.

    Parrikar said that misgivings are being created by “certain quarters”, similar to what was done when the demand for One-Rank-One-Pension (OROP) was there. (File photo) Defence Minister Manohar Parrikar on Wednesday said he has raised the issue of anomalies in the 7th Pay Commission report with Prime Minister Narendra Modi. “Yes, there are some anomalies in the 7th pay commission and the pension…we will resolve that. But, I don’t think that can be an issue for national debate,” Parrikar said at an event here.
    “I can assure the people of the country and our armed forces that I have personally taken up the matter with the Prime Minister. There are procedures of the government of India. We will complete those procedure at the earliest and see that one by one, those anomalies are removed,” he said.
    Asked about the issue of disability pension, on which a draft notification on the recommendation of the 7th Pay Commission has been uploaded on the Defence Ministry’s website, the minister said: “It is just a draft now.”
    The draft notification talks of replacing the present percentage-based system of pension with slab-based pension system.
    “In disability pension also, there are some categories of officers, in whose cases there could be some anomaly. We will check it,” he assured.
    The minister maintained: “No final order has been issued as yet, only a draft resolution has been put up on the website. We will examine and try to address all that can be addressed, and forward the same to the anomalies committee for their opinion.”

    Parrikar said that misgivings are being created by “certain quarters”, similar to what was done when the demand for One-Rank-One-Pension (OROP) was there. It took time to ensure that other forces do not move the court with similar demands, he added.
    “Not every one can be satisfied,” the Defence Minister said.
    He informed that so far, two instalments of Rs 4,000 crore and Rs 2,000 crore have been released, with annual cost for OROP being Rs 7,500 crore.
    “There are 20 lakh armed forces personnel and about 22 lakh pensioners. It is a huge number, almost a third of the government employees. Whenever you apply a principle to anyone, anomalies will surface,” the minister said.
    According to the pay panel’s recommendation, for 100 per cent disability, an officer would get Rs 27,000 per month, those in the ranks of Subedar Major to Naib Subedar would receive Rs 17,000, while Havildars and below would get Rs 12,000.
    At present, a soldier, who gets 100 per cent disability, is entitled to a pension equal to the last drawn salary and an additional 50 per cent as ‘service component’.
    The draft notification invited criticism from ex-servicemen, who said it will affect the morale of the soldiers.

    Brief of the meeting held under the Chairmanship of Secretary (Pension), Government of India, to discuss 7th CPC recommendation for revision of pension of pre-2016 pensioners

    Dear Comrades!
    Sub: Brief of the meeting held under the Chairmanship of Secretary (Pension), Government of India on 06.10.2016, to discuss 7th CPC recommendation for revision of pension of pre-2016 pensioners
    In the meeting, referred to above, the Official Side expressed doubt to have details of service particulars, i.e. date of promotion and subsequent increment etc., specially pre- 01.01.2006 retirees. As such, it may not be feasible to fix-up pension, taking into account of increment received in the post from which one has retired from service. 
    As per opinion of the Secretary (Pension), “if recommendation No.1 is accepted, Service Record of certain persons may not be located. This will lead to number of litigations. However, we have produced certain pension dockets wherein all these things are available (where calculation of Qualifying Service was undertaken) and such option should be left with individual pensioner as per ones advantage. The Official Side lastly suggested that, parity in pension, as was granted after the recommendation of V CPC, w.e.f. 01.01.1996, may be adopted for determining the method(notionat) of all pre-01.01.2016 pensioners.
    Next meeting in this regard will be held at 10:00 hrs. on 13th October, 2016. Further, the matter of National Pension System(NPS) will be referred to a separate committee. We have impressed upon the Secretary(Pension) that, four months time is running out. As such, decision on revision of pension of pre-01.01.2016 retirees and the matter of the NPS should be decided without any further loss of time. Meeting on Allowances, which was slated to be held on 13th October, 2016, has been postponed to 25th October, 2016.

    Anyone from elite class ( Defence Officers) may clarify as they are abusing Babus and Netas for wrong doings everywhere like in OROP ,PAY, PROMTION Etc.
    1. Who proposed separate MSP for Officers, Nurses and Jawans?
    2. Who proposed MSP for Nurses more than a Subedar Major?
    3. Who proposed Second Lieutenant rank be scraped but never bothered for Sepoy rank to bscraped ?
    4. Who proposed reduction in time scale for Capt, Major and Lt Col and increase in time for Havildar / Sgt/ Petty Officer?.
    5. Who proposed that minimum time for JWO in IAF b 19 years in selection and brought Lt Col in Time bar to 13 years. In both cases, min time was 17 for selection grade. Lt Col pay increases on promotion from Major by 32000 to 35,000 in 13 years time bar while for Sgt 13 year time bar 1800 only and for selection grade JWO it increase by 3800 . DA @ 119 % Ref.
    6. Who proposed that promotion from Sgt and above will be based on ACR / Merit and for Officer 4 Promotion Time bar?
    7. Who Brought Lt Col to pay band 4 and Not brought Havildar to PB 2 . As per 6 CPC report, PB 4 was given to Maj Gen and above.
    8. Who made policy to Kick more than 70 % Sepoys after 17 years of Army service without single promotion and keep Officers in service up to 55 yrs ?.
    9. Who justified that your car will become scrap within 4 years and you be allowed to buy again through CSD but a jawans car will not get a scratch for life time.
    10. I can list many more but I hope the above mentioned points are enough to tell you that stop fooling us on the name of Babus. I'm sure 90% Officers sitting in AC Office at HQs are real culprits behind all the discrimination and injustice for above said points.
