Textile Minister Smriti Irani will go to Siachen base camp to
celebrate Raksha Bandhan with soldiers. Besides Irani, seven more women
ministers in the Narendra Modi
government will be visiting soldiers elsewhere that day. External
Affairs Minister Sushma Swaraj, Water Resources Minister Uma Bharti,
Women and Child Welfare Minister Maneka Gandhi will visit borders areas
and interact with the soldiers. MoS for Commerce Nirmala Sitharaman, MoS
in the Ministry of Food Processing Industries Sadhvi Niranjan Jyoti,
and MoS in the Health Ministry Anupriya Patel will be also meeting
soldiers.
Defence minister Manohar Parrikar said Irani will visit the Siachen
Base Camp on August 18. The army will be asked to make arrangements for
her visit on Raksha Bandhan, the festival that sees men vowing to
protect their sisters. Soldiers at Siachen have seen visits by Prime
Minister and defence ministers on special occasions but perhaps this
will be the first time when a woman minister will visit Siachen. In
2014, PM Modi visited Siachen on Diwali and interacted with the
soldiers. The visit comes amid a fresh debate over the army’s presence
in Kashmir valley and escalated tension with Pakistan.

Armed forces’ wait for salary hike may get longer

DELHI: From IAS officers to peons, 33 lakh central government civilian
employees will get enhanced salaries with arrears on September 1 under
the seventh central pay commission (CPC). But the 14 lakh strong armed
forces are likely to be left twiddling their thumbs with unrevised
salaries.
Defence ministry sources say the three Service chiefs have also sent a representation to PM Narendra Modi to underline the widespread dismay in the armed forces over the implementation of the 7th CPC without apparently resolving most of the "core issues" raised by them.
Despite being contacted by TOI , the defence ministry refused to comment.
"Once the notification for the armed forces is issued, it will have to be followed by the drafting of the separate Army, Navy and IAF instructions. They, in turn, will go to the Controller General of Defence Accounts for detailed calculations. All this will take time," said a MoD source.
This delay comes close after Air Chief Marshal Arup Raha, in his capacity as the chairman of the chiefs of staff committee and backed by General Dalbir Singh Suhag and Admiral Sunil Lanba, wrote to the PM that at least "four main pay anomalies" were yet to be resolved for the armed forces despite several representations.
"The letter to the PM was followed by another one to defence minister (Manohar Parrikar)," said the source. The armed forces have a deep-seated grouse over successive pay commissions eroding their "status, parity and equivalence'' as compared to their civilian counterparts.

recent letters, for instance, raises the "artificial suppression of
entry-level pay in each rank" for the armed forces. Another major point
is the denial of higher military service pay (MSP) for junior
commissioned officers (JCOs). The armed forces also have "a huge
problem" with the approach to calculate disability pension for their
personnel, which has reverted to the earlier "slab based" system from
the "percentage based" one brought in by the 6th CPC.
The refusal to grant non-functional upgrade to military officers denied promotions due to the lack of vacancies in the steeply-pyramidal structure of the armed forces also remains a major heartburn.

AN ARMY VETERAN SEEKS JUSTICE
Yours is the last door I am knocking to seek an answer to my question.
I have tried Army veteran cell at Army HQs ,bank and cda pensions but no one is answering the email.It looks there is a ban on the subject.
I am army veteran 82 years in age have served with honour for 24 years in commissioned rankin army. Getting my monthly pension through bank. But have not been considered for OROP benefit.No one tells me the reason why it is so.
Can you help in the matter?Expect a reply.

This is the treatment meted out to a retired 82 year old Army man who was a commissioned officer of the rank of Major.
I have taken up his case with all the authorities concerned on behalf of National federation & will be fighting this case till justice is delivered to him

of the regular pensioner has not been mentioned in any of the PPO available
with us, which is mandatory criteria to revise the cases as per OROP circular.
We already have forwarded Annexure – A dated 19.03.2016 as per
PCDA (P) Circular 555 to the concerned PSA seeking information on Qualifying
Service and awaiting their response. However, we request you to forward copy
of PPO containing qualifying service data, if any, possessed by the pensioner
to enable us to process further.

Right to Information: No problem with applicants asking questions, rules SIC* Slaps a fine of Rs 3,000 on PIO for failing to reply to one such application.
If Public Information Officers
(PIOs) reject Right to Information (RTI) applications on the ground that the
applicant have asked questions, it will be deemed contrary to the RTI Act,
according to the latest ruling from Ravindra Jadhav, State Information Commissioner
(SIC), Pune bench.
Jadhav, while hearing a second
appeal application, ruled that instead of rejecting applications, the PIOs in
such cases should try to provide information or call the applicant for file
inspection.
Jadhav made the observation while
hearing a second appeal filed by Y A Gosavi, an RTI applicant from Pune. Gosavi
had filed an application with the Naib Teshildar Haveli’s office which went
unanswered, following which he had filed a first appeal with the Teshildar
Haveli. During the first appeal hearing, the Haveli teshildar, who is also the
first appellate authority (FAA), rejected the application on the ground that
the application had questions.
PIOs rejecting applications
containing questions is a common complaint of RTI applicants. Around 30 per
cent of applications are rejected on this ground.
Following the rejection, Gosavi
appealed before the SIC, who consequently held a hearing on the matter. During
the course of hearing, the PIO stated that due to work-load, paucity of staff
and extra work due to the ongoing local body elections, he was not able to
provide information on time.
In his order, Jadhav said, “The PIO should have
made efforts to provide the information asked for instead of rejecting the
applications on ground that the applicant had asked questions. The applicant
might have been called for file inspection under the Act,” the order said.
Rejecting the arguments put by the PIO and FAA,
Jadhav found the PIO guilty of not providing information under the RTI Act and
slapped a fine of Rs 3,000 on him for dereliction of duty.
RTI activist Vijay Kumbhar said the
PIO was bound by law to provide information asked under RTI. However he
expressed his reservations about the option of file inspection being suggested
by Jadhav.
“Many a time, PIOs opt for this
option instead of providing information asked for. PIOs should be asked to give
the information asked for and not take this option as an easy way out,” he
said.
