One rank, one pension: Ex-servicemen plan nationwide agitation

Aggrieved over the delay in the roll-out of ‘one rank, one pension’ for the armed forces, ex-servicemen plan to hold a nationwide agitation, even as 1971 war veteran Wing Commander(retd) Suresh Karnik boycotted a function attended by Defence Minister Manohar Parrikar. As the resentment over the delay grew, Navy chief Admiral R K Dhowan advised ex-servicemen to be “patient” on the long-pending demand for OROP, saying that the government was seized of the matter. “We are planning to hold a rally on June 14. It would not only be held in Delhi but also in various parts of the country,” Maj Gen Satbir Singh (retd), who had led a delegation of war veterans to meet Parrikar earlier this year, told PTI in Delhi. He said the veterans plan to go on hunger strike if the government does not keep its promise. While saying that Parrikar had good intentions on the OROP issue, Karnik, a recipient of the Vir Chakra—third highest award for gallantry—blamed the bureaucracy for dragging the matter to the disappointment of lakhs of ex-service personnel across the country.
“The government is paying lip service to ex-servicemen’s cause. Bureaucracy is playing its own game on one rank, one pension issue,” he told PTI in Pune. He also said he was not attending a gallantry award function in Pune that was addressed by Parrikar. Admiral Dhowan stressed that OROP has been a “priority area” and the issue has been taken up with the Defence Ministry. “We look forward to that announcement,” he told reporters in Delhi. “The Ministry of Defence is very much seized of the problem. To the best of my knowledge, a lot of progress has been made on the OROP. It is up to the government to take a final decision on it,” he said. OROP has been a long-standing demand of the over 2 million ex-servicemen of India. It seeks to ensure that a uniform pension is paid to the defence personnel retiring in the same rank with the same length of service, irrespective of their date of retirement. The scheme is estimated to cost around Rs 8,600 crore initially and subsequently several crore rupees annually. Currently, all pre 2006 (the year the 6th Pay Panel recommendations became effective) pensioners receive lesser pension than not only their counterparts but also their juniors. — PTI

VETERANS TO BOYCOT ALL GOVT FUNCTION,RD PARADE

New Delhi: Two war veterans today boycotted a function where they were to be felicitated by Defence Minister Manohar Parrikar, to protest against the delay in implementation of "one rank, one pension" for the armed forces.
One of them is Wing Commander SD Karnik, a 1971 war veteran who was awarded the Vir Chakra, one of India's top gallantry medals. "Since 1973 we haven't got any support from the government. This is downgrading the armed forces. I am hurt," he said. Prime Minister Narendra Modi was widely expected to announce it on Monday when he addressed a rally in Mathura in Uttar Pradesh, but he didn't. NDTV has learnt that the file on one rank, one pension, a BJP election promise, is currently shuttling between the Finance and Defence Ministries after several queries were raised.
Sources tell NDTV that the government doesn't want to announce anything that can be challenged in court. "One rank, one pension" means that the same pension will be paid to personnel retiring in the same rank with the same length of service, irrespective of when they retired. "I may not like ex-servicemen protesting but they are being pushed into it," said former Army Chief General VP Mallik. Ex-servicemen say they call it NATO - "No Action, Talk Only." Currently, the pension for retired personnel is based on the pay commission recommendations at the time when the personnel retired. For instance, a Major General who retired in 1996 draws less pension than a Lt. Colonel who retired after 1996. With one rank, one pension, retired personnel would draw the same pension as officers and jawans of the same rank who are retiring now. They would also be entitled to a year's back pay in pensions at the new rate, which would be a windfall for pensioners.
Six years ago, the Supreme Court directed the government to follow a one rank, one pension principal for retired servicemen. In February this year, the court said failure to implement it within three months would mean contempt of court. One rank, one pension will benefit 25 lakh ex-servicemen. It is expected to cost the government more than Rs. 8300 crore a year. In its Budget last year, months before the national election, the Congress-led UPA government announced that one-rank-one pay would be implemented, but allocated meagre Rs. 500 crore seen as inadequate funds for the initiative.

Wg Cdr Karnik Sir, Please accept out heartiest Felicitation

PM silent on One Rank One Pension, upset defence veterans plan nation-wide agitation

The veterans community of defence services has been sorely disappointed by the absence of any announcement regarding the implementation of One Rank One Pension by the govt after the completion of a year in office.
Written by Man Aman Singh Chhina | Chandigarh | Updated: May 26, 2015 10:59 pm

The veterans community of defence services has been sorely disappointed by the absence of any announcement regarding implementation of One Rank One Pension (OROP) by the union government after the completion of an year in office and discussions have begun on whether this is the right time to hold a nation-wide agitation to press for the same.
Throughout the day yesterday, there was a buzz of excitement on social media groups as the veterans got the impression that Prime Minister Narendra Modi would make an announcement regarding OROP at his rally in Bareilly. However, no such announcement was made causing consternation among the veterans ranks.
Brig Gurmeet Kanwal (retd), a well known strategic expert tweeted, “All Veterans and those who support them are requested to retweet please… #OROP Prime Minister we are disappointed”. Air Marshal Anil Chopra (retd), member of Armed Forces Tribunal tweeted, “ OROP overtakes DDLJ as the longest running reality show”. Speaking to The Indian Express, Brig KS Kahlon (retd), President, All Indian Defence Brotherhood, said that non implementation of OROP has caused great amount of resentment among the veterans and they are gearing themselves up for a prolonged agitation to ensure that the government delivers on its promise.
Prime Minister Modi made repeated assurances at many places, and while addressing the troops at the highest battlefield of the world, Siachin, on the eve of Diwali last year, he stated that the order of implementation of OROP had been issued. Defence Minister Manohar Parrikar repeatedly assured the veterans that the NDA government will implement OROP before the government completes a year in office. Unfortunately the government hasn’t lived up to its promise,” said Brig Kahlon. The veterans had conducted a mass movement during the tenure of the UPA government wherein they had returned their medals to the President and held rallies at Jantar Mantar to force the government to accept their demand of OPRP. According to Lt Col SS Sohi (retd), President of Ex-Servicemen Grievances Cell, the time has come when another such mass agitation may have to be held all over the country again. We are still willing to wait for a few days more for an announcement in this regard. If by the end of this month if they do not do anything we will go for an agitational approach. There have been several meetings with the defence minister and several promises made but each time the veterans community has been let down. We must take recourse to a more tough approach if we have to force the government to concede to our legitimate demands,” said Lt Col Sohi. However, Lt Gen Raj Kadyan (retd), a former Deputy Chief of Army Staff and Chairman of Indian Ex-Serviceman Movement was of the view that the hype over the expected announcement by PM was largely “self created”. “We were hoping that the PM would make the announcement but I am of the …continued »
