         REVISION OF PENSION IN RESPECT OF PRE-1.1.2016 PENSIONERS 
        (EX-AIRMEN/NCsE) AND THEIR ELIGIBLE FAMILY MEMBERS
    1.  Consequent to issue of Govt order for revision of 7th CPC recommendations for Pre-2016 retirees/family pensioners,the Govt has approved to fix their pension as on 1.1.2016 asper the most beneficial options among the following two formulae. 
    (a) Option-I : Notionally fixing pay in the pay matrix recommended by the 7th CPC in the level corresponding to the pay scale/pay band and grade pay at which the air veterans had retired/died. This will be done by notional pay fixation under each intervening Pay Commission based on the formulae for revision of pay. The concordance tables for such notional fixation are under finalisation with CGDA.
    or 
    (b) Option II : Multiplying basic pension as on 31 Dec 15 by a factor of 2.57.
    2.   At the behst of Services HQs, MoD has agreed to issue Corrigendum PPOs to all Pre-2016 retirees/family Pensioners. Accordingly. in order to issue these Corrigendum PPOs to all Pre-2016 retirees, PCDA(P) Allahabad,vide its Circular No.585ndated 29 Sep 17 has sought for additional information on "Last-Pay- Certificate-Cum-Data Sheet" for each retiree. Hence, Directorate of Air Veterans requires to collate additional information from the pensioners as envisaged in the ibid circular.
    3.   It is pertinent to mention that the records/documents of all pensioners are maintained for a period of 25 years in file.  On completion of the period of 25 years from date of discharge of a pensioner, a Long Roll with limited information is prepared for record purposes and all pension related document/papers are destroyed by burning as per policy in vogue. Further it is noted that in majority of cases, the last address of veterans have changed and same is required for ensuring correct despatch of Corrigendum PPOs (as and when received from Pension Sanctioning Authority).
    4.   In view of the above, it is kindly requested to provide the information as per the annexed format to process your case under 7th CPC.  The following may be adhered to while filling up the columns.
    (a) Information/data must be corrent and correct.  The same will be treated as authenticated information for al future communications and pension related process.
    (b) The alphabets and digits must be written neatly in a legible manner (in capital letters) to avoid errors in interpetation e.g. confusion between digit 6 & 8 or 0 and alphabet O. 
    (c)  Information must be substantiated by supporting documents such as self attested copies of Adhaar, PAN, cancelled cheque etc. wherever applicable.
    (d) Clearly specify the person to be contacted in case of any query DAV.

    7th Pay Commission: When Will Government Raise Minimum Pay With 17 Per Cent Hike?
     
     New Delhi, Oct 24: The government had approved a hike in salary and allowances as per the recommendations of the 7th Pay Commission or 7th CPC in June 2016 and July 2017 respectively. Since then, the central government employees have been demanding a raise in minimum pay beyond the recommendation of the 7th Pay Commission. Though there is no official announcement, media reports suggested that the government is likely to raise minimum pay to Rs 21,000 with 17 per cent hike over Rs 18,000 existing minimum pay, which was recommended by the 7th Pay Commission.
    The 7th Pay Commission, led by Justice AK Mathur, raised minimum pay from Rs 7,000 to Rs 18,000 per month and fitment factor to 2.57 times, which was approved by the Cabinet on June 28 last year. However, the central government employees expressed dissatisfaction over the hike and demanded to raise minimum pay from Rs 18,000 to Rs 26,000 and fitment factor 3.68 times from 2.57 times. To resolve all matters related to the anomalies in the implementation of the 7th Pay Commission‘s recommendations, Union Finance Minister Arun Jaitley had formed National Anomaly Committee (NAC).
    If media reports are to be believed, the NAC has been given a green signal by the government to raise the minimum pay beyond the recommendation of the 7th Pay Commission. The NAC may suggest hiking minimum pay to Rs 21,000 from Rs 18,000. Fitment factor will be raised to 3.00 times from the existing 2.57 times. The committee is expected to hold a key meeting this month and submit its report to the Empowered Committee of Secretaries and the Department of Expenditure for further examination.
    The Cabinet is likely to take up the pay hike over the recommendations of the 7th Pay Commission for the central government employees by the end of January, said a report by Sen Times. “The meeting of NAC is likely to be held in this month for hike in basic pay with fitment factor 3.00. Accordingly, minimum pay will be hiked Rs 21,000 from Rs 18,000,” a top official of Ministry of Personnel, Public Grievances and Pensions was quoted as saying.
    The recommendations of NAC of hike in minimum pay would be finalised in January after examining by the Department of Expenditure as well as the Empowered Committee of Secretaries and following that it will be placed before the Cabinet by Finance Minister Arun Jaitley, he assured.
