    UPDATES FROM SUPREME COURT ON OROP HEARING TODAY (30/11/2021)

    OROP case was listed in Supreme court no 4 on 30 Nov 2021, today, in court of HMJ Dr YV Chandrachud, HMJ AS Bopanna and HMJ Vikram Nath. OROP case was listed at no 7.  It was physical hearing. In view of Covid 19 precautions nobody other than lawyers of petitioners and GOI were permitted.

    Case could be listed on 30 Nov 2021 after lot of liaisoning with Registrar of Supreme Court and court master. 

    OROP was called at 12.10 AM.  Justice Chandrachud expressed that court was ready to hear the case to its conclusion. GOI lawyer Mr Akshay Amritanjan expressed that Mr N Venkataraman is busy in some other court and hence is not available to argue at this time. Justice Chandrachud expressed that Mr Akshay could start arguments and ASG could join. Mr Akshay confirmed it will be difficult for ASG to join. On hearing this Honourable Justice enquired if ASG could attend at 2.30 In afternoon. Mr Akshay confirmed even this may be difficult   Justice Dr Chandrachud then confirmed that OROP is very important issue and needed to be heard in detail. Honourable judge confirmed that ASG is arguing another matter in-front of this bench on Thursday and we will hear OROP before other case on Thursday, 2 Dec 2021. 

    Our lawyers impressed on HMJ that this is a case involving ex-servicemen and families and we request that high priority be give to this case. He further confirmed that he has other case listed for Thursday but will attend OROP first and accepted Thursday for OROP.

    26/11: President, Home Minister & Dignitaries Pay Tribute to Martyrs on 13th Anniversary of Mumbai Terror Attack

    Floral tributes were paid on Friday to the martyrs who laid down their lives while fighting terrorists who attacked Mumbai on November 26, 2008. Maharashtra Governor Bhagat Singh Koshyari, Deputy Chief Minister Ajit Pawar and state Home Minister Dilip Walse Patil paid their respects at the memorial at the police headquarters in south Mumbai. President Ram Nath Kovind paid tributes to the martyrs and homage to the victims of the 26/11 Mumbai terror attacks, and said the nation will always be grateful to the security personnel who laid down their lives in the line of duty. “My heartfelt tributes to the martyrs and homage to the victims of the 26/11 Mumbai terror attacks. The nation will always be grateful for the bravery and sacrifice of the security forces who laid down their lives in the line of duty," Kovind tweeted. Union Home Minister Amit Shah also paid tributes and tweeted, “Heartfelt tributes to those who lost their lives in the Mumbai 26/11 terror attacks and salute the courage of all the security personnel who bravely faced the terrorists in the cowardly attacks. The whole nation will remain proud of your bravery. A grateful nation will always be indebted to your sacrifice." The martyrs' memorial has been relocated from the original site at Police Gymkhana in Marine Drive to the police headquarters at Crawford Market because of the ongoing work on the Coastal Road project, an official said. Chief Minister Uddhav Thackeray, who is recuperating in a Mumbai hospital after spine surgery, also remembered the 26/11 martyrs. The 13th anniversary of the deadly terror attack was attended by a limited number of people in the wake of the COVID-19 pandemic. Family members of some of the martyred police personnel also paid tributes at the memorial. During the ceremony, the dignitaries met family members of some martyrs. On November 26, 2008, 10 Lashkar-e-Taiba terrorists from Pakistan arrived by sea route and opened fire, killing 166 people, including 18 security personnel, and injuring several others during the 60-hour siege in Mumbai. The then Anti-Terrorism Squad (ATS) chief Hemant Karkare, Army Major Sandeep Unnikrishnan, Mumbai's Additional Police Commissioner Ashok Kamte, Senior Police Inspector Vijay Salaskar and Assistant Sub-Inspector (ASI) Tukaram Omble were among those killed in the attack. The Chhatrapati Shivaji Maharaj Terminus, the Oberoi Trident, the Taj Mahal Hotel, Leopold Cafe, Cama Hospital and the Nariman House Jewish community centre, now renamed Nariman Light House, were some of the places targeted by terrorists. Nine terrorists were later killed by the security forces, including the NSG, the country's elite commando force. Ajmal Kasab was the only terrorist who was captured alive. He was hanged four years later on November 21, 2012.

    New referel system in ECHS Polyclinics

    An ESM can get referel to any Empanelled hospitals outside AOR of Parent Polyclinic Or Regional Centre with out visiting outstation Polyclinic. The referel is generated by parent polyclinic Doctor ,thereafter once it is approved by OIC it is now visible to OIC of outstation Polyclinic. Once it is approved by OIC outstation, it will be visible to Parent Polyclinic  OIC. After approval print out is taken and issued. This made referel system simple. ESM started visiting hospitals at Mangalore, Coimbatore and Bangalore as there is no waistage of time visiting outstation Polyclinic. But after reaching there, sometime one more referel required or additional testing/scanning etc required he started corresponding with parent Polyclinic for new referel.It will be difficult for 64kb card holders.

    Now it is made simple by introducing New referel system for Outstation members without visiting Parent Polyclinic

    It was felt difficult for ESM on tour,or visited an out station hospital. If an ESM  wants to get a referel, he has to go to nearest Polyclinic and meet a doctor and inform him about your requirements. 

    Doctor will forward a referel to OIC. Once OIC approves it will be visible to Parent Polyclinic of the ESM. OIC parent Polyclinic approves it, then it will be visible to outstation  OIC. He gives the referel after approving it. 

    Eg. Here after ESM going to Amrta hospital Kochi ,need not worry for additional referel for admission or diagnosis etc. He need to visit Kochi polyclinic in Naval base and everything taken care of. Sameway whoever visiting Mangalore,Bangalore, Coimbatore Kozhikode etc.

    UNION CABINET APPROVED ADDITIONAL 3% DA/DR A W.E.F 01/07/2021

    Cabinet approves release of an additional instalment of Dearness Allowance to Central Government employees and Dearness Relief to Pensions, due from 01.07.2021
    An increase of 3% over the existing rate of 28% of the Basic Pay / Pension
    This will benefit about 47.14 lakh Central Government employees and 68.62 lakh pensioners
    Impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be Rs.9,488.70 crore per annum

    The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, today has approved to release an additional instalment of Dearness Allowance  to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 1.7.2021 representing an increase of 3% over the existing rate of 28% of the Basic Pay / Pension, to compensate for price rise.

    This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.  The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be Rs.9,488.70 crore per annum.  This will benefit about 47.14 lakh Central Government employees and 68.62 lakh pensioners.
