    7th Pay Commission: When Will Government Raise Minimum Pay With 17 Per Cent Hike?
     
     New Delhi, Oct 24: The government had approved a hike in salary and allowances as per the recommendations of the 7th Pay Commission or 7th CPC in June 2016 and July 2017 respectively. Since then, the central government employees have been demanding a raise in minimum pay beyond the recommendation of the 7th Pay Commission. Though there is no official announcement, media reports suggested that the government is likely to raise minimum pay to Rs 21,000 with 17 per cent hike over Rs 18,000 existing minimum pay, which was recommended by the 7th Pay Commission.
    The 7th Pay Commission, led by Justice AK Mathur, raised minimum pay from Rs 7,000 to Rs 18,000 per month and fitment factor to 2.57 times, which was approved by the Cabinet on June 28 last year. However, the central government employees expressed dissatisfaction over the hike and demanded to raise minimum pay from Rs 18,000 to Rs 26,000 and fitment factor 3.68 times from 2.57 times. To resolve all matters related to the anomalies in the implementation of the 7th Pay Commission‘s recommendations, Union Finance Minister Arun Jaitley had formed National Anomaly Committee (NAC).
    If media reports are to be believed, the NAC has been given a green signal by the government to raise the minimum pay beyond the recommendation of the 7th Pay Commission. The NAC may suggest hiking minimum pay to Rs 21,000 from Rs 18,000. Fitment factor will be raised to 3.00 times from the existing 2.57 times. The committee is expected to hold a key meeting this month and submit its report to the Empowered Committee of Secretaries and the Department of Expenditure for further examination.
    The Cabinet is likely to take up the pay hike over the recommendations of the 7th Pay Commission for the central government employees by the end of January, said a report by Sen Times. “The meeting of NAC is likely to be held in this month for hike in basic pay with fitment factor 3.00. Accordingly, minimum pay will be hiked Rs 21,000 from Rs 18,000,” a top official of Ministry of Personnel, Public Grievances and Pensions was quoted as saying.
    The recommendations of NAC of hike in minimum pay would be finalised in January after examining by the Department of Expenditure as well as the Empowered Committee of Secretaries and following that it will be placed before the Cabinet by Finance Minister Arun Jaitley, he assured.

    DISABILITY PENSION CALCULATION BY SBI CPPC MUMBAI WORK IN PROGRESS

    1. Considering the mass effect, such revisions are done globally by us in respect of all the eligible pensioners.
    2. Technical work / development of software towards revision of Disability pension under PCDA (P) Circular 582 is in progress.
    3. The said revisions will be made within the time frame set over by RBI  guidelines / PCDA .
         4.   This particular revision is likely to be done by end of this month.

    Many defence staff do not follow pension norms

    There are several cases wherein the ex-servicemen miss out on important PPO details.

      Many ex-servicemen and their dependents suffer due to faulty Pension Payment Order.

    Hyderabad: The wife of Mahavir Chakra winner late Major Padmapani Acharya did not know that she was entitled to one-rank one-pension. Ms Charu Latha Acharya, wife of Maj. Acharya who gave his life in the Kargil war, was also not getting the gallantry amount of Rs 5,000 per month from 1998 as the Pension Payment Order (PPO) did not have the qualifying service mentioned.
    In another case, the 84-year-old wife of a lieutenant colonel did not know that she was entitled to get 20 per cent additional pension as she had crossed 80 years of age. It took her nearly a year to get her dues. Several defence personnel do not provide the required personal data about their spouse in the PPO. It is important to mention the year of birth to claim the benefits. Of 40,000 defence personnel from TS, 70 per cent are pensioners.
    Colonel P. Ramesh Kumar, director of the TS Sainik Welfare Board, said, “With regard to Ms. Acharya, the PPO did not have the qualifying service of the late Major Acharya, who died in the 1998 Kargil war. Since then, she was not receiving the Rs 5,000 gallantry award. We had to write to the Army and the matter was referred to the Principal Controller of Defence Accounts, Allahabad, which issued a corrigendum. All this could have been avoided if the qualifying service was mentioned.” In the case of the 84-year-old, the delay in getting additional pension could have been avoided if her birth details were mentioned. “There are several cases wherein the ex-servicemen miss out on important PPO details. In the recent Adalat held in the city, 932 cases related pension were reported,” he said.
    Air travel ID for unmarried daughters, sons:
    Unmarried daughters of defence personnel and sons up to the age of 25 will be issued an identification card for air travel. Apart from pensioners, the spouse, too, will receive the air travel cards.
    Many dependants are ignorant of the fact that unmarried daughters can avail pension if the parents are dead, while sons can remain dependent till 25 years of age and avail all pension-related services.
    Colonel P. Ramesh Kumar, director, TS Sainik Welfare Board, said, “Unmarried daughters of a  deceased veteran and spouse are entitled to get pension benefits if her income is less than what is entitled till she is married. To get these benefits, the dependent’s name should be endorsed while applying for pension, by registering with the Zilla Sainik Board.”
    He said defence pensioners are entitled to exemption from property tax. The city is home to veterans from various wars, the Sri Lankan operation and the 1999 Kargil war.

    7th Pay Commission : Government gives signal for basic pay hike
    The government has given the green signal to hike the minimum pay and fitment factor beyond the recommendation of the 7th Pay Commission. This news would come as a major relief to all Central Government employees who have been waiting for good news and latest updates on pay hike. The green signal has been given to the National Anomaly Committee which is set to meet this month. The NAC would now take up the issue.
    Minimum pay hike gets green signal:
    The NAC was formed to look into the pay anomalies rising out of the 7th Pay Commission recommendations. The government had assured that the anomalies would be looked into. Now it has given the green signal to the NAC to go ahead with the pay raise and also the fitment factor to 3 times. This would mean that the pay would be hiked from Rs 18,000 to Rs 21,000.Government has funds:

    Officials in the Ministry of Personnel, Public Grievances and Pensions say that the government decided to give the green signal as it had funds. The government realises that it has the funds to increase the pay of the CG employees. This is the reason why it gave the green signal to the NAC to go ahead and hike the minimum pay and increase the fitment factor to 3 times.
    How much will salary hike be:
    As of now, the indication is that the salary hike would be Rs 21,000. However there is no clarity of what the final amount would be. It could be more and that would depend on the deliberations at the NAC meet. However sources say that the amount would not be below Rs 21,000.     7th Pay Commission: Arun Jaitley won’t break promise on pay hike
    After clearing the recommendations of the 7th Pay Commission, the question is will the Finance Minister of India, Arun Jaitley keep up his word on the basic minimum pay hike? Sources say that the promise made by Jaitley will not be broken. He is waiting for the reports by both the National Anomaly Committee as well as the Department of Expenditure before he takes a final decision on the matter.
     Will NAC meet on October 7th
    Will Jaitley keep up his promise? 
     Sources say that Jaitley will keep up his promise on the issue relating to the hike in basic minimum pay. During the various deliberations that the Union Finance Minister has held on the issue, he has always indicated that the hike in basic pay must go through.
    Will NAC meet on October 7th 
     The all important meeting of the NAC is scheduled to be held this month. The issue of a hike in basic minimum pay will taken up during this meeting. A majority vote is what Central Government employees will be expecting during this meeting. The tentative date for this meeting is October 7th.
    ECoS to examine report
     Once the NAC approves the hike in basic pay to Rs 21,000 from Rs 18,000, it would be submitted to the Department of Expenditure. This would mean that the fitment factor will be raised to 3.00 from 2.57 times. The report would also be examined by by the Empowered Committee of Secretaries headed by P K Sinha who is the Cabinet Secretary. Following this the the matter would be placed before the Union Cabinet. The Cabinet meeting on the basic minimum pay is likely to be held in January.
    7th Pay Commission frustration to end 
     The 7th Pay Commission only added to the frustration of the Central Government employees. It was bad for them in every respect. All CG employees are now pinning their hopes on the developments to take place in the next three months. Once the hike in basic pay is approved and the Central Government says that it would be variable in nature, then the hardships and frustration of the CG employees would reduce to a large extent.
