    LETTER SENT TO DM BY AFVA DELHI

    Hon Raksha Mantri Ji,
    I am writing you after seeing the impasse over 7 CPC between services and our infamous bureaucracy, though we still have bureaucrats like Ms. Damyanthi contrary to public perception.
    I was quite confused whether to stand with your direction to Chiefs for implementing 7 CPC or to stand with my White Uniform, which don up in my golden age (19yrs to 34 yrs), for saying no to 7 CPC due to following reasons:
    1. Your directions to chiefs was against the interest of services as degradation of services has reached at breaking point now. So I can not stand with it.
    2.  The anomalies raised by Service Chiefs contained no element for  Jawans, especially ORs as it seems that ORs are the richest cyclist who still goes to office using a second hand bicycle. If you want to see it, just have a morning walk in & around of Gopinath area in Delhi Cantt. To especially mention here that I too had a second bicycle for going to Naval Dockyard from Navy Nagar in Mumbai.I could not afford a Bajaj Chetak even.
    So we collectively decided to denounce both directives. I would request you to ask question from Service Chief - as if there are no anomalies in JCO / ORs status and perks ? And if they say no, then you straight shoot next question- Did you ask ?
    When draft of recommendation for pay commission was being prepared in SHQ, we have submitted the anomalies of JCO / ORs but they did not lend their ears on any of them. No JCO / ORs are spoken with and their representation is zero in all communication related to them.
    Below is opinion of JCO / ORs for your consideration for current impasse:
    a) There should be no MSP for ranks above Lt-Colonel and its equivalent in navy and air force. This is so because ranks from Sepoy to Lt-Colonel are actual person who faces military hardship on ground.
    b) MNS does not qualify for earning MSP as they neither have truncated carrier nor they face any threat or military hardship
    c) MSP should be equal for all as hardship is equal for all as the principle say "equal pay for equal work"
    d) NFU, if accepted, should be made applicable to all rank and files of the defence forces otherwise no to all. If given only to selected class, it will further strain the relationship between officers and Jawans.

    Sir, your intervention is required urgently on this Delinking of 33 yrs order because it has been six month and not yet finalized. Even OROP chart preparation did not take this much time. As DoPPW has clarified that PBORs should be paid on notional maximum, kindly issue the direction accordingly so there is no play inserted in the circular. As festive season and marriage season is coming up, people are waiting for the circular. Many has their daughter's marriage or son marriage in coming month. So We all urge to you to issue necessary direction in this regard on top priority. It will be of much beneficial to JCO / ORs

    Dear Sir,
    Representation to DM regarding the 7th CPC anomalies of officers only as projected by  COSC with out taking up the anomalies in respect of  large section of JAWAN'S
    It is brought to your kind attention that the chiefs have brought to your notice, the anomalies concerning offers only. They have also recommended a slight increase in the MSP of JCO’S also to cover up their selfish demands leaving behind the anomalies in respect of large force Jawans. This is likely to create a rift & discontentment within the armed forces of the country. We hope that you are aware that an officer is a soldier who has taken pledge at the time of commissioning that he will look after the interest of all those who are placed below him above his own interest.

    The above mentioned demands of the chiefs are contrary to this principle & also against natural justice.
    Hence we request your honor to consider enhancement of  MSP of Jawans & JCO’s equal to that of officers. This will boost the morale & prestige of solders since one element of their pay is equal to that of their higher ups.
    We hope that you will take all necessary steps to maintain peace & harmony with in the defence forces.

    WHAT IS IN STORE FOR LARGE SECTION OF PBOR--ONLY TO PROJECT AS SHIELDS TO GET THE BOSSESS SELFISH DEMANDS

    The current impasse over the implementation of the 7th Pay Commission award for the three armed forces will be resolved soon, Raksha Mantri Manohar Parrikar has asserted.
    Speaking to BharatShakti.in, Mr. Parrikar in his first public comments over the deadlock said: “I am aware of the anomalies and shortcomings in the award for the military. The Service Chiefs have also briefed me again. I have assured them that I am confident of resolving issues very soon,” he said in a brief chat this evening.
    Mr Parrikar said the three Service Chiefs raising the issue with him is not being viewed as defiance. “I only told them that we care for the forces and all concerns raised by them will be addressed by taking them up with the Prime Minister and the Finance Minister,” he added. The only way to find a solution to these issues is discussion, Mr Parrikar said. “The Service Chiefs know that I am using all the strength at my command to find a way out. You must understand that I got the gazette notification announcing the 7th Pay Commission amended to make sure the military retains its edge over the Central Armed Police Forces. Such a step has never been taken ( to amend a gazette notification),” he pointed out.
    Although he refused to put a timeline for the resolution of the problems, the very fact that the Raksha Mantri met the Prime Minister last night and is understood to have apprised him of the all the points demonstrates the seriousness with which the government is treating the issue. Unlike earlier times, the issues will be resolved without delay, Mr Parrikar said.
    Asked why were these issues not resolved before the notification was issued, Mr. Parrikar pointed out that a cabinet notification cannot be corrected before it is notified. “The anomalies committees are meant to correct the shortcomings, ” he said.
    He asserted that at least three of the four major anomalies over which the service HQs are perturbed will be taken care of very soon. They are:
    1. The entry level pay suppression in the middle ranks
    2. Non-functional Upgrade (NFU)
    3. Enhancement of Military Service Pay (MSP) for JCOs.
    Experts on Pay Commission issue say one way of overcoming the problem posed by no NFU to military personnel ( an anomaly from the earlier Pay panel) is to grant a one time notional NFU for pay scale fixation in the armed forces so as to maintain the equilibrium with other services.
    Mr Parrikar pointed out that most of the other anomalies are also carried over from the earlier Pay Commissions and will have to be taken up in the two committees formed to resolve them.
    The Raksha Mantri said he has asked the Service HQs to start implementing the benefits of the 7th Pay Commission to the troops as soon as possible. “The financial outgo of the corrections that will be made, is not likely to be more than Rs 600 crores and can be given out later, he said.

    Manohar Parrikar To Meet PM Modi, Sort Out Pay Panel Anomalies

     Defence Minister Manohar Parrikar today assured the armed forces that the anomalies in the 7th Pay Commission will be taken up at the highest level. Mr Parrikar is expected to meet Prime Minister Narendra Modi to address the points raised by service chiefs, sources said.
    After meeting the Defence Minister this morning, Air Chief Arup Raha said the Defence Minister is aware of all issues and "has assured to resolve them at the earliest". The services, he said, are "satisfied" with the response.
    On September 9, the Army, Navy and the Air Force had issued a signal to all formations, saying implementation of the 7th pay commission was being kept in abeyance till the anomalies are addressed.
    Mr Parrikar had asked the three services to implement the hiked salaries as the government examined and addressed the concerns flagged by the forces.
    Top Defence Ministry sources told NDTV that the minister would impress on the government to address the key anomalies at the earliest.
    These include a common pay matrix at the entry level for both civilian and military services, removing anomalies in disability allowance between civil and military.
    According to the 7th pay commission, the civilian bureaucracy and the para-military gets more disability allowance.

    OPEN LETTER TO ALL THE THREE CHIEFS OF ARMED FORCES


    FROM VETERANS SOCIETY WHO ARE FINANCIALLY AFFECTED
    RESPECTED SIRS,
    We are going through the ongoing tussle between your goodness and the MOD regarding the anomalies and other issues due to 7th CPC recommendations. As far as the welfare of veterans PBORs concern we do not find anything with regards to these anomalies raised by you and why should we be penalized. So many retired Major Generals, Lt.Generals and senior officers’ equivalent from all the three forces have hailed your decision of rejecting the Pay commission verdict. With regard to demoralization issue we all are with you along with others.  At the same time you are kindly requested to note as veterans we are also not happy with the step motherly activities and injustice done to us should have been projected. Those who have given their youth to this nation and had a good faith on the superiors are more than the serving men by numbers. All the Three chiefs of our armed forces are supposed to look after the welfare of their veterans also because we are still coming under their particular core even after discharge from service. Did anybody take up issue and got our legitimate dues?
    I would like to give a list of grievances of PBORs and family pensioners which need your urgent intervention so that the actual sufferers may live peacefully at least till their last breathe.
    1.     Issue of correct PPO indicating actual qualifying service and group.
    So many family pensioners are drawing lesser pension because their PPO is not updated for the last 10 years. The affected pensioners are above 75 plus maximum and the reply given by the CPPCs are we have asked for the details from PCDA and only on receipt of the documents the discrepancy can be solved.
     2.     EQUAL MILITARY SERVICE PAY
    Why there should be slab system in the MSP when all are undergoing and undergone the same difficulties?  Why there should be difference in High altitude allowance and other allowances which does not have any concern with the basic pay?
    3.     ISSUE OF DGL TO ALL ELIGIBLE PBOR VETERANS
    There are plenty of veterans living in industrial areas are having capacity to organize not only man power but also know how to handle the administration. Why they should be forced to work under some other agencies after retirement?
    4.     DSSA BOARD EMPLOYMENT::
    So many Sainik boards and ZSBs are having maximum civilian staff where as the posts are meant for the ex-servicemen wards only on priority basis. There should be a monitoring agency to look in to this problem.
    5.     DELINKING OF 33 YEARS CRITERIA FOR EARNING PENSION
    Even after the issue of OM we have not received any information about this issue. As far as the civilians concern already they have received their arrears. This is a major issue which needs your kind intervention.
    Dear all sirs, when we support your cause without any hesitation, is it not your moral responsibility to look into our grievances.
    A COIN SHOULD HAVE TWO SIDES. PLEASE THINK ABOUT THE VETERANS AND THEIR FAMILIES ALSO WHEN YOU DEMAND CERTAIN LEGITIAMATE RIGHTS FROM GOI.

    The 7th Pay Commission anomalies in respect of the Armed Forces were discussed with the Hon’ble Raksha Mantri in detail by the Service Chiefs and the members of the Armed Forces Pay Commission Cell. The Hon’ble Raksha Mantri is seized of all the issues and has assured to resolve them at the earliest. The Services are satisfied with the response.

    LETTER WRITTEN TO THREE CHIEFS BY GEN SATBIR SINGH

    GOVT’S REACTION ON CHIEFS RECOMMENDATION ON 7TH CPC
    Dear Chiefs
                        The Govt Continues to adopt an apathetic attitude towards the Def Forces. We appreciate and support the step taken by the Three Chiefs to keep in abeyance the implementation of the Seventh CPC for them. It is surprising that instead of taking a positive view of the Chiefs Recommendations to address and resolve the Anomalies, the Rakhsha Mantri has asked to Implement 7th CPC as wrongly decided by the Politico-Bureaucratic Combine. He has directed that grievances if any can be resolved later. Look at the manner the Govt (RM) has disposed of the most genuine and right step taken by the Chiefs.
                  We are in the present state because of thrusting such wrong and unacceptable ORDERS down the throats of Def Forces for the past 67 years. Request by the Chiefs for the Resolution of ORDERS which are likely to affect the very fabric of the Armed Forces is very much in order. 
    The Anomalies of 6th CPC have not been resolved for the past TEN YEARS. How is it that our RM is saying that the grievances if any pointed out by the THREE CHIEFS will be resolved later. From the past experience of 67 years, these Anomalies WILL NEVER BE RESOLVED AND DEF FORCES WILL BE FURTHER DOWNGRADED AND DEGRADED.
    We request our Chiefs to once again UNITEDLY AND STRONGLY REPRESENT TO THE PRIME MINISTER TO RESOLVE THE ANOMALIES BEFORE IMPLEMENTING THE 7TH CPC FOR DEF FORCES.

    APPLICABILITY OF 50 % PENSION FOR VETERANS DISCHARGED AFTER 10 YEARS ON COMPLETION OF TERM OF ENGAGEMENT

    This is for your information that all veterans discharged on completion of their term of engagement after 10 years are requested to file a petition in AFT for sanction of 50% pension Since all central Govt employees retired on superannuation/absorbed in PSU  on completion of 10  years are granted 50 %  of pay as pension as per OM 20/09/2008
